DHA-GENEVA SITUATION REPORT NO 1
18 AUGUST 1993

SITUATION

1. AREAS OF THE ATLANTIC COAST OF NICARAGUA SUFFERED SEVERE FLOODING FOLLOWING THE PASSAGE OF TROPICAL STORM BRET ON 10 AUGUST 1993.

IMPACT

2. THE POPULATIONS OF THE AFFECTED AREAS ARE AS FOLLOWS: 25,000 IN THE RIO COCO AREA, 4,000 IN PRINZAPOLKA, 40,OOO IN BONANZA. THESE AREAS ARE DIFFICULT TO REACH BY ROAD AND IN SOME CASES ARE ONLY ACCESSIBLE BY BOAT OR HELICOPTER HINDERING DAMAGE ASSESSMENT AND DELIVERY OF RELIEF TO THE AFFECTED POPULATION.

3. PRELIMINARY REPORTS INDICATE THAT 850 HOUSES WERE DESTROYED, 1,500 WERE DAMAGED, AND DESTRUCTION IS REPORTED OF 25 MEDICAL CENTRES, 10 SCHOOLS AND 10 CHURCHES. THE DRAINAGE SYSTEM IN THE ROAD NETWORK WAS SEVERELY DAMAGED AND 12 BRIDGES HAVE COLLAPSED.

NATIONAL RESPONSE

4. THE GOVERNMENT OF NICARAGUA HAS DECLARED A DISASTER AREA IN THE NORTH AND SOUTH ATLANTIC REGIONS OF NICARAGUA AND REGION OF TISMA IN THE DEPARTMENT OF MASAYA. THE REGIONAL EMERGENCY COMMITTEE HAS BEEN CONVENED. MEDICAL TEAMS HAVE BEEN SENT TO THE AFFECTED AREA AND THE POPULATION ALONG THE BANKS OF RIVER COCO HAS BEEN EVACUATED. A RADIO NETWORK HAS BEEN SET UP AND AERIAL RECONNAISSANCE CARRIED OUT.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

5. THE UNITED NATIONS DISASTER MANAGEMENT TEAM HELD A FIRST MEETING ON 16 AUGUST TO ANALYSE THE SITUATION. IT ALSO MET WITH THE MINISTRY OF EXTERNAL COOPERATION. CERTAIN AGENCIES MAY MAKE STOCKS PLANNED UNDER REGULAR PROGRAMMES AVAILABLE FOR DISASTER VICTIMS.

6. IT IS EXPECTED THAT THE GOVERNMENT WILL REQUEST INTERNATIONAL ASSISTANCE.

NEEDS

7. RELIEF NEEDS IDENTIFIED TO DATE INCLUDE HOUSEHOLD ITEMS, FUEL AND A LIST OF PROPHYLACTIC MEDICINES FOR DISEASES INCLUDING CHOLERA, MALARIA AND SKIN COMPLAINTS. THIS LIST, AVAILABLE WITH DHA AND WHO, HAS BEEN REVIEWED BY THE LATTER.

8. FOR COORDINATION PURPOSES, PLEASE INFORM DHA-GENEVA IMMEDIATELY AS INDICATED BELOW OF PLEDGES/CONTRIBUTIONS.

SITUATION

1. RAINS CONTINUING IN THE FLOOD-AFFECTED REGION. EMERGENCY RELIEF TEAMS GRADUALLY EXTENDING COVERAGE TO AREAS INACCESSIBLE SINCE THE FLOODS COMMENCED.

2. AS A RESULT OF CONTAMINATION OF WATER SUPPLIES AND DAMAGE TO SANITATION, INCREASING THREAT OF EPIDEMICS PARTICULARLY OF CHOLERA, MALARIA, DIARRHOEA AND ACUTE RESPIRATORY INFECTIONS.

NATIONAL RESPONSE

3. ON 18 AUGUST THE GOVERNMENT OF NICARAGUA FORMALLY REQUESTED INTERNATIONAL ASSISTANCE FOR THE VICTIMS OF THE DISASTER. INTER-MINISTERIAL MISSION HAS CARRIED OUT RECONNAISSANCE AND EVALUATION OF DISASTER AREA.

INTERNATIONAL RESPONSE

5. THE UNITED NATIONS DISASTER MANAGEMENT TEAM PROVIDING SUPPORT TO GOVERNMENT FOR MEETING HELD ON 18 AUGUST WITH INTERNATIONAL COMMUNITY.

6. DHA IS MAKING AN EMERGENCY GRANT OF USD 20,000 FOR RELIEF NEEDS.

7. UNDP HAS AUTHORIZED AN EMERGENCY GRANT OF USD 50,000 FOR FUEL TO BE USED FOR THE TRANSPORT OF MEDICINES AND RELIEF SUPPLIES AND FOR THE PURCHASE OF COOKING UTENSILS.

8. GOVERNMENT HAS REQUESTED A UNITED NATIONS MISSION TO CARRY OUT DAMAGE ASSESSMENT AND TO EVALUATE THE MEDIUM AND LONG-TERM IMPACT
ON THE ECONOMY.

NEEDS

9. PRIORITY RELIEF NEEDS IDENTIFIED INCLUDE LIST OF PROPHYLACTIC MEDICINES FOR DISEASES INCLUDING CHOLERA, MALARIA AND SKIN COMPLAINTS, AVAILABLE WITH DHA AND REVIEWED BY WHO, FUEL FOR THE TRANSPORT OF RELIEF GOODS, KITCHEN SETS AND SOME CLOTHING.

1. DESPITE DIFFICULT POLITICAL SITUATION IN THE COUNTRY OVER THE LAST WEEK, EFFORTS CONTINUE UNABATED TO TRANSPORT RELIEF TO FLOOD VICTIMS ON THE ATLANTIC COAST.

INTERNATIONAL RESPONSE

2. THE UNITED NATIONS DISASTER MANAGEMENT TEAM ANNOUNCED THROUGH MINISTRY OF EXTERNAL COOPERATION SPECIFIC ASSISTANCE FROM UN AGENCIES TO BE CHANNELLED THROUGH GOVERNMENTAL BODIES AND NGOS.

NEEDS

3. GOVERNMENT STATES THAT PRIORITY NEED IS NOW FOR FUEL AND OIL FOR TRANSPORT PURPOSES FOR A PERIOD OF THREE MONTHS, IN ADDITION TO CERTAIN HOUSEHOLD GOODS.

SITUATION

1. MANY AREAS AFFECTED BY TROPICAL STORM BRET WERE HIT AGAIN ON 14 SEPTEMBER BY TROPICAL DEPRESSION GERT, WHICH HAS LED TO RIVERS OVERFLOWING AND FLOODING VILLAGES. IN ADDITION AREAS IN THE NORTH AND ALONG THE PACIFIC COAST HAVE ALSO SUFFERED FLOODING. INITIAL REPORTS INDICATE AT LEAST 1200 PEOPLE AFFECTED ON THE ATLANTIC COAST, 9,000 PERSONS AFFECTED AROUND THE TOWN OF RAMA WHERE 80 PER CENT OF THE TOWN IS UNDER WATER, AND THREE PEOPLE MISSING WITH SOME 2,300 AFFECTED IN VILLAGES IN THE NORTH AND PACIFIC COAST AREAS. IT IS EXPECTED THAT MORE RIVERS WILL FLOOD IN THE COMING HOURS AS A RESULT OF THE CONTINUING RAINS.

2. NATIONAL AND REGIONAL EMERGENCY RELIEF ORGANIZATIONS ARE EVALUATING THE SITUATION AND ASSESSING SPECIFIC NEEDS.

INTERNATIONAL RESPONSE

3. THE UNITED NATIONS DISASTER MANAGEMENT TEAM CONTINUES TO SUPPORT GOVERNMENT INSTITUTIONS AND NGOS IN CHANNELLING RESOURCES TO AFFECTED POPULATION.

NEEDS

4. THE GOVERNMENT OF NICARAGUA IS NOT EXPECTED TO MAKE A RENEWED APPEAL FOR INTERNATIONAL ASSISTANCE. HOWEVER DEMONSTRATIONS OF SUPPORT FROM GOVERNMENTS WOULD BE APPRECIATED.

SITUATION

1. EXCEPTIONALLY HEAVY RAIN CONTINUED FOLLOWING THE DEPARTURE FROM NICARAGUA OF TROPICAL DEPRESSION GERT ON FRIDAY, 17 SEPTEMBER, AFFECTING 11 DEPARTMENTS IN THE SOUTH ATLANTIC COAST, NORTH AND PACIFIC COAST AREAS. SEVERAL AREAS INCLUDING MANAGUA RECORDED 20 PER CENT OF THE AVERAGE ANNUAL RAINFALL IN TWO DAYS. THE DEATH TOLL STANDS AT 2 WITH 3 PERSONS MISSING AND 2,409 FAMILIES AFFECTED/DISPLACED (14,543 PEOPLE). 53 HOUSES WERE DESTROYED 225 HOUSES DAMAGED AND IN ADDITION LANDSLIDES AND DAMAGE TO ROADS AND BRIDGES HAVE DISRUPTED
TRANSPORT.

2. THERE IS CONCERN FOR HEALTH OF THE AFFECTED POPULATION BECAUSE OF THE CONTAMINATION OF WELLS. ALTHOUGH NO ASSESSMENT HAS YET BEEN MADE, IT IS FEARED THAT ECONOMIC LOSSES IN AGRICULTURE, STOCK AND POULTRY ARE HIGH.

NATIONAL RESPONSE

3. BECAUSE OF THE DIFFICULT ECONOMIC SITUATION OF THE COUNTRY THE GOVERNMENT HAS NO NEW RESOURCES TO DEAL WITH THIS DISASTER BUT IS RESPONDING WITH FUNDS INTENDED FOR OTHER PROJECTS. NATIONAL AND REGIONAL EMERGENCY RELIEF AGENCIES, RED CROSS AND NGOS ARE CONTINUING RELIEF EFFORTS

INTERNATIONAL RESPONSE

4. THE UNITED NATIONS DISASTER MANAGEMENT TEAM MEETING WITH NATIONAL EMERGENCY COMMITTEE TO CONSIDER OTHER RESOURCES AND ACTIVITIES TO BE DEVELOPED.

NEEDS

5. THERE IS AN IMMEDIATE NEED FOR BASIC COMMODITIES, AND ALSO SEEDS FOR GRAINS AND SUBSISTENCE CROPS, AS WELL AS AGRICULTURAL TOOLS.

SITUATION

1. ALTHOUGH RAINFALL HAS DECREASED CONSIDERABLY SINCE LAST WEEK, IT CONTINUES IN THE MOUNTAIN AREAS AND THERE IS STILL A DANGER OF FURTHER RIVER FLOODING IN PACIFIC AND ATLANTIC COASTAL AREAS. THE DEATH TOLL NOW STANDS AT 13 WITH 24 PERSONS MISSING AND 10,408 FAMILIES AFFECTED/DISPLACED (61,192 PEOPLE). 252 HOUSES WERE DESTROYED AND 293 HOUSES DAMAGED IN 14 DEPARTMENTS.

2. THE GOVERNMENT HAS EXTENDED THE DISASTER AREA DECLARED FOLLOWING TROPICAL STORM BRET TO COVER THE REGIONS AFFECTED BY TROPICAL DEPRESSION GERT.

NATIONAL RESPONSE

3. IN SPITE OF THE RECENT DIFFICULTIES IN THE COUNTRY, THE NATIONAL EMERGENCY COMMITTEE WITH RELIEF AGENCIES HAS CONTINUED TO DISTRIBUTE RELIEF TO THE AFFECTED POPULATION, USING STOCKS INTENDED FOR REGULAR FOOD SUPPLY PROGRAMMES. THE GOVERNMENT WOULD WELCOME
INTERNATIONAL CONTRIBUTIONS TO REPLACE THE STOCKS USED AND TO MEET
THE OUTSTANDING PRIORITY NEEDS LISTED BELOW.

NEEDS

4. FOLLOWING ASSESSMENT OF THE AFFECTED AREAS AND REPORTS FROM THE LOCAL EMERGENCY COMMITTEES, THE FOLLOWING PRIORITY NEEDS HAVE BEEN IDENTIFIED, IN ORDER OF IMPORTANCE, WITH A TOTAL COST OF USD 5,570,252:

SITUATION

1. RAINFALL THROUGHOUT THE COUNTRY HAS DECREASED CONSIDERABLY IN RECENT WEEKS. ONE LANDSLIDE FROM CERRO WANA WANA DESTROYED 800 M. OF ROAD, SINCE WHICH NO FURTHER SERIOUS LANDSLIDES HAVE BEEN REPORTED. THE NUMBER OF AFFECTED PEOPLE HAS BEEN UPDATED TO 63,404.

NATIONAL RESPONSE

2. THE GOVERNMENT CONTINUES TO DISTRIBUTE RELIEF TO THE AFFECTED POPULATION AND HAS OFFICIALLY REQUESTED THE UNITED NATIONS RESIDENT COORDINATOR TO APPEAL TO UNITED NATIONS AGENCIES TO EXPAND THEIR ASSISTANCE BOTH FOR THE EMERGENCY PHASE AS WELL AS FOR RECONSTRUCTION AND REHABILITATION.

INTERNATIONAL RESPONSE

3. THE INTERAMERICAN DEVELOPMENT BANK WILL CHANNEL USD 200,000 THROUGH UNDP FOR INFRASTRUCTURE PROJECTS IN NORTH ATLANTIC AREA. WFP IS PLANNING ASSESSMENT MISSION TO DISASTER AREA TO DRAW UP PLAN FOR FOOD FOR WORK PROJECT.

SITUATION

1. RAINFALL NOW NORMAL FOR THIS PERIOD OF THE YEAR.

2. THE GOVERNMENT HAS ANNOUNCED THAT EMERGENCY AID TO MORE THAN 123,000 AFFECTED PERSONS HAS NOW BEEN SUSPENDED. ASSISTANCE TO THE AFFECTED POPULATION WILL CONTINUE THROUGH EMPLOYMENT-GENERATING PROJECTS TO REPAIR ROADS, HIGHWAYS, DRAINAGE AND BRIDGES.
