    - Since the beginning of EMOP 10398, WFP has dispatched more than 26,000 MTs of food, including more than 22,500 MT for the first round of general distributions.

- WFP's Niger emergency operation is now 58% funded, having received 33.5 million US dollars in contributions.

2. SECURITY

On the night of September 10th, a private transporter dispatching WFP food to Loga for Caritas reported being attacked and robbed by armed men on the way back to Niamey.

Niger is under security phase 0, with the exception of Agadez region which is under phase 1.

3. OPERATIONAL ISSUES

WFP's Tillabéri sub-office, previously run by the Country Office, is now fully operational with 1 head of sub-office and 7 support staff in place.

A new international logistics officer for the Maradi sub-office will arrive in Maradi 13 September.

Radio communication's trainings are still on going in the various sub-offices.

4. Programming ISSUES

4.1 Target populations/beneficiaries

1st Round General Distributions

WFP, the National Food Security Mechanism (DNPGCA Dispositif National de Prévention et de Gestion des Crises Alimentaires- an institutional mechanism made up of the Government, donors and UN agencies responsible for the management of the national reserves of food and cash. ) and NGO partners are collaborating to reach 3 million people in urgent need of food aid. Of this 3 million, WFP food will reach 1.8 million beneficiaries and the rest will be covered by the National Food Security Mechanism (DNPGCA), PLAN International and Catholic Relief Services Please note that CRS purchased food as a one time activity and has no immediate intentions of maintaining a continuous pipeline in Niger. (CRS) pipelines.

WFP, the Government and NGO partners are collaborating to identify additional equally vulnerable villages, especially those with high malnutrition rates. These additions will be mostly handled by DNPGCA stocks but are also being handled by WFP stocks leftover from other distributions due to overestimated beneficiary numbers. In addition, WFP is also concentrating efforts on the identification of nomadic herders' communities that have lost part or all of their livelihoods.

In Zinder, the Regional Committee has endorsed a list produced by the regional office of FNEN-DADDO (Federation Nationale des Eleveurs du Niger) covering 5,300 households. A feasibility mission conducted by WFP's VAM officer started on Saturday September 10 in Dakoro to gather additional information on the nomadic populations in order to provide option for distributions and identify Cooperating Partners. Potential partners include VSF and OXFAM, but both NGOs have indicated that significant planning and initial investment will be required in order to proceed with well organized distributions.

On 12 September, WFP and the Early Warning System (SAP) reviewed and adjusted the list of villages requiring food assistance for the second round of general food distributions. A revised distribution plan will be issued shortly and all Cooperating Partners informed accordingly. Partners are resuming preparations for the second round which should start in the coming days.

During the Comité Restreint de Concertation held on 12 September by the Government, donor representatives and WFP, it was agreed that post-crisis activities should be defined and initiated as early as possible. Some of these activities could consist of free food distributions to targeted vulnerable populations in the areas where crops were planted either too early or not at all.
