1.Background
Marte Local Government Area (LGA) in Borno State, Nigeria, shares borders with Dikwa, Kukawa, Monguno LGAs, and the Republic of Chad. In 2021, the Multi-Na-tional Joint Task Force established a military base in New Marte, which led to widespread destruction, serious human rights abuses, and the mass displacement of resi-dents. Many people were forced to abandon their homes. In response, the Borno State Government relocated the displaced population to makeshift shelters, internally displaced persons (IDP) camps, and host communities. Despite these eff orts, the region remains highly unstable and insecure.
On May 12, 2025, the Islamic State West Africa Province (ISWAP) launched an assault on New Marte, target-ing military installations and causing widespread panic among civilians. The attack triggered a new wave of displacement, aff ecting approximately 4,428 households. Due to ongoing insecurity, humanitarian access remains severely restricted. In response, the Rapid Response Mechanism (RRM) was activated to assess the urgent needs of the newly displaced population. Figure 1 below illustrates the origins of the displaced individuals and the locations of the IDP sites.
Purpose
The assessment aimed to identify the urgent humanitarian needs of displaced populations, ensuring timely, coordinated, and evidence-based interventions.
