SITUATION UPDATE

At least two million people in northern Mozambique needed life-saving and life-sustaining humanitarian assistance and protection in 2023 in Cabo Delgado, Nampula and Niassa due to the impact of armed conflict, violence and insecurity in the region.

In 2023, the Humanitarian Response Plan (HRP) in northern Mozambique appealed for US$513 million to target 1.6 million people. A total of 73 humanitarian organizations coordinated through the HRP to assist people in need; a quarter of them national NGOs, delivering support.

Between January and December, 1.6 million people in northern Mozambique received some form of humanitarian assistance, including food aid. However, if food aid interventions are excluded, the number of people reached decreases to 1.1 million people. The Food Security and Livelihoods partners reported the highest level of achievements (124 per cent). However, there is a considerable gap between food aid and livelihood interventions, with the latter reaching 12 per cent of the target. Since April 2022, half of the food rations were distributed - except for December 2022 and January 2023- to cover a larger caseload caused by the increased number of returnees.

At the end of 2023, the HRP was 38 per cent funded, having received approximately $195.1 million. An additional $59 million has been received outside the HRP framework. Funding imbalances among clusters persisted in 2023; the Health Cluster, with 76 per cent, and Coordination and Common Services, with 71 per cent, were the most funded clusters.

The Shelter and NFIs, Water, Sanitation and Hygiene clusters, and the Refugee Response and Logistics sector secured less than 65 per cent of their funding. Food Security and Livelihoods (31 per cent) and Education (29 per cent) clusters secured approximately thirty per cent of the required funding, while Camp Coordination and Camp Management (19 per cent), Nutrition (16 per cent) and Protection (24 per cent) received less than a quarter of the needed funding.
