Foreword
This report reflects joint strategic efforts to improve the well-being of the displaced population through people-centred approaches in Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Item (NFI) responses. It highlights the key milestones, lessons and challenges of responding to a humanitarian crisis in an ever-changing, complex situation in North-east Nigeria.
In 2022, we achieved significant milestones in strengthening capacities to respond to urgent humanitarian needs through enhanced inter-sectorial coordination and close engagement with government counterparts (National Emergency Management Agency (NEMA) and State Emergency Management Agencies (SEMA).
Despite many challenges, the sector and its partners contributed to improving the well-being of displaced populations in camps and out of camps, promoting community inclusion and engagement whilst promoting the mainstreaming of protection, gender, disability inclusion, environmental sustainability, and overall accountability to affected population approaches across CCCM, Shelter, and NFI interventions.
During this period, the CCCM sector targeted 1,356,863 individuals, out of whom 890,421 lived in camps and 446,050 in host communities, while Shelter and NFI responses targeted 1,458,791 of the most vulnerable IDPs and new arrivals. The sector also intensified decongestion efforts in IDP sites and ramped up the construction of transitional shelters on newly secured lands.
During this period, unresolved Housing, Land, and Property (HLP) disputes, characterised by forced evictions, a surge in new arrivals, overcrowding in internally displaced persons (IDP) sites, insecurity in most deep field locations, climate change shocks (flooding), and to top it all off, underfunding within the sector, were the significant challenges that impeded CCCM, Shelter, and NFI responses. These challenges also profoundly impacted community resilience, efforts to promote social cohesion between IDPs and host communities, and the transition towards a durable solution.
