SITUATION

1. MOZAMBIQUE REMAINS ONE OF THE MOST SERIOUSLY DROUGHT AFFECTED COUNTRIES IN AFRICA WITH AN ESTIMATED 3 MILLION PEOPLE IN NEED OF RELIEF ASSISTANCE. SECURITY SITUATION GRAVE.

2. WHILE RAIN HAS FALLEN IN MANY PARTS OF THE COUNTRY, DROUGHT SITUATION IN NORTH AND EXTREME SOUTH MANICA PROVINCE, SOME DISTRICTS SOFALO AND INTERIOR INHAMBANE PROVINCE, RANGES FROM SERIOUS TO DISASTROUS. IN SOME AREAS OF GAZA PROVINCE, OUTLOOK HAS WORSENED. MIGRATION OF SOME 100,000 PERSONS FROM TETE PROVINCE INTO ZIMBABWE REFLECT THE SEVERITY OF HUNGER IN TETE. SEVERAL THOUSAND REPORTED TO HAVE DIED OF STARVATION.

3. RELIEF OPERATIONS IN TETE PROVINCE CONTINUE TO BE HAMPERED BY THE SECURITY SITUATION AND TRAND NGO'S, BY END JULY 8,500 TONS HAD REACHED TETE OF WHICH APPROX 3,000 TONS DISTRIBUTED TO DISTRICTS. NUTRITIONAL SITUATION HAS IMPROVED BUT WITH FOOD AID STOCKS EXPECTED TO RUN OUT SEPTEMBER/OCTOBER, FURTHER WORSENING IN THE NUTRITIONAL STATUS OF WOMEN AND CHILDREN FEARED.

INTERNATIONAL RESPONSE

4. CONTRACTS SIGNED 20 AUGUST FOR REPAIR BOANE RAILWAY BRIDGE (UNDRO SITREP NO. 30, PARA 3). WORK HAS COMMENCED.

5. UNICEF PROGRAMME FOR TETE PROVINCE, AT ESTIMATED COST US DLRS 500,000, WILL BENEFIT ESTIMATED 80,000 FAMILIES.

6. NGO'S INCREASINGLY ACTIVE IN PROVIDING RELIEF ASSISTANCE. NEW NGO, BIOFORCE, ASSISTING IN MEDICAL FIELD.

7. ZIMBABWE GOVT. PROVIDING RELIEF TO SOME 60,000 MOZAMBIQUE REFUGEES AT FOUR DIFFERENT SITES. PROGRAMME, MAINLY PROVIDED THROUGH UNHCR, ALSO SUPPORTED BY LRCS AND NGO'S (REDDA BARNEN, SAVE THE CHILDREN, LUTHERAN WORLD FEDERATION AND CHRISTIAN CARE).

RELIEF NEEDS

8. VEGETABLE SEEDS STILL REQUIRED FOR THIS YEAR'S PLANTING SEASON. FOLLOWING SEEDS STILL NEEDED: GROUNDNUTS 810 TONS, MAIZE 865 TONS AND SOYBEANS 119 TONS. (DETAILS RE SEED TYPES AVAILABLE FROM RESIDENT CO-ORDINATOR/MAPUTO OR OSRO, FAO/ROME WAGNER TELEX 612520). ASSISTANCE REQUESTED IN TRANSPORT SECTOR FOR 8-10 TON TRUCKS, SPARES FOR MERCEDES-BENZ, IFA, VOLVO AND SCANIA TRUCKS AND FUEL (DIESEL, GASOLINE AND KEROSENE).

SITUATION

1. FOOD SHORTAGES WILL CONTINUE ACROSS MOST OF SOUTHERN AFRICA UNTIL THE NEXT MAIN SEASON CROP IS HARVESTED. STARVATION DEATHS ARE STILL BEING REPORTED IN MOZAMBIQUE WHERE OVERALL SITUATION REMAINS BASICALLY UNCHANGED. SECURITY PROBLEMS PARTICULARLY SEVERE IN MANICA AND SOFALA.

2. LOGISTICS AND TRANSPORT POSITION CONSIDERABLY IMPROVED ALTHOUGH REQUIREMENTS STILL EXIST FOR MAINTENANCE SERVICES AND SPARES FOR TRUCKS.

NATIONAL AND INTERNATIONAL RESPONSE

3. TO AMELIORATE SERIOUS SITUATION MANICA PROVINCE, LEAGUE RED CROSS SOCIETIES (LRCS) HAS COMMENCED PROGRAMME, INVOLVING AIRLIFT THROUGH MACHAZE AIRSTRIP, IN SUPPORT MOZAMBICAN RED CROSS (MRC) TO ASSIST 5,000 FAMILIES (30,000 PERSONS) SUFFERING FROM SEVERE HUNGER AND MALNUTRITION WHO LACK BASIC NEEDS SUCH AS DRUGS, BLANKETS, CLOTHING AND SOAP. SECOND PHASE TO CONCENTRATE ON CHIMOIO, DOMBE AND ESPUNGABERA WHERE FURTHER 40,000 PEOPLE COULD BE REACHED. PROGRAMME INCLUDES DISTRIBUTION AGRICULTURAL TOOLS, SEEDS, AND POSSIBLY FERTILIZERS TO ENABLE POPULATION TO MAKE NEW START FROM ONSET RAIN SEASON.

4. US GOVERNMENT CO-FINANCING WITH LRCS AIRLIFT 200 TONS EMERGENCY SUPPLIES TO MACHAZE IN CO-ORDINATION MRC. OPERATIONAL COSTS ESTIMATED AT US DLRS 240,000.

5. CARITAS INTERNATIONALIS REPORTS THAT CONTRIBUTIONS IN CASH AND KIND FOR CYCLONE AND DROUGHT HAVE TOTALLED US DLRS 1,564,826.

6. CORRECTION: SITREP NO. 31, PARA 7. UNHCR/LRCS PROGRAMME FOR MOZAMBIQUE REFUGEES IN ZIMBABWE IS FINANCED BY EEC.

1. UNDRO/UNDP RESIDENT REPRESENTATIVE HAS PROVIDED FOLLOWING UPDATE OF EMERGENCY SITUATION IN FIVE PROVINCES:

A. GAZA: NORTHERN DISTRICTS STILL AFFECTED BY LACK OF RAIN. GOVERNMENT ESTIMATES 75,000 DISPLACED PERSONS LIVING IN CAMPS. CRITICAL NUTRITIONAL SITUATION DISTRICTS OF CHIBUTO AND CHICUALACUALA.

B. INHAMBANE: ESTIMATED 110,000 PERSONS LIVING IN CENTRES. SECURITY SITUATION AGGRAVATED IN SOME AREAS IMPAIRING TRANSPORT CAPACITY OF RELIEF PROGRAMMES.

C. MANICA: VERY CRITICAL SITUATION IN MOSSAURIZE DISTRICT, SOME REPORTS INDICATING 4 TO 5 DEATHS PER DAY FROM STARVATION/RELATED DISEASES. FOOD SHORTAGES ALSO REPORTED NORTHERN DISTRICTS GURO AND TAMBARA DUE TO LOGISTICAL PROBLEMS STEMMING FROM SECURITY SITUATION.

D. SOFALA: DESPITE DONOR RESPONSE, GOVERNMENT OF NETHERLANDS TO PARTLY COVER TRANSPORT NEEDS, MALNUTRITION/SECURITY PROBLEMS SIMILAR TO ABOVE MENTIONED PROVINCES.

E. TETE: IMPROVEMENT IN TRANSPORT SITUATION WITH ARRIVAL OF 8 VEHICLES (GOVERNMENT OF UNITED KINGDOM), ALTHOUGH ADDITIONAL TRUCKS MIGHT BE REQUIRED.

2. OVERALL SITUATION: DESPITE SUBSTANTIAL IMPROVEMENT TRANSPORT CAPACITY DUE INTERNATIONAL DONOR RESPONSE, MAJOR PROBLEM AT PRESENT IS MAINTENANCE AND SPARE PARTS FOR EXISTING VEHICLES. FUEL SCARCITIES IN SOME AREAS MIGHT HAMPER OPERATIONS FROM TIME TO TIME. NUTRITIONAL SITUATION: DESPITE IMPROVEMENTS ALSO DUE TO INTERNATIONAL ASSISTANCE, MORE EFFICIENT DISTRIBUTION EFFORTS AND CROP HARVESTING, SITUATION MIGHT WORSEN DURING COMING SIX MONTH PERIOD, UNTIL NEXT HARVEST IS DUE (MARCH/MAY 1985).

RELIEF NEEDS

3. FOOD AID STILL REQUIRED MAINLY FOR GAZA, INHAMBANE AND SOFALA PROVINCES. MAJOR CONCERN: VULNERABLE GROUPS (CHILDREN UNDER FIVE, PREGNANT AND LACTATING WOMEN) WHICH REQUIRE SPECIAL DIET CONSISTING OF OIL, SUGAR, MILK PRODUCTS, PROTEIN-RICH FOOD. TOTAL NEEDS, BEING COMPILED, WILL BE IMMEDIATELY COMMUNICATED TO DONORS WHEN AVAILABLE.

4. TRANSPORT: DONORS PROVIDING VEHICLES ARE REQUESTED TO MAKE PROVISION FOR SPARE PARTS.

NATIONAL/INTERNATIONAL RESPONSE

5. BILATERAL AND MULTILATERAL DONORS REPORTED ACTIVE (BESIDES EMERGENCY RELIEF PROGRAMMES) IN IMPLEMENTING REHABILITATION PROGRAMMES IN RURAL AREAS, THROUGH PROVISION AGRICULTURAL TOOLS AS MEANS OF IMPROVING PEASANTRY'S ABILITY TO RETURN TO PRODUCTIVE ACTIVITIES (SIDA AND IFAD PARTICULARLY ACTIVE IN PROJECTS OF THIS TYPE IN GAZA PROVINCE).

6. INTENSIVE NGO MOBILIZATION/LOCAL CO-ORDINATION OF EMERGENCY RELIEF PROGRAMME REPORTED, IN EFFORT TO AVOID DUPLICATION. 1. LATEST COMPREHENSIVE REPORT RECEIVED FROM UNDRO/UNDP RESIDENT REPRESENTATIVE GIVES FULL UP-DATE ON SITUATION.

2. UNDRO/UNDP RESREP HOLDING MONTHLY MEETINGS WITH ALL NGO'S AND REPRESENTATIVES GOVERNMENT IMPLEMENTING BODIES TO FULLY CO-ORDINATE ACTION AND INFORMATION SHARING. REPORTS BEING PROVIDED BY NGO'S ON PROBLEMS OF FOOD, HEALTH, AND TRANSPORT TO DEPARTMENT FOR NATURAL DISASTERS.

3. SITUATION OVERALL REPORTED AS BEING UNDER CONTROL, HOWEVER SOME AREAS STILL REMAIN CRITICAL DUE FOLLOWING FACTORS:

(A) LATE ARRIVAL OF FOOD SHIPMENTS BY SEA,

(B) DISTRIBUTION AND GENERAL LOGISTICS BEING HAMPERED BY SECUR ITY SITUATION,

(C) THE EXHAUSTION OF WINTER STOCKS.

4. STAPLE CROPS, EDIBLE OIL, SUGAR, PROTEIN FOODS AND MILK STILL REQUIRED IN SUBSTANTIAL QUANTITIES UNTIL NEXT HARVEST (APRIL/MAY 1985). ALL POTENTIAL DONORS ARE URGED TO CONSIDER THE VERY CRUCIAL NEED FOR FOOD, ESPECIALLY SPECIAL FOOD PRODUCTS FOR VULNERABLE GROUPS, UNTIL MAY 1985.

5. ACCORDING TO LATEST GOVERNMENT ESTIMATES, TOTAL NUMBER OF PEOPLE AFFECTED IS 2,425,000.

SITUATION WORSENING. SEVERE SHORTAGES OF FOOD STOCKS, ESPECIALLY IN CENTRES LOCATED IN AREAS OF CHIBUTO AND CHOKWE WHERE 74,000 PEOPLE (INCLUDING 13,000 CHILDREN) ARE HOUSED IN FIVE CAMPS. SERIOUS DROUGHT SITUATION EXISTS, WITH SOME AREAS HAVING EXPERIENCED NO RAIN FOR FIVE YEARS, AND WATER SUPPLIES UNAVAILABLE. NEEDS IDENTIFIED: AGRICULTURAL TOOLS AND EQUIPMENT, SEEDS, TRUCKS, HEALTH FACILITIES, AND MEDICINES. FUEL AVAILABLE AND SECURITY SITUATION APPARENTLY UNDER CONTROL. TRUCK NEEDS ARE RELATED TO TASK OF DISTRIBUTION TO LOCALITIES.

(C) INHAMBANE

SECURITY SITUATION POSING PROBLEM FOR DISTRIBUTION TO OVER 30 LOCALITIES. POPULATION DISPLACEMENT OCCURING FROM INTERIOR TO COASTAL AREAS, IN SEARCH OF FOOD. LARGE NUMBER OF CHILDREN ARE AFFECTED. WFP EMERGENCY PROGRAMME TO CONTINUE UNTIL FEBRUARY/ MARCH 1985, INCLUDING COASTAL SHIPPING OPERATION. INSUFFICIENT LAND ACCESS DUE SECURITY PROBLEMS, AND LACK OF INVESTMENT FUNDS FOR AGRICULTURE IN NEW RESETTLEMENT AREAS ARE WORSENING PROBLEM. GOVERNMENT ESTIMATES NEED TO RESETTLE 150,000 IN NORTH INHAMBANE.

(D) MANICA

SPARSITY OF INFORMATION DUE SECURITY SITUATION. SEVERAL DEATHS PER DAY REPORTED IN AREAS OF MOUSSURIZE DISTRICT IN SOUTH AND GURO/TAMBARA IN NORTH. POPULATION MOVEMENT (RETURNEES FROM ZIMBABWE), INVOLVING THOUSANDS OF PEOPLE, CAUSING ADDITIONAL STRAIN ON ALREADY CRITICAL FOOD SUPPLY PROBLEM. MOUSSURIZE HOWEVER BENEFITING FROM LARGE SCALE EFFORTS OF RED CROSS. VARIOUS NGO'S ATTEMPTING TO MOVE SEEDS AND AGRICULTURAL TOOLS BUT TRUCK SITUATION DIFFICULT. OVER 20 TRUCKS BEING PROVIDED BY DUTCH GOVERNMENT FOR MANICA AND SOFALA FROM JANUARY 1985. FOOD SUPPLIES EXIST BUT ROAD CONDITIONS UNSAFE.

NATIONAL AND INTERNATIONAL RESPONSE

6. THE UNDP/MOZAMBIQUE GOVERNMENT BOREHOLE PROJECT FOR PROVINCES OF GAZA, INHAMBANE, SOFALA AND MANICA HAS BEEN GIVEN HIGHEST PRIORITY. PROJECT WILL UTILISE TOTAL BUDGET OF 3.2 MILION US DLRS FOR REHABILITATION OF OLD WATER WELLS, AND THE DRILLING OF NEW ONES, IN RURAL AREAS.

7. ALTHOUGH DONORS CONTINUE TO PROVIDE AGRICULTURAL INPUTS IN REASONABLY LARGE AMOUNTS THESE ARE NOT ALWAYS REACHING PEASANTS IN TIME, OR IN SUFFICIENT QUANTITIES.

8. UNICEF WILL PROVIDE TRANSPORT EXPERT FOR THREE MONTH PERIOD FROM JAN 85 TO ANALYSE TRUCK FLEET CAPABILITIES FOR RELIEF ASSISTANCE AND SUGGEST PLANS FOR THE REHABILITATION OF PRESENT FLEET TO OPTIMIZE UTILIZATION OF AVAILABLE VEHICLES.

SITUATION

1. THE CRITICAL DROUGHT IN SOUTHERN AND CENTRAL MOZAMBIQUE HAS BEEN ACCOMPANIED BY DISRUPTIVE ACTIONS OF INSURGENT ARMED GROUPS. THIS HAS HINDERED THE POSSIBILITIES OF IMPLEMENTING A SMOOTH NATIONAL RELIEF EFFORT.

2. SINCE 1984, AS A RESULT OF STRENUOUS EFFORTS MADE BY THE GOVERNMENT AS WELL AS MASSIVE SUPPORT FROM THE INTERNATIONAL COMMUNITY, THE SITUATION HAS SHOWN CONSIDERABLE IMPROVEMENT, ALTHOUGH AN EMERGENCY SITUATION STILL PERSISTS AND IS LIKELY TO CONTINUE THROUGHOUT 1985.

AFFECTED AREAS AND POPULATION

3. IN JANUARY 1984, OVER 4.5 MILLION PERSONS WERE AFFECTED BY THE DROUGHT. AT PRESENT APPROX 2.4 MILLION ARE AFFECTED OF WHICH 1.6 MILLION ARE CONSIDERED TO BE 'SEVERELY AFFECTED'.

6. ALTHOUGH RAINFALL PATTERNS IN MOST PARTS OF COUNTRY APPEAR TO BE NORMAL SO FAR, AREAS IN MANICA AND GAZA PROVINCES HAVE SHOWN RAINFALL LEVELS BELOW NORMAL.

WFP HAS IDENTIFIED IMMEDIATE SUPPLEMENTARY FEEDING REQUIREMENT FOR 382,000 CHILDREN AND PREGNANT/NURSING MOTHERS: 5,000 TONS MAIZE MEAL OR PROCESSED FOOD, 3,500 TONS OF DRIED SKIMMED MILK AND 1,700 TONS OF VEGETABLE OIL. LOGISTICAL SHORTFALL: 124 TRUCKS (15, 7 AND 5 TONS CAPACITY) FOR TRANSPORT OF FOOD IN PROVINCES GAZA, INHAMBANE, SOFALA, MANICA AND TETE. ADEQUATE STORAGE FACILITIES REPORTED.

UNDRO/UNDP RESIDENT REPRESENTATIVE ADVISES THAT BECAUSE OF STRUCTURAL AGRICULTURAL PROBLEMS AND RECURRING DROUGHT, STOCKS OF SEEDS DEPLETED AND THUS URGENT PROVISION OF SEEDS REQUIRED (BEFORE JUNE 1985): 5,000 TONS OF MAIZE (KALAHARI OR SILVER NINE VARIETY), 3,000 TONS OF GROUNDNUT (NATAL COMUN OR RMP-12), 2,000 TONS BUTTERBEANS (CANADIAN WONDER OR NATAL SUGAR) AND 1,500 TONS OF COWPEAS. ADDITIONALLY, APPROXIMATELY 270 TONS (TOTAL) OF VEGETABLE SEEDS ARE REQUIRED BEFORE APRIL 1985 (DONORS SHOULD CONSIDER AIR TRANSPORT). DETAILS, QUANTITIES AND VARIETIES AVAILABLE FROM UNDRO AND FAO. 1. FROM MARCH 1982 UNTIL MARCH 1985 UNDRO MONITORED CLOSELY THE DROUGHT SITUATION IN MOZAMBIQUE. DURING THIS PERIOD, 36 SITUATION REPORTS WERE ISSUED BY THE OFFICE IN ORDER TO CO-ORDINATE AND MOBILIZE THE RESPONSE OF THE INTERNATIONAL COMMUNITY TO THE URGENT APPEALS BY THE GOVERNMENT OF MOZAMBIQUE FOR THE PROVISION OF EMERGENCY ASSISTANCE TO ITS DROUGHT-AFFECTED POPULATION. IN JANUARY 1984, UNDRO ORGANIZED A MULTI-AGENCY FACT-FINDING MISSION TO MOZAMBIQUE, WHICH DREW UP A CONCERTED RELIEF PROGRAMME FOR PRESENTATION TO THE DONOR COMMUNITY. FROM MARCH 1982 TO MARCH 1985, THE INTERNATIONAL COMMUNITY CONTRIBUTED LARGE QUANTITIES OF RELIEF SUPPLIES TO MOZAMBIQUE: CONTRIBUTIONS REPORTED TO UNDRO BY DONORS EXCEEDED US DLRS 170 MILLION IN THE PERIOD (EXCLUDING MANY CONTRIBUTIONS IN KIND FOR WHICH A VALUE WAS NOT PROVIDED).

MARKETED PRODUCTION IS LIKELY TO FALL FURTHER, DUE TO DILAPIDATED STATE AGRICOM TRUCK FLEET, LACK OF FUEL AND SPARE PARTS, AND ARMED CONFLICT. ONLY VERY LIMITED MARKETED OUTPUT LIKELY TO BE AVAILABLE FROM TRADITIONALLY SURPLUS NORTHERN REGION.

UNDRO/UNDP RESIDENT COORDINATOR REPORTS SEVERAL DISPLACEMENTS POPULATION GROUPS FLEEING ARMED CONFLICT AND REQUIRING EMERGENCY ASSISTANCE. DROUGHT CONDITIONS PERSIST IN AREAS OF GAZA, INHAMBANE AND MANICA PROVINCES. OUTBREAK OF LOCUSTS AND CRICKETS IN TETE, SEASONAL FLOODS ALONG ZAMBEZI RIVER. ALTHOUGH INCREASED AGRICULTURAL PRODUCTION REPORTED PARTICULARLY AMONG SMALL LANDHOLDERS, TRANSPORT AND MARKETING OF FOOD AND BASIC COMMODITIES DISRUPTED BY ARMED ACTIVITIES, SHORTAGES OF FUEL AND LOGISTICS EQUIPMENT.
