Insecurity Insight identified 138 incidents in 25 countries and one territory where aid workers* were killed, injured, kidnapped or arrested (KIKA) between 01 January and 17 June 2025. In these incidents, 143 aid workers were killed, 96 injured, 73 kidnapped and 21 arrested.

At least 11 aid workers were killed between 31 January and 18 April in North Kivu province, Democratic Republic of the Congo (DRC). Most were shot and killed during broader attacks on civilians, often inside their homes or offices, in incidents frequently linked to the M23, Mobondo, and Wazalendo militias. In other aid worker killings in the DRC, the nature of the incident was not recorded.

03 July 2025: In Eastern Chad, the United Nations High Commissioner for Refugees (UNHCR) announced that it will reduce its offices and suspend some humanitarian activities due to weak and limited funding. 29 June 2025: In Bukombo village, Masisi territory, North Kivu province, a patient, who had been injured during clashes between AFC/M23 rebels and Wazalendo fighters, was forcibly removed from an MSF ambulance and subsequently kidnapped. Source: Radio Okapi

30 June 2025: In Minembwe village, Lulenge highlands, Fizi territory, South Kivu province, a humanitarian aircraft carrying pharmaceutical products for local health facilities was hit by a FARDC drone strike. The aircraft and all medical supplies on board were destroyed. The attack reportedly occurred in an area under the control of the Mai-Mai Wazalendo militias, who accuse humanitarian NGOs and medical facilities of supporting the Banyamulenge. DRC Monitoring Brief: Spotlight on M23
This is the first brief (available in English and French) in a series examining factors impacting the aid agency access and safety in the Eastern DRC to support aid agency risk mitigation and forward-looking approaches to maintain access to food, health care, education and protection.

Using Insecurity Insight’s incident monitoring data, social media sentiment analysisand armed actor activity analysis from the Armed Conflict Location & Event Data (ACLED), the series provides aid organisations with insight into patterns of violence affecting civilians and aid access. Through examination of reported violence affecting key sectors of aid activity attributed to various conflict parties, the series provides background to better assess specific threats to aid access, food security, health care, education, and community protection in IDP and refugee camps.
