Introduction
Since 2009, the Boko Haram insurgency has affected about 15 Million people in the North East of Nigeria. Out of the total affected, about Seven Million are in need of humanitarian assistance1. To date, 1,4M 2 people are reported displaced within Borno due to the insurgency, mostly in Maiduguri.
Cash Transfer Programming (CTP) has been used in Borno since mid-2015 and is featuring strongly in the humanitarian response to the Boko Haram insurgency, as a way to ensure households have access to basic needs while also reinforcing choice, dignity and accountability for the affected people.
In February 2016, UNOCHA supported the coming together of CTP practitioners in Borno, due to the recognized need to talk about CTP operational concerns on ground. Then in March 2016, CTP practitioners convened to brief the CashCap Experts Mission. The Borno based CTP practitioners have also been actively sharing information and experiences electronically.
However, during the CaLP West Africa Regional Focal point person, i.e. Nathalie mission in Maiduguri, the members of the CWG who attended a one day workshop on cash coordination and other technical issue agreed to review the current ToR of Borno CWG and align the roles to more operational and technical perspective, while Abuja CWG takes the roles of strategic and advocacy issues at national level. It was proposed that Borno CWG group be strengthened to discuss and make binding technical decisions that would replace the functions of the former steering committees of Abuja CWG.
