CONTEXT
The region has been under a state of emergency since February 2015 when Boko Haram launched its first attack on Niger territory. There have been 206 armed offensives by the group, including 48 since the beginning of the year. About 248,000 people have been forcibly displaced in the region, including over 100, 000 Nigerian refugees who sought refuge across the border. Some 540 civilians have been killed, injured or abducted. Limited water supply and access to hygiene and sanitation facilities have led to an outbreak of hepatitis E which has affected nearly 1,700 people and killed 38 others since last April.
