SITUATION UPDATE

At least two million people in northern Mozambique needed life-saving and life-sustaining humanitarian assistance and protection in 2023 in Cabo Delgado, Nampula and Niassa due to the impact of armed conflict, violence and insecurity in the region.

In 2023, the Humanitarian Response Plan (HRP) in northern Mozambique appealed for US$513 million to target 1.6 million people. A total of 89 humanitarian organizations coordinated through the HRP to assist people in need; a quarter of them national NGOs, delivering support.

Between January and November, approximately 1.5 million people in northern Mozambique received some form of humanitarian assistance, including food aid. However, if food aid interventions are excluded, the number of people reached decreases to approximately one million. The Food Security and Livelihoods partners reported the highest level of achievements (120 per cent). However, there is a considerable gap between food aid and livelihood interventions, with the latter having reached 12 per cent of the target. Since April 2022, half of food rations were distributed - except for December 2022 and January 2023- to cover a larger caseload caused by the increased number of returnees.

At the end of November 2023, the HRP was 36 per cent funded, having received approximately $184.3 million. An additional $50.8 million has been received outside the HRP framework. Funding imbalances among clusters persist; the Health Cluster, with 74 per cent, and Coordination and Common Services, with 65 per cent, were the most funded clusters.

Shelter and NFIs, WASH, Refugee Response and Logistics secured over 50 per cent of their funding; Food Security and Livelihoods (30 per cent) and Education (27 per cent) Clusters secured over a quarter of the required funding, while Nutrition (16 per cent), Protection (17 per cent) and CCCM (19 per cent) received less than a quarter of the needed funding.
