UNDRO INFORMATION REPORT NO.1
13 FEB 85

1. HEAVY RAINS IN SOUTHERN AFRICA FROM 9 TO 11 FEBRUARY LED TO OVERFLOWING OF INCOMATI, MAPUTO, UMBELUZI RIVERS IN MAPUTO PROVINCE, MOZAMBIQUE.

2. IN LOW-LYING AREAS MAPUTO CITY, WATER ROSE ONE METER ABOVE STREET LEVEL, FLOODING WAREHOUSES, FACTORIES, HOMES, DESTROYING STOCKS OF GOODS, DAMAGING INFRASTRUCTURE (ROADS, CANALS UNDER CONSTRUCTION, PHONE AND POWER LINES).

3. THREE DEATHS ARE REPORTED IN THE CITY OF MAPUTO. REPORTS OF DAMAGE IN THE RURAL AREAS ARE NOT YET AVAILABLE.

4. AFFECTED AREAS ARE THE SAME AS THOSE HIT BY CYCLONE DOMOINA IN EARLY 1984, THIS COMPROMISING ONGOING REHABILITATION EFFORTS. AGRICULTURAL SECTOR REPORTED BADLY HIT, ESPECIALLY BECAUSE, AT PRESENT, CROPS ARE AT VULNERABLE GROWING PERIOD, BEFORE HARVEST (MARCH-APRIL).

SITUATION/AFFECTED AREAS

1. FLOODS IN SOUTHERN AND CENTRAL MOZAMBIQUE 9 TO 11 FEBRUARY (CF. UNDRO INFORMATION REPORT NO. 1, 13 FEBRUARY 1985) HAVE RESULTED IN EXTENSIVE DAMAGE TO INFRASTRUCTURE IN VALLEYS OF RIVERS UMBELUZI, MAPUTO, INCOMATI, LIMPOPO, PUNGUE, BUZI AND ZAMBEZI. UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTS SERIOUS DAMAGE TO ROADS, BRIDGES AND CAUSEWAYS. SEVERAL HUNDRED HECTARES OF AGRICULTURAL FIELDS FLOODED WITH CONSEQUENT CROP LOSSES (RICE, MAIZE, SWEET POTATO, VEGETABLE). FINAL DEATH TOLL SEVEN, WATERS NOW RECEDING TO NORMAL LEVELS.

RELIEF REQUIREMENTS

2. GOVERNMENT REQUESTING UNSPECFIFIED QUANTITIES BLANKETS AND CLOTHES FOR AFFECTED POPULATION.

3. ADDITIONAL ASSISTANCE REQUIRED MAINLY FOR RECOVERY OF DAMAGED INFRASTRUCTURE AND SUPPLY OF SEEDS. UNDRO/UNDP RESIDENT REPRESENTATIVE INFORMS GOVERNMENT INFRASTRUCTURE PRIORITIES AS FOLLOWS:

NATIONAL AND INTERNATIONAL RESPONSE

5. NATIONAL EARLY-WARNING CAPACITY REPORTED CONSIDERABLY IMPROVED, DRAWING ON LAST YEAR'S EXPERIENCE DOMOINA CYCLONE/FLOODS. GOVERNMENT RELIEF ACTIONS WELL CO-ORDINATED AT NATIONAL/LOCAL LEVELS: DISTRICT AND LOCAL AUTHORITIES ALERTED THE POPULATION IN TIME TO EVACUATE VULNERABLE AREAS. EXTENT OF DAMAGE TO HUMAN LIFE THUS CONSIDERABLY MITIGATED.

6. UNDRO ADVANCED FUNDS FOR IMMEDIATE CHARTERING OF HELICOPTER FOR OPERATION IN AFFECTED AREAS (RELIEF AND RESCUE). GOVERNMENT OF NETHERLANDS HAS AGREED TO COVER COSTS OF OPERATION.

7. UN DISASTER TEAM (UNDRO/UNDP, FAO, WFP, UNICEF, WHO AND UNFPA) MONITORING SITUATION LOCALLY. DONOR'S MEETING CALLED FOR YESTERDAY BY UNDRO/UNDP RESIDENT REPRESENTATIVE IN MAPUTO.
