13 November 2024: In Sake Mweso axis, Masisi territory, North Kivu province, aid workers in two health INGO jeeps were held up by armed men whilst travelling to the Mweso health zone to provide medical and humanitarian assistance. Sources: Radio Okapi and La Prunelle

As reported on 13 November 2024: In an undisclosed location, an aid worker was beaten when RSF members, who had stopped him outside his house to check his phone and allegedly found messages critical of the group. He was arrested and held for 20 days without his family being aware of his detention or location and was released following a social media campaign. Source: The New Humanitarian

As reported on 13 November 2024: In an undisclosed location, an unspecified number of aid workers were accused of being loyal to the ex-president Omar al-Bashir. The aid workers claimed this reason was used to extort $150 per person. Source: The New Humanitarian

26 November 2024: In Solonchaky village, Mykolaiv raion and oblast, two representatives of a humanitarian mission and four local residents were injured when a humanitarian aid distribution site was hit by Russian shelling. As reported on 15 November 2024: Across the Gaza Strip, 29 NGOs released a joint statement accusing the Israeli army of encouraging the looting of humanitarian aid. The statement claims that police officers assigned to escort aid lorries are attacked by the IDF. It also claimed that humanitarian drivers are extorted by gangs under the guise of protection and Israeli forces witness the extortion and refuse to act. Source: L’Orient Today

16 November 2024: In an undisclosed location in central/southern Gaza, a UN convoy of 109 trucks carrying food supplies for WFP and UNRWA from the Kerem Shalom crossing was violently looted. Drivers were forced at gunpoint to unload aid. The vast majority of the trucks, 97 in total, were lost: they were either taken, damaged, or had their fuel or oil stolen. The convoy, initially scheduled for a day later, was instructed by Israeli authorities to depart at short notice via an alternate, unfamiliar route. The looting incidents were concentrated in southeastern Gaza, particularly in areas under the presence of the Israeli military. Sources: El Pais and OCHA News

17 November 2024: In an undisclosed location, during a mission to deliver food and medical supplies to Kamal Adwan Hospital, a team of humanitarian aid workers was forced to offload the food at an Israeli military checkpoint before reaching the hospital. 17 November 2024: Near Qizan Najjar, Rafah governorate, six volunteers were killed in an Israeli airstrike while on a mission facilitating the entry of humanitarian aid into the city. Source: Personal Communication

18 November 2024: In an unspecified location, over 20 people were reportedly killed by armed men in an security operation said to be led by the Gaza Ministry of Interior to target alleged looters of humanitarian aid. Source: OCHA Update 239

19 November 2024: In North Gaza governorate, Palestinian Civil Defense (PCD) services were suspended. Source: OCHA Update 239

20 November 2024: In North Gaza governorate, Kamal Adwan Hospital remained under ongoing Israeli siege. It was reported that patients are only able to receive minimal care due to the lack of aid and medical resources. No food, medical staff, ambulances or medicine are allowed in and no acceptance of a humanitarian corridor. Source: WAFA

20 November 2024: In As Sabra area, Gaza city and governorate, a PCD team was directly hit while trying to rescue people under rubble, killing one staff member and injuring three others. Sources: L’Orient Today and OCHA Update 241

20 November 2024: In Khan Yunis city and governorate, MSF reported that an Israeli drone strike almost hit five Palestinian and international MSF staff while on the way home from the Nasser Medical Complex, although the team was travelling in a clearly-marked MSF vehicle and the movement had been notified to the Israeli military. While the MSF team survived, the attack killed 20 people and seriously injured 10 others. Source: OCHA Update 241

23 November 2024: In the Gaza Strip, the UN reported that two-thirds of the 129 different humanitarian aid organisations were prevented from operating across Gaza by Israeli forces. Source: WAFA

As reported on 26 November 2024: Summary: In North Gaza governorate, none of the UN’s 41 attempts to reach Palestinians in besieged areas with life-saving assistance has been facilitated by Israeli authorities in the month of November.
