What happened, where and when?
On 4th March 2023, two weeks after Tropical Cyclone Freddy crossed the south-eastern part of Madagascar to Mozambique, this tropical cyclone returned to Madagascar as an intensified strong tropical storm that almost reached the south-west coast. At 50km off the coast of Tulear, it brought up strong rains and wind between 4th and 7th March 2023, leading to damages, mainly in Tulear, Morombe and Morondava. In this context, 4 districts have been placed under red alert (Morombe, Toliara I-II and Betioky), 4 on yellow alert (Ankazoabo, Sakaraha and Benenitra and Ampanihy) and 3 on green alert (Belon’i tsiribihina, Morondava and Manja).
As a result, two dykes broke, leading to major floods in Morondava and Morombe. The sea water level rose, causing the rupture of the evacuation ditches in Morondava and leading to a prolonged rise of water and a difficult water draining.
