Purpose

The Strategic Advisory Group (SAG) provides strategic direction and guidance to the Protection Cluster. The SAG membership must be representative of the overall cluster membership. It provides a forum for regular collective decision-making, and ensure participatory, inclusive, transparent, and accountable collective governance of the cluster.

The SAG shall meet at least on a quarterly basis to ensure strategic monitoring and review of the Cluster strategy. It is highly recommended to meet more regularly or ad hoc, depending on the size of the cluster and need for regular and collective decisions to support the representation functions of the cluster coordinators. The SAG will use digital communications (e.g., Teams, WhatsApp [when appropriate and in full respect of confidentiality and sensitivities of the types of information shared], other platforms) to ensure its members are in touch on a day-to-day basis and are able to consult and respond swiftly to emerging concerns.

In Mozambique, the SAG will be composed of members of both national and sub-national level and therefore will be the only SAG of the protection cluster in Mozambique. This will ensure fluidity of issues between sub-national and national level as well as strong linkages for the purpose of onwards advocacy of protection issues.
