The Minimum Expenditure Basket (MEB) defines the essential goods and services a household requires to meet their basic needs on a regular or seasonal basis, along with their average cost.

This updated tool remains central to Cash and Voucher Assistance (CVA), supporting multi-purpose cash programming and providing:

Transfer value benchmarks for food and non-food needs.

Data to inform multi-sector market assessments.

Baselines for monitoring cost of living trends and resilience outcomes.

Key Objectives of the 2024 MEB Review:

  • Support the Transition to MPCA: Strengthen the transition to multi-purpose cash programming where feasible.
  • Reduce Conflict and Increase Transparency: Establish consistent programming across all sites and sectors.
  • Enhance Efficiency: Lower logistical costs and eliminate wastage from distributing items that do not meet beneficiaries' needs.
  • Harmonize Response: Develop a unified approach to meet the needs of vulnerable households in Borno, Adamawa, and Yobe (BAY) states.
  • Replication: Provide a replicable template for other regions in Nigeria
