Executive summary

The Call to Action (CtA) on Protection from Gender-Based Violence (GBV) in Emergencies, launched globally in 2013, stands as a multi-stakeholder initiative seeking to transform the humanitarian response to genderbased violence. Focused on achieving tangible impact, partners in Nigeria have actively made commitments to the development and implementation of the 2022-2025 Northeast Nigeria Roadmap. Currently, 60 stakeholders have signed up to the roadmap in various action areas, with the potential for increased participation as awareness of the initiative expands. For this reason, the roadmap exists as a living document to easily accommodate new partners with commitment to the roadmap. The commitment of Norway to the Call to Action with multi-year funding to UNFPA has enabled the coordination of the Call-to-Action initiative and also galvanized the implementation of key GBV interventions like the capacity building course on Gender Based Violence in Emergencies which leverages partners to effectively respond to Gender Based Violence in emergency settings. The Global leadership of the Call to Action rotates among member states on a bi-annual basis, presently entrusted to Germany from January 1, 2023, to December 31, 2024, succeeding Denmark. The formal handover ceremony took place on March 28, 2023, at the Federal Ministry of Women Affairs conference room in Abuja, hosted by the then Federal Minister of Women Affairs and Social Development, Dame Pauline Tallen, also serving as Co-Chair of the Nigeria Call to Action. The ceremony drew participants and senior representatives from Nigerian federal and state ministries, three donor states, Ambassadors, UN agencies, Nigerian civil society organizations, and international non-governmental organizations. The Northeast Nigeria Roadmap functions as an accountability framework that assigns responsibility to partners at the state and federal level. Commitment is expressed through six key priority Outcome and Action areas, encompassing Gender Equality, Specialized GBV Programming, Access to Justice, Sufficient Funding, Ethical GBV Data, and Policy Frameworks, underpinning the overarching goal of System Strengthening. As the initiative continues to evolve, the collective commitment of stakeholders and the strategic leadership of Germany foster an environment where the Call to Action on Protection from Gender-Based Violence in Emergencies can realize its transformative objectives in Northeast Nigeria and beyond.
