DHA-UNDRO SITUATION REPORT NO. 1

SITUATION

1. ON 1 SEPTEMBER 1992, A MAJOR EARTHQUAKE OCCURRED OFF COAST OF NICARAGUA WITH FOLLOWING PRELIMINARY DATA: LOCATION: 11.7 DEGREES NORTH, 87.3 DEGREES WEST (ABOUT 75 MILES (120 KMS) WEST/SOUTHWEST OF MANAGUA) MAGNITUDE: 7.0 RICHTER SCALE, TIME: 18.16 LOCAL (0.16 GMT).

2. EARTHQUAKE GENERATED TSUNAMI (TIDAL WAVE) WITH WAVES OF UP TO 15 MTS HIGH AFFECTING ALL OF THE PACIFIC LITTORAL INCLUDING IMPORTANT MARITIME PORTS. AFFECTED TOWNS INCLUDE SAN JUAN DEL SUR, HUEHUETE, CASARES, LA BOQUITA, PONELOYA, CORINTO.

3. FIRST VERY PRELIMINARY ESTIMATES ARE: 12 PEOPLE DEAD, 30,000 PEOPLE AFFECTED, DAMAGE TO 70 HOUSES IN PONELOYA (LEON). FURTHER ASSESSMENTS UNDER WAY.

4. CONTINUATION OF HIGH WAVES EXPECTED.

NATIONAL RESPONSE

5. FROM THE ONSET OF THE DISASTER THE NATIONAL DISASTER MANAGEMENT AUTHORITIES PROVIDING INITIAL ASSISTANCE. PRESIDENT OF THE REPUBLIC WILL MAKE IMMEDIATE VISIT TO THE AFFECTED AREA EARLY ON 2 SEPTEMBER 1992.

COUNTRY LEVEL INTERNATIONAL RESPONSE

6. IMMEDIATELY UPON NOTIFICATION OF DISASTER, UNDP/DHA-UNDRO RESIDENT COORDINATOR CONTACTED MINISTER OF EXTERNAL COOPERATION AND REPRESENTATIVES OF UN SYSTEM AGENCIES TO COMMENCE COORDINATION OF ASSISTANCE. UN/DMT MEETING TO BE HELD 0900 HRS 2 SEPTEMBER TO DISCUSS IMMEDIATE COORDINATED UN SYSTEM RESPONSE. RESIDENT COORDINATOR VISITING AFFECTED AREA BY PLANE.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

7. AT 0200 HRS IN HER SPEECH TO THE NATION, THE PRESIDENT OF THE REPUBLIC OF NICARAGUA REQUESTED INTERNATIONAL ASSISTANCE TO NICARAGUA AND THE MINISTRY OF EXTERNAL COOPERATION IS TRANSMITTING THIS REQUEST TO DHA-UNDRO.

8. EXPECTED RELIEF NEEDS ARE: TEMPORARY SHELTER, BLANKETS, ROLLS OF PLASTIC SHEETING, DRINKING WATER, FUEL AND COMMUNICATIONS EQUIPMENT. ALL RELIEF ITEMS CAN BE PURCHASED IN LOCAL MARKET. CASH CONTRIBUTIONS ARE THEREFORE MOST APPROPRIATE.

9. ACCORDING TO PRELIMINARY EVALUATION NO INTERNATIONAL ASSISTANCE REQUIRED FROM SEARCH AND RESCUE TEAMS.

SITUATION

1. FIRST SHOCK AT 0.16 GMT (18.16 MDT) WAS FOLLOWED BY SEVERAL STRONG AFTERSHOCKS. APPROXIMATELY TWO HOURS AFTER THE MAIN SHOCK, THE TSUNAMI STRUCK THE PACIFIC COASTAL AREAS. PRINCIPAL DAMAGE APPARENTLY TO TOWNS BETWEEN SAN JUAN DEL SUR AND MASACHAPA. TOTAL NUMBER OF INHABITANTS IN THIS COASTAL AREA APPROXIMATELY 70,000.

2. THE HARDEST HIT TOWN IS REPORTED TO BE MASACHAPA. ACCORDING TO REPORTS FROM RADIO AMATEURS IN NICARAGUA AS COMMUNICATED TO THE UN AMATEUR RADIO STATION, NEW YORK, THE TSUNAMI PENETRATED 300 TO 400 METRES INLAND AND 9 FATALITIES HAVE BEEN INDICATED IN MASACHAPA. THE TOWN OF SAN JUAN DEL SUR (13,000 INHABITANTS) WAS ALSO SEVERELY HIT WITH POSSIBLY 60 PERCENT OF HOUSES DESTROYED.

3. OTHER TOWNS REPORTED TO HAVE SUSTAINED DAMAGE/LOSS OF LIFE ARE: SAN MARTIN, LA BOQUITA, HUEHUETE, CASARES, POCHOMIL, PONELOYA. THE TOWN OF CORINTO WAS ALSO STRUCK, BUT IS REPORTED TO HAVE BEEN PROTECTED BY A LARGE SEA WALL. ONE FATALITY REPORTED FROM CORINTO.

4. LATEST CONFIRMED DEATH TOLL AS INDICATED BY IFRC IS 64, SEVERAL HUNDRED PERSONS INJURED AND AN UNCONFIRMED NUMBER MISSING. FIGURES BEING CONSTANTLY REVISED AS UPDATED ASSESSMENTS RECEIVED.

5. THIS EARTHQUAKE WAS THE STRONGEST TO SHAKE NICARAGUA SINCE SERIES OF TREMORS HIT MANAGUA ON 23 DECEMBER 1972, KILLING BETWEEN 5,000 AND 12,000 PEOPLE.

NATIONAL RESPONSE

6. NATIONAL CIVIL DEFENSE AND ARMY CARRYING OUT RESCUE, EVACUATION AND RELIEF OPERATIONS. WOUNDED PERSONS TRANSPORTED TO HOSPITAL LEON AND THE LENIN-FONSECA HOSPITAL IN MANAGUA. NICARAGUAN RED CROSS RELIEF WORKERS MOBILIZED AND HELPING WITH RESCUE WORK.

INTERNATIONAL RESPONSE

7. UPDATED SITUATION REPORT EXPECTED FROM UNDP/DHA-UNDRO RESIDENT COORDINATOR FOLLOWING UN-DMT COORDINATION MEETING AND ASSESSMENT MISSION TO THE AREA. DHA-UNDRO DELEGATES READY TO DEPART IF NEEDED. PAHO/NICARAGUA HAS SENT 4 CONSULTANTS TO THE AREA AND HAS OFFERED THE USE OF 4 VEHICLES TO TRANSPORT PATIENTS. PAHO/PED IS CLOSELY FOLLOWING SITUATION, COORDINATING HEALTH ACTIONS FROM COSTA RICA AND ON STAND-BY TO MOVE AS REQUIRED. IFRC INTER-AMERICAN REGIONAL OFFICE WAS IMMEDIATELY ALERTED, A PLAN OF ACTION FOR AN IFRC INTERNATIONAL APPEAL IS UNDER PREPARATION, AND AN IFRC DELEGATE WILL BE DISPATCHED.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

8. IN ADDITION TO NEEDS MENTIONED IN DHA-UNDRO SITUATION REPORT NO. 1, PAHO INDICATES THAT SUTURE MATERIAL AND PENICILLIN ARE NEEDED. QUANTITIES BEING ASSESSED.

SITUATION

1. LATEST REPORT FROM UN/DHA-UNDRO RESIDENT COORDINATOR AT 00.12 LOCAL TIME, 3 SEPTEMBER 1992 PROVIDES FOLLOWING INFORMATION:

2. IMPACT: THE AREA AFFECTED SPANS 200 KMS OF THE PACIFIC COAST LINE. 27 COMMUNITIES HAVE BEEN HIT. THE DEATH TOLL STANDS AT 100,150 MISSING AND 380 INJURED. PRELIMINARY OFFICIAL ESTIMATES: 30,000 AFFECTED.

3. EVACUATED POPULATION: APPROX. 2,800 REPORTED EVENING 2 SEPTEMBER 1992 FROM FOLLOWING LOCATIONS: CORINTO: 180, PONELOYA: 236, SALINAS GRANDE: 300, SAN JUAN DEL SUR: 819, MASACHAPA: 300, TIGARTILLO: 900.

4. LA BOQUITA, CASARES, HUEHUETE AND MASACHAPA CONSIDERED THE MOST AFFECTED. THE TSUNAMI DAMAGED FOOD AND FUEL STORAGE FACILITIES IN CORINTO. WATER WELLS WERE FLOODED WITH SALT WATER.

5. INETER (INSTITUTO NICARAGUENSE DE ESTUDIOS TERRITORIALES) REPORTED 50 ADDITIONAL SEISMIC MOVEMENTS OF 3 TO 4 ON RICHTER SCALE. RISK OF FURTHER SEISMIC MOVEMENTS.

NATIONAL RESPONSE

6. PRESIDENT VIOLETA CHAMORRO GAVE INSTRUCTIONS TO THE MINISTER OF FINANCE TO DISBURSE AID TO AFFECTED POPULATION. SHE ANNOUNCED THE FORMATION OF AN EMERGENCY COMMITTEE COORDINATED BY THE MINISTER OF THE PRESIDENCY.

7. MINISTRY OF INTERIOR HAS BEEN GIVEN OVERALL RESPONSIBILITY FOR DEALING WITH THE DISASTER IN COORDINATION WITH COMMUNITY LEVEL EMERGENCY COMMITTEES. CIVILIAN ACTIVITIES WILL BE COORDINATED BY INIFOM (INSTITUTO NICARAGUENSE DE FOMENTO MUNICIPAL).

8. MINISTRY OF CONSTRUCTION AND TRANSPORT, SITE OF COMMAND POST, IS RESPONSIBLE FOR ALL LOGISTIC ASPECTS IN MOVING AID TO 7 DISTRIBUTION POINTS (SAN RAFAEL DEL SUR, NAGAROTE, DIRIAMBA, SAN JUAN DEL SUR, EL VIEJO, CORINTO AND LEON) FOR DELIVERY DIRECTLY TO THE LOCAL EMERGENCY COMMITTEES.

9. MINISTRY OF EXTERNAL COOPERATION RESPONSIBLE CHANNEL FOR ALL EMERGENCY RELIEF PROVIDED BY THE INTERNATIONAL COMMUNITY. CUSTOMS AUTHORITIES HAVE BEEN INSTRUCTED TO REGISTER AND RELEASE INCOMING ASSISTANCE, INCLUDING THAT OF NON-GOVERNMENTAL ORGANIZATIONS, IMMEDIATELY.

10. MINISTRY OF HEALTH ANNOUNCED PLAN FOR DISASTER RESPONSE INCLUDING THE NECESSARY MEASURES TO PREVENT OUTBREAK OF EPIDEMICS.

11. EVALUATION TEAMS ACTIVE IN THE AFFECTED AREAS TO CARRY OUT DETAILED ASSESSMENTS. THE GOVERNMENT IS ANXIOUS FOR THE EMERGENCY ASSIST ANCE PHASE TO BE QUICKLY FOLLOWED BY REHABILITATION AND RECONSTRUCTION PHASE.

12. UN/DHA-UNDRO RESIDENT COORDINATOR IN CONSTANT CONTACT WITH GOVERNMENT AUTHORITIES. MEETING WITH MINISTER OF PRESIDENCY HELD EARLY MORNING OF 2 SEPTEMBER. RESIDENT COORDINATOR, TOGETHER WITH MEMBERS OF MINISTRY OF EXTERNAL COOPERATION, VISITED AFFECTED AREA TO OBTAIN FIRST-HAND INFORMATION FOR AN INITIAL ASSESSMENT.

13. A SERIES OF UN-DMT MEETINGS TOOK PLACE TO COORDINATE WITH MINISTRY OF EXTERNAL COOPERATION, CONFIRM INTER-AGENCY FOCAL POINTS AND ESTABLISH THREE UN-COMMISSIONS IN THE FOLLOWING AREAS: HUMANITARIAN, INFRASTRUCTURE AND PRODUCTIVE SECTOR.

14. MINISTRY OF FOREIGN AFFAIRS MEETING WITH INTERNATIONAL COMMUNITY ON 3 SEPTEMBER TO PROVIDE OFFICIAL BRIEF.

APPEAL FOR INTERNATIONAL ASSISTANCE

15. PRESIDENT CHAMORRO REITERATED APPEAL TO THE INTERNATIONAL COMMUNITY FOR ASSISTANCE. ON BEHALF OF THE GOVERNMENT, DHA-UNDRO EMPHASIZING ITS URGENT APPEAL TO DONORS FOR EMERGENCY CONTRIBUTIONS. THE NEEDS LISTED IN DHA-UNDRO SITREPS NO. 1 (PARA 8) AND 2 (PARA 8) STILL VALID. INVENTORIES CONCERNING SHELTER, HEALTH, CONSTRUCTION, MEDICAL AND OTHER RELIEF NEEDS BEING COMPILED.

SITUATION

1. RELIEF CONTINUES TO BE DISTRIBUTED TO AFFECTED POPULATION. OFFICIAL FIGURES NOW PLACE DEATH TOLL AT 105, WITH 489 PERSONS INJURED AND 63 PERSONS STILL MISSING. POPULATION DIRECTLY AFFECTED NUMBERS 13,587 AND 1138 HOUSES ARE SEVERELY DAMAGED. IMMEDIATE HEALTH AND FOOD NEEDS HAVE NOW BEEN MET.

COUNTRY LEVEL INTERNATIONAL RESPONSE

2. CEPAL EVALUATION MISSION ARRIVING 1300 HRS TODAY AND WILL MEET WITH REPRESENTATIVES OF UN DMT, GOVERNMENT AND DONOR COMMUNITY. WORKING GROUPS HAVE BEEN SET UP CONCENTRATING ON THREE AREAS : HEALTH/WATER AND SANITATION, REPAIR AND REHABILITATION OF HOUSING (THROUGH FOOD FOR WORK), ECONOMIC REHABILITATION OF FISHING INDUSTRY.

DHA-UNDRO SITUATION REPORT NO. 7

SITUATION

1. NATIONAL COMMITTEE FOR EMERGENCY CONTINUES COORDINATION OF ACTIVITIES DURING REHABILITATION PHASE. FOOD DISTRIBUTION WILL BE EXTENDED TO AFFECTED POPULATION UNTIL END OF THIS YEAR. SOME AFFECTED PEOPLE STILL LIVE IN TENTS AND SCHOOLS, WHILST PREFEASIBILITY STUDIES CONCERNING RELOCATION OF CERTAIN VILLAGES BEING COMPLETED. PURCHASE AND DISTRIBUTION OF CONSTRUCTION MATERIALS PROGRESSING. PURCHASE OF LAND FOR RELOCATION UNDERWAY.

2. REPLACEMENT OF DESTROYED FISHING FLEET IS SCHEDULED TO BE COMPLETED BY 31 DECEMBER 1992. FISHERY ACTIVITIES STARTED WITH REMAINING FLEET, ALTHOUGH DAMAGED BOATS NOT YET REPAIRED.

COUNTRY LEVEL INTERNATIONAL RESPONSE

3. INTER-AGENCY MISSION LED BY ECLAC UNDERTOOK EVALUATION APPRAISAL FROM 8 TO 19 SEPTEMBER AND PRESENTED REPORT TO GOVERNMENT OF NICARAGUA ON 29 SEPTEMBER 1992.

4. MISSION CONCLUDED THAT TSUNAMI HAD DIRECT OR INDIRECT IMPACT ON ABOUT 40,500 PEOPLE, 20,700 OF WHOM LIVE IN EXTREME POVERTY. 116 PEOPLE DIED, 63 MISSING, 489 WERE INJURED. TOTAL LOSSES ARE ESTIMATED AT AROUND USD 25 MILLION. MOST AFFECTED SECTORS WERE HOUSING (53 PERCENT OF TOTAL DAMAGES), FISHING, NATIONAL TOURISM AND TRADE. MISSION DEFINED OUTLINE OF REHABIITATION PROGRAMME AND IDENTIFIES SPECIFIC REHABILITATION AND RECONSTRUCTION PROJECTS THE IMPLEMENTATION OF WHICH REQUIRES TECHNICAL AND FINANCIAL COOPERATION FROM THE INTERNATIONAL COMMUNITY.

5. UN DISASTER MANAGEMENT TEAM (DMT) CONTINUES SUPPORTING THE GOVERNMENT IN THE MOBILIZATION OF INTERNATIONAL RESOURCES FOR REHABILITATION PROJECTS. GOVERNMENT REQUEST EXPECTED FOR TECHNICAL ASSISTANCE MISSION TO SUPPORT NATIONAL EFFORTS IN DEFINING POLICY OF DISASTER PREPAREDNESS AND PREVENTION.

6. TOTAL CONTRIBUTIONS REPORTED TO DHA-UNDRO/NICARAGUAN MINISTRY OF EXTERNAL COOPERATION AMOUNT TO USD 13,597,632, PART OF WHICH HAS BEEN RECEIVED (USD 6,737,632), AND PART OF WHICH IS PLEDGED (6,860,000). DETAILED LISTING OF CONTRIBUTIONS AVAILABLE AT DHA-UNDRO ON REQUEST.
