Humanitarian Context
The humanitarian response aimed to address the urgent needs of survivors and individuals at risk of Gender-Based Violence (GBV) by improving access to lifesaving services, mitigating risks, and strengthening community resilience. Key interventions focused on survivor-centered service provision, including clinical management of rape (CMR), mental health and psychosocial support (MHPSS), legal aid, and livelihood support. Additionally, and community awareness initiatives targeted vulnerable populations, including internally displaced persons (IDPs), refugees, and host communities.
The GBV Area of Responsibility (AoR) prioritized interventions in 26 Local Government Areas (LGAs) across Adamawa, Borno, and Yobe states, targeting 1.3 million individuals based on the Joint Intersectoral Analysis Framework (JIAF) severity model. The response integrated multisectoral services to mitigate GBV risks, prevent sexual exploitation girls in hard-to-reach and return areas.
Time-sensitive actions included establishing safe spaces, strengthening referral mechanisms, enhancing GBV case management, and delivering dignity kits and life-skills training. The GBV AoR also collaborated with other sectors to address the intersection of GBV with food insecurity, malnutrition, and broader humanitarian needs, ensuring a coordinated and evidence-driven response.
