INTRODUCTION
The Shelter, NFI and CCCM sector has drafted this comprehensive strategy necessary to provide direction and guidance for all shelter parners, on assistance related to the sustainable vulnerable IDPs who stayed long in a location and return of displaced persons and to ensure that a common approach is taken in doing so, thus avoiding duplication. The approach of this transformation from emergency shelter solution to the transitional shelter solution for vulnerable displaced populations is based on a holistic interpretation of the need for ‘shelter. The usual lifespan of emergency shelter ranges between 0 – 6 month and 6 month -to- 1 year; depending on the panel of response option. Internally Displaced Persons (IDPs) living in low-income neighborhoods, camp settlements, informal settlements and in host communities continue to live in dire situation. The dwellings were often done with emergency shelter materials which are ill-suited to protect people from harsh weather.
Shelter/NFI and CCCM sector in close collaboration with partners and relevant government authorities developed this guidance note to provide partners with the most effective and practical step-by-step procedures for implementing transformation of shelter from emergency to transitional solution.
PURPOSE
This concept note is developed by the Shelter Technical Working Group in order to adopt a transitional approach towards shelter construction. The document, contextualized for North east Nigeria, provides different steps that can be taken by shelter partners in order to enable and empower the community members to take lead in the transformation of their emergency shelters in a gradual and incremental process.
