1 Introduction
1.1 Purpose of document
The effective use of cash and voucher assistance (CVA) can support households to meet their housing needs, through accessing construction materials, skilled labor, and household items/NFI. This may relate to new construction, repairs, and upgrades. The guidance is primarily designed to address the challenges in Nigeria encountered when using cash, however, it also includes relevant tips for voucher programming. While voucher use is discussed the practitioner should be aware thatit typically involves a procurement process and ongoing engagement with vendors. This document assumes the reader has a basic understanding of Cash and Voucher programming such as an understanding of the key terminology (e.g. cash transfer mechanism, conditionality, restriction), if not general guidance can be referred to here:
