Insecurity, disease outbreaks, and the ongoing food security and nutrition emergency in North‑East Nigeria continue to exacerbate the challenges faced by State Ministries of Health, government institutions, and humanitarian partners in providing adequate support to address the drivers of humanitarian needs and mitigate their impact on affected populations.

Leadership and coordination:

HPC 2026:

  • The Health Sector successfully validated and defended its contributions to the HPC 2026 process, including agreed estimates for People in Need (PIN), target population, and financial requirements. The finalized figures stand at 3,158,720 people in need, 1,488,053 targeted, and a funding requirement of USD 33.7 million.
  • LGA‑level severity analysis identified 12 LGAs at Severity Level 4, 46 at Level 3, and 7 at Level 2. Following intersectoral prioritization, 10 LGAs were selected for response focus, including four Severity Level 4 LGAs accounting for 72% of the targeted population and funding, and seven Severity Level 3 LGAs representing the remaining 28%.
  • A one‑page Health Sector summary for HNRP 2026 was developed and submitted to OCHA for review and inclusion.

Resource Mobilization: Setting up of the technical review committee to evaluate the first set of proposals under the NHF Second Standard Allocation 2025. As a result, eight multisector health and nutrition proposals were submitted and reviewed, out of which six were selected, and funded for implementation.

Localization: Review of the first batch of the local NGOs within the NHF due diligence process as part of its localization efforts: 37 partner files assessed, and 12 confirmed as active based on their presence in the 4-5Ws reporting system and participation in coordination meetings. The due diligence process is ongoing.

Service delivery support:

As of November 2025, the Health Sector under the Humanitarian Needs Response Plan (HNRP) 2025 has reached 1,820,016 individuals, which accounts for 58% of the 3.1 million people targeted. However, progress has been significantly hindered by critical funding gaps, with only 43% of the required $74.2 million secured, according to partners.
