Global Education Cluster (GEC) Rapid Response Team — Nigeria Mission

The Emergency Purpose of the Mission The overall purpose of the GEC support mission was to strengthen the capacities, efficiency, and strategic positioning of the Nigeria Education Cluster/EiEWG coordination team, while providing targeted technical guidance, mentorship and support for the refinement and validation of the Transition Plan to ensure a smooth and sustainable shift toward a nationally led coordination model. In the last decade, the humanitarian situation in Nigeria has gradually changed over the years and length of humanitarian response in the Northeastern part of the country, specifically in Borno, Yobe and Adamawa States.The attention from international donors is moving away from Nigeria with funding being prioritised for the MENA region and Ukraine, as well as other newer emergencies.This is evident from a drop of pledged ECW funding from $20 million dollars between 2021-23 to $15 million in 2024-26. This is exacerbated by the rapid decline of the value of the local currency with costs of operations constantly changing, making programme planning and budgetting increasingly complex.

With this context there has been discussions around the commensing of transition from humanitarian response to a development response with the government taking the lead on coordination. The Ministry of Education has announce a multi-year roadmap which highlights a shift towards development and closing IDP camps across the North-East. Based on this, there is a need to update Education Cluster/ EiEWG Transition Plan which covers the process of transition.

The Education in Emergencies Working Group (EiEWG) in Nigeria, co-led by Save the Children International (SCI) and UNICEF, coordinates the education response across crisis-affected regions, particularly in the Northeast and Northwest. In line with the Grand Bargain commitments to localization, the EiEWG is transitioning toward a government-led coordination structure, strengthening the leadership role of the Federal and State Ministries of Education and institutionalizing coordination mechanisms at all levels.

As part of this transition, the EiEWG recruited a National Coordinator to complement the existing coordination leadership and reinforce national ownership. To ensure effective performance, strengthen core coordination and information management capacities across the coordination team, and refine and validate the Nigeria’s Transition Plan in line with global standards and good practices, the EiEWG sought technical support from the Global Education Cluster (GEC) through an in-country deployment mission.
