RESPONSE PRIORITIES

Objectives

1) To establish a transparent and effective 2025 Humanitarian Needs and Response Plan (HNRP) for the BAY states, with a clear strategic focus, well prioritised, highlighting a differentiated response based on needs and the underlying causes of vulnerability.

2) To achieve efficiency gains as well as complementarity with Government-led activities, development activities and efforts enumerated in the HRNP across all states and LGAs.

KEY COMPONENTS

Needs analysis

A thorough, evidence-based, and objective analysis has been undertaken to define the scope of the current humanitarian crisis and identify the affected populations, based on a transparent assessment of shocks. The focus has been on the three most severe shocks—conflict, natural disasters (floods), and disease outbreaks (specifically cholera)—with economic hardship as an overarching factor affecting all areas.
