SITUATION

1. SITUATION REMAINS SERIOUS, ESPECIALLY IN PROVINCES INHAMBANE, MAPUTO AND GAZA. DEATHS DUE TO STARVATION INHAMBANE REPORTED AS HIGH AS 100,000. ESTIMATED 750,000 IN NEED OF URGENT ASSISTANCE.

INTERNATIONAL RESPONSE

2. INTERNATIONAL ASSISTANCE GAINING MOMENTUM TO MEET IMMEDIATE RELIEF NEEDS AND TO IMPROVE TRANSPORT AND LOGISTICS.

3. FOLLOWING CONSULTATION WITH GOVERNMENT, INTERAGENCY MISSION HEADED BY UNDRO COMPRISING REPRESENTATIVES FAO, UNICEF, WFP AND WHO, WITH ILO REQUESTING BRIEF, PROCEEDING MOZAMBIQUE 23 JANUARY TO RE-ASSESS, IN COLLABORATION WITH GOVERNMENT, EMERGENCY SITUATION AND, IN PARTICULAR, UNMET RELIEF NEEDS. MISSION WILL ALSO IDENTIFY ANY OBSTACLES TO DELIVERY OF RELIEF GOODS AND MEASURES FOR REHABILITATION AND RECONSTRUCTION IN THE AFFECTED AREAS. UNDRO CONSULTANCY ON DISASTER PREPAREDNESS FOLLOWS THEREAFTER ON 1 FEBRUARY 1984.

4. SWEDISH INTERNATIONAL DEVELOPMENT AGENCY (SIDA) PROVIDING EXTENSIVE ASSISTANCE FOR INLAND TRANSPORTATION IN GAZA AND INHAMBANE PROVINCES (PARA. 8 BELOW). THIRTY-TWO GENERAL TRANSPORT TRUCKS, TANK TRUCK, AND MOBILE REPAIR/SERVICE TRUCK BEING PROVIDED. TRAINING PROGRAMME BEING ESTABLISHED FOR DRIVERS AND MECHANICS. FOLLOW-UP PROGRAMME INCLUDES TRAINING PERSONNEL IN TRANSPORT LOGISTICS/ADMINISTRATION.

5. EUROPEAN ECONOMIC COMMUNITY (EEC) ALLOCATING SUBSTANTIAL FUNDS FOR EMERGENCY FOOD AID AND MEDICAL ASSISTANCE (PARA. 9 BELOW).

6. RED CROSS: FOLLOWING ITS INTERNATIONAL APPEAL (SITREP 20 PARA. 11) RED CROSS HAS SUBSTANTIALLY INCREASED FOOD AID, ESPECIALLY TO VULNERABLE GROUPS, PROVIDED TRANSPORT AND PERSONNEL ASSISTANCE, SAMELY RED CROSS DELEGATE, LOGISTICS, MEDICAL AND NUTRITIONAL EXPERTS.

UNMET NEEDS

7. REQUIREMENTS BASICALLY UNCHANGED SINCE SITREP NO. 20 (PARA 5). HOWEVER, NOW MOST URGENT ITEMS: FUNDS FOR PURCHASE OF FUEL AND SEEDS. GOVERNMENT OF MOZAMBIQUE, WITH ASSISTANCE OF UN RESIDENT CO-ORDINATOR, FINALIZING SUBMISSION OF UNMET RELIEF NEEDS FOR PRESENTATION TO UN MULTI-AGENCY MISSION.

UN MULTI-AGENCY ASSESSMENT MISSION

1. UNDRO LED AN INTER-AGENCY MISSION COMPRISING REPRESENTATIVES UNICEF, UNDP, WFP, FAO AND WHO WHICH VISITED MOZAMBIQUE FROM 23 TO 28 JANAURY 1984. MISSION HELD MINISTERIAL LEVEL TALKS WITH GOVERNMENT OF MOZAMBIQUE, REPRESENTATIVES DIPLOMATIC MISSIONS, LOCAL REPRESENTATIVES UN SYSTEM, INTERGOVERNMENTAL AID ORGANIZATIONS AND INTERNATIONAL AND NATIONAL VOLUNTARY AID AGENCIES. FIELD TRIPS MADE TO MOST SERIOUSLY AFFECTED PROVINCES, GAZA AND INHAMBANE.

2. BASED ON GOVT SURVEY OF WORST AFFECTED AREAS, AS WELL AS FIGURES COLLECTED BY THE MISSION, NUMBER SERIOUSLY AFFECTED VICTIMS ESTIMATED AT 1,400,000. IN INHAMBANE, BASED ON LIMITED SAMPLING IN WORST-AFFECTED ACCESSIBLE AREA, DEATHS AS HIGH AS 139.4 PER THOUSAND PER YEAR AND 69.5 PER THOUSAND PER YEAR IN GAZA PROVINCE.

3. IMMEDIATE RELIEF NEEDS - UN MULTI-AGENCY MISSION IDENTIFIED FOLLOWING UNMET NEEDS:

(A) FOOD

(I) DESPITE VERY POSITIVE RESPONSE FROM INTERNATIONAL COMMUNITY, ACCORDING TO OFFICIAL GOVERNMENT ESTIMATES, AN OVERALL FOOD DEFICIT OF 101 THOUSAND TONS STILL REMAINS FOR FIRST 4 MONTHS 1984.

(II) 20 TONS SUGAR, 18 TONS VEGETABLE OIL, AND 25 TONS DSM FOR DISTRIBUTION THROUGH MINISTRY OF HEATH FOR REHABILITATION APPROXIMATELY 15,000 CHILDREN OVER PERIOD 3 MONTHS. (ESTIMATED COST US DLRS 31,200).

(B) HEALTH

(III) 10,000 (20 LITER) BUCKETS (ESTIMATED COST US DLRS 20,800), WATER TANKS, SPRAYERS AND DDT.

(IV) MEDICINES, BANDAGES, SOAP, VACCINES, KEROSENE, FIRST AID KITS AND STRETCHERS (ESTIMATED COST US DLRS 460,000).

(V) 18 FOUR-WHEEL DRIVE DIESEL JEEP TYPE VEHICLES, 25 MOTORCYCLES FOR DEVELOPMENT VACCINATION PROGRAMME. BOTH WITH PROVISION 20 PER CENT SPARES.

(VI) BASIC KITCHEN AND HOUSEHOLD UTENSILS (US DLRS 171,107, UNIPAC COSTING LESS FREIGHT).

(VII) ESTABLISHMENT AND RE-EQUIPPING OF HEALTH POSTS IN GAZA AND INHAMBANE: 82 SETS OF BASIC REQUIREMENTS COMPRISING 64 UNIPAC ITEMS. ESTIMATED COST PER SET: US DLRS 715 INCLUDING PACKING. BASIC DOCUMENTATION, LISTING AND PRICE CALCULATIONS AVAILABLE FROM UNDRO, WHO (MAPUTO AND GENEVA) AND UNICEF (MAPUTO AND GENEVA).

(C) SEEDS

(VIII) FROM TOTAL GOVERNMENT REQUEST FOR 7,344 MT SEEDS, MISSION IDENTIFIED REQUIREMENT 2,800 TONS FOR GAZA AND INHAMBANE PROVINCES. SEEDS REQUIRED FOR DELIVERY BY JUNE 1984 TO ENSURE PLANTING FOR 1984/1985 SEASON. DETAILS OF VARIETIES, QUANTITIES, DELIVERY TIMES, POSSIBLE SUPPLIERS AND ESTIMATED COST AVAILABLE FROM FAO/ ROME (OSRO - TELEX 612520) OR FAO/MAPUTO.

(D) WATER

(IX) CONCERTED GOVERNMENT DRINKING WATER SUPPLY RECOVERY PROGRAMME FOR INHAMBANE AND GAZA INCLUDES URGENT REQUIREMENT FOR 300 DEEP WELL HAND PUMPS WITH 40 M PIPES. ESTIMATED COST US DLRS 135,000.

(X) WATER PURIFICATION CHEMICALS FOR ESTIMATED 3 - 4 MONTHS:

  • ALUMINIUM SULPHATE - 1,000 TONS
  • CHLORINE - 100 TONS
  • SODIUM HYPOCHLORIDE - 50 TONS

(E) EMERGENCY SHELTER

(XI) AN ESTIMATED 80-100,000 PEOPLE FOR WHOM GOVERNMENT HAS REQUESTED EMERGENCY ASSISTANCE ARE WITHOUT ADEQUATE SHELTER. AFFECTED PERSONS REQUIRE 16,000 SIMPLE STRUCTURES EACH HAVING 14 SHEETS CORRUGATED IRON. ESTIMATED COST OF 224,000 SHEETS: US DLRS 1.2 MILLION. ALTERNATIVELY, AT LESS COST AND ASSISTING RE-ESTABLISHMENT LIGHT INDUSTRY, IMPORTED ASBESTOS FIBRE COULD MEET REQUIREMENT. MOZAMBIQUE HAS LOCAL MANUFACTURING CAPACITY BUT NO RAW MATERIAL. GOVT ADVISES THAT SUPPLY IS AVAILABLE ZIMBABWE AT ESTIMATED US DLRS 440,000.

(F) TRANSPORT

4. PLIGHT OF DROUGHT VICTIMS IN CENTRAL/SOUTHERN REGIONS GRAVELY AGGRAVATED BY CYCLONE 'DOMOINA' WHICH STRUCK THE COUNTRY 29/30 JANUARY. AUTHORITIES HAVE ALREADY IDENTIFIED:

(A) FOOD, MEDICINES, CLOTHING AND TENTS AND (B) TRANSPORT AND COMMUNICATIONS EQUIPMENT AS URGENT REQUIREMENTS. FURTHER INFORMATION FROM UNDP/UNDRO PERMANENT REPRESENTATIVE FOLLOWS.

1. FOOD SITUATION WHICH HAD ALREADY BEEN CRITICAL BEFORE CYCLONE 'DOMOINA' HAS FURTHER DETERIORATED ACCORDING TO FAO REPRESENTATIVE ON UNDRO'S MULTI-AGENCY MISSION TO MOZAMBIQUE.

2. DISASTER SITUATION SERIOUSLY COMPOUNDED BY CYCLONE. ESTIMATED 70,000 RURAL FAMILIES, APPROXIMATELY 300,000 PERSONS, AFFECTED BY CYCLONE WITH LOSS ALL OR GOOD PORTION CROPS. FLOODS HAVE DESTROYED LARGE PORTIONS SUMMER HARVEST. AND WINTER CROP, PARTICULARLY BEANS AND VEGETABLE SERIOUSLY JEOPARDIZED. ESTIMATED 250,000 HECTARES OF AGRICULTURAL LAND AFFECTED BY FLOODS. ESTIMATED LOSSES 55,000 TONS CORN, 15,000 TONS BEANS AND 20,000 TONS VEGETABLES. IRRIGATION SYSTEM AND DAMS DESTROYED.

3. 109 CONFIRMED DEATHS. IN MAPUTO CITY WATER SUPPLY CUT SINCE 29 JANUARY HALTING INDUSTRIAL PRODUCTION. 10,000 FAMILIES HAVE LOST ALL POSSESSIONS. DETERIORATING SANITARY SITUATION POTENTIALLY DANGEROUS IN HEALTH SECTOR.

NATIONAL AND INTERNATIONAL RESPONSE

4. NATIONAL AUTHORITIES, INCLUDING 5,000 WORKERS, WORKING AROUND THE CLOCK TO REPAIR WATER TREATMENT AND PUMPING STATION UMBELUZI SUPPLYING MAPUTO.

A) SEEDS: IMMEDIATE REQUIREMENTS: (I) MAIZE, BEAN, CUCUMBER, PUMPKIN AND OTHER VEGETABLE SEEDS FOR REPLANTING FLOODED AREAS, (II) BY AUGUST: MAIZE, GROUNDNUT AND BEANS. DETAILS RE QUANTITIES AND SEE TYPE WITH FAO/ROME OR FAO/MAPUTO.

B) REHABILITATION CATTLE SECTOR INCLUDING LIVESTOCK REPLACEMENT, SHELTER AND VETERINARY SUPPLIES.

C) RE-ESTABLISHMENT IRRIGATION SYSTEM: PUMPS AND PIPES. MOUNTED MOTOR AND PUMP OF TYPE REQUIRED AVAILABLE IN MOZAMBIQUE. MAKES LISTER, PERKINS, STEYR, BEVER, LAMBARDINI, RENOUALT, MARITZA AND IFA.

D) BLANKETS, HOUSEHOLD KITCHEN/CUTLERY ITEMS, AND CLOTHING (20 PERCENT MEN, 30 WOMEN, 50 CHILDREN) FOR 10,000 FAMILIES (PARA 3), RUBBER BOATS, AGRICULTURAL TOOLS, HAND TOOLS AND BICYCLES FOR RURAL TRANSPORT.

1. COMPOUND EFFECT OF THREE YEAR DROUGHT THROUGHOUT COUNTRY, AND RECENT CYCLONE HAVE MADE CONDITIONS EXTREMELY DIFFICULT. (REF. PARAS 2 AND 3 UNDRO SITREP NO. 23). TOTAL LOSS IN MAPUTO PROVINCE ALONE ESTIMATED AT US DLRS 75 MILLION. NO FOREIGN RESERVES LEFT TO PURCHASE MUCH NEEDED FOOD, CLOTHING AND INPUTS TO REINITIATE PRODUCTIVE ACTIVITIES. URGENT REQUEST FROM GOVERNMENT FOR MASSIVE HELP (REF. PARA. 11 OF UNDRO SITREP 23 AND PARA. 3 OF SITREP 22) RESULTS FROM THIS SITUATION.

3. SOCIALIST SOLIDARITY BELGIUM, NORSKE FOLKEHJELP (NORWAY) AND ARBEITERSAMARITERBUND (FRG) IMPLEMENTING JOINTLY RELIEF PROGRAMME AT COST APPROX. 1,250,000 N KR. FOR PURCHASE TRUCK/TRAILER, FOOD AND SEEDS.

RELIEF NEEDS

4. FOLLOWING IS SECOND PART GOVERNMENT LIST FOR RELIEF AND REHABILITATION NEEDS IN ADDITION TO ITEMS UNDER PARA. 11 OF UNDRO SITREP NO. 23.

A) WATER TREATMENT AND PUMPING STATION AT UMBELUZI: US DLRS 30,000 FOR SPARES AND REPLACEMENT EQUIPMENT PLUS 500 TONS ALUMINIUM SULPHATE, 100 TONS CALCIUM HYPOCHLORITE, 50 TONS CHLORINE IN BARRELS AND 30 TONS LIME.

B) RAILWAYS AND ROADS: US DLRS 1.9 MILLION FOR REPAIR OF BOANE RAILWAY BRIDGE AND US DLRS 3.5 MILLION FOR REPAIRS ON OTHER ROADS/BRIDGES.

3. GOVERNMENT ESTIMATED CEREAL IMPORT REQUIREMENTS 700,000 TONS (SITREP NO. 26 PARA 2) FOR CONSUMPTION 1984/1985 (MAY/APRIL) INCLUDES ESTIMATED 235,000 TONS FOR RURAL FAMINE RELIEF.

5. UN WORKING GROUP (UNDRO/UNDP, FAO, WHO, WFP AND UNICEF) HOLDING FREQUENT CO-ORDINATION MEETINGS WITH GOVERNMENT AND VISITING AFFECTED AREAS TETE. UN SYSTEM PLANS TO HAVE PERMANENT REPRESENTATIVE IN TETE TO HELP MONITOR AND ADMINISTER UN ASSISTANCE. RADIO LINK ALREADY ESTABLISHED.

6. WEEKLY DONOR MEETINGS IDENTIFYING RELIEF NEEDS BY SECTOR: FOOD AID, TRANSPORT, SEEDS AND GREEN ZONE DEVELOPMENTS, WATER SUPPLY, HEALTH AND REHABILITATION OF MEDICAL INFRASTRUCTURE, LIGHT INDUSTRY.

7. FOOD AID CO-ORDINATION INCLUDES INTEGRATED PROGRAMME, RELIEF AND DEVELOPMENT, INVOLVING WFP, UNICEF, HEALTH MINISTRY AND NGOS (CARE AND CONCERN). WFP AIRLIFT 110 TONS FOOD. INTENSIVE FEEDING FROM MAPUTO AND BEIRA COMMENCED 12 MAY.

8. UNICEF TRANSPORT CONSULTANT, WITH TWO EXPERTS FROM NGO (CARE) NOW IN TETE TO IDENTITFY OVERALL TRANSPORT NEEDS WITH LOCAL AUTHORITIES.

9. TRANSPORT OF MAIZE DONATED BY NETHERLANDS (9,600 TONS) UNDERWAY BY RAIL (840,860 TONS), BY TRUCK (300 TONS) AND AIR (30 TO 45 TONS PER DAY BY WORLD VISION INTERNATIONAL - WVI).

10. TO MEET URGENT FUEL NEEDS WVI SUPPLYING 12,000 LITRES DIESEL PER MONTH FOR SEVEN MONTHS. NORWAY HAS DONATED US DLRS 135,000 FOR DIESEL, COVERING NEED FOR FIVE MONTHS.

RELIEF NEEDS

11. UNDRO/UNDP RESIDENT CO-ORDINATOR REPORTS FOLLOWING UPDATED NEEDS FOR TETE PROVINCE:

(I) FOOD: 42,000 TONS GRAIN, 7,000 TONS BEANS, 2,350 TONS COOKING OIL FOR 360,000 PERSONS (300,000 TETE, 25,000 NORTH MANICA AND 35,000 RETURNEES EXPECTED FROM ZIMBABWE) FOR THIRTEEN MONTHS (MAY 1984 TO MAY 1985).

(II) TRANSPORT: ONLY TEN TRUCKS CURRENTLY AVAILABLE. WORLD VISION (4), SWEDEN AND NETHERLANDS (2-4) PROVIDING ADDITIONAL TRUCKS.

- 60,000 LITRES DIESEL OIL REQUIRED PER MONTH FOR DISTRIBUTION EMERGENCY RELIEF SUPPLIES.

- SPARE PARTS FOR MAINTENANCE/REPAIR EXISTING TRANSPORT FLEET: US DLRS 600,000.

- 5 MOTORBIKES FOR SUPERVISION FOOD AID DISTRIBUTION REQUIRED.

(III) SEEDS: VEGETABLE SEEDS URGENTLY NEEDED FOR COLD SEASON PLANTING. PUMPKIN, AUBERGINE, CUCUMBER, WATERMELON, GREEN PEPPER, ONION, CABBAGE, OPEN VARIETY, TOMATO. TOTAL 7 TONS FOR 3,450 HECTARES.

FOLLOWING SEEDS NEEDED BY SEPTEMBER: 900 TONS SHORT CYCLE MAIZE, PREFERABLY WHITE KERNEL, 400 TONS SHORT CYCLE SORGHUM, WHITE PULP, SERENA OR TYPE 5059 ADAPTED FOR DROUGHT AREA, 500 TONS SHORT CYCLE ERECT BEANS SUCH AS LOW PEA AND 300 TONS BUTTER BEANS. 3. CONSULTANT ARRIVED MAPUTO 30 JUNE TO ASSIST UNDRO/UNDP RESIDENT CO-ORDINATOR WITH ARRANGEMENTS FOR REPAIR VITAL RAILWAY LINK TO SWAZILAND (MAPUTO TO GOBA) WITH ITALIAN FUNDING (SITREP NO. 26 PARA 10). WORK MUST BE COMPLETED BEFORE NEW RAINS SET IN AROUND OCTOBER.

4. EEC'S COMMUNITY INTERVENTION TEAM NOW IN MOZAMBIQUE. MEDICAL TEAM OPERATING FROM VILANCULOS, INHAMBANE PROVINCE.

5. NON-GOVERNMENTAL ORGANIZATIONS HAVING ESTABLISHED OFFICES IN MAPUTO ARE: CONCERN, OXFAM, CARE, MEDECINS SANS FRONTIERES AND WORLD VISION INTERNATIONAL.

6. FAO ESTIMATES 1984/85 (MAY-APRIL) CEREAL FOOD AID REQUIREMENTS FOR RURAL FAMINE RELIEF AT 329,000 TONS. ASSISTANCE ALSO REQUIRED FOR EMERGENCY FOOD AID SEA SHIPMENTS, CROP SEEDS, TOOLS AND EQUIPMENT FOR REHABILITATION FOOD-CROP PRODUCTION, EMERGENCY PROGRAMME TETE PROVINCE AND REPAIR WATER POINTS.
