Eight years after the start of the conflict, northern Mozambique counts more nearly 580,000* internally displaced persons (IDPs). With most of these IDPs residing in Cabo Delgado, protection and humanitarian needs in this province are particularly high.
Changes in security, the search for livelihoods opportunities and access to basic services, and family reunification, among other drivers, have led to some 610,000* people spontaneously returning to their places of origin.
UNHCR’s strategy evolved from one based solely on humanitarian emergency assistance to more sustainable, solutions-driven activities. The Office’s support to IDPs, returnees and host communities has been accompanied by the consultation, engagement and capacity-building of local partners, including authorities and civil society. In line with its area-based approach, UNHCR focuses on comprehensive programmes in sites, urban and rural host communities, and return areas in key districts to increase impact.
