SITUATION

1. THE FOOD AID PLEDGED/PROVIDED BY INTERNATIONAL COMMUNITY SINCE THE APPEAL LAUNCHED BY UNDRO FOR MOZAMBIQUE IN JANUARY TOTALLED 107,780 TONS.

2. WATER SUPPLY PROJECT FOR MAPUTO NOW UNDERWAY. CONTRIBUTIONS TOTALLED US DLRS 1,596,000 AGAINST ORIGINALLY ESTIMATED REQUIREMENT OF US DLRS 1.5 MILLION. HOWEVER, REQUIREMENTS FOR WATERPIPE AND FILTERS STILL UNMET (PARA 3).

10. DONORS ARE REQUESTED TO CO-ORDINATE CLOSELY WITH FAO/WFP AND WHO IN PROVIDING ANY FURTHER NECESSARY ASSISTANCE.

URGENT APPEAL TO COVER TRANSPORT COSTS FOR DISTRIBUTION OF FOOD IN INHAMBANE PROVINCE.

1. UNDRO/UNDP RESREP HAS COMMUNICATED URGENT APPEAL FROM MOZAMBIQUE GOVERNMENT FOR LOGISTICAL SUPPORT IN INHAMBANE. DUE TO SECURITY PROBLEMS, ROAD FROM MAPUTO TO BEIRA CAN BE USED ONLY TO VERY LIMITED EXTENT BY CONVOYS UNDER MILITARY ESCORT. SUPPLIES TO THE POPULATION MUST NOW BE ROUTED BY SEA FOR UNLOADING IN INHAMBANE HARBOUR (RECENTLY OPENED) OR SANTA CAROLINA ISLAND. LOCAL FISHING VESSELS UNSUITABLE.

2. GOVERNMENT HAS URGENTLY APPEALED FOR FOLLOWING FINANCIAL ASSISTANCE:

(I) CHARTER OF VESSEL, 1,800 TONS MAXIMUM DWT, EXCLUSIVELY FOR TRANSPORT OF EMERGENCY FOOD FROM MAPUTO TO INHAMBANE/SANTA CAROLINA ISLAND.

(II) CHARTERING OF LANDING CRAFT TYPE VESSEL, 400 TONS MAXIMUM DWT, FOR CARGO TRANSPORT FROM SANTA CAROLINA TO SMALLER HARBOURS (VILANCULOS, NOVA MAMBONE AND INHASSORO) FOR UNLOADING
DIRECTLY ON BEACHES.

3. UNDRO/UNDP RESREP FULLY CONFIRMS REQUIREMENT OF LARGER VESSEL ABLE TO CARRY OUT 6 TRIPS WITHIN APPRX. 3 MONTHS AND SMALLER VESSEL OPERATING FOR ESTIMATED 4 MONTHS. RESREP REPORTS THAT GOVERNMENT SHIPPING DEPARTMENT ABLE TO IDENTIFY PROCUREMENT SOURCES. GOVERNMENT HAS PROVIDED ESTIMATE OF 180,000 DOLLARS FOR 1800 DWT CARGO VESSEL AND 180,000 FOR 400 DWT LANDING CRAFT. PRINCIPAL UNDRO DELEGATE CO-ORDINATING ALSO ON BEHALF WFP ARRIVING MAPUTO MONDAY MORNING 5 SEPTEMBER 1983 TO MEET WITH GOVERNMENT AND UN OFFICIALS AND TO EXPLORE SHIPPING AVAILABILITY AND COSTS.

4. GIVEN THE FACT THAT FOOD NEEDS CAUSED BY DROUGHT ALMOST COVERED, REMAINING PROBLEM IS ONE OF DISTRIBUTION, AND THEREFORE, UNDRO URGENTLY APPEALS FOR ASSISTANCE IN CASH TO MEET MOZAMBIQUE GOVT'S URGENT NEED FOR TRANSPORTATION BY SEA TO DELIVER FOOD AID TO SEVERELY-AFFECTED POPULATION IN INHAMBANE.

URGENT APPEAL TO COVER TRANSPORT COSTS FOR DISTRIBUTION OF FOOD IN INHAMBANE PROVINCE.

1. UNDRO PRINCIPAL OFFICER HAS ASSESSED SITUATION IN MAPUTO THROUGH BRIEFINGS AND DISCUSSIONS WITH REPRESENTATIVES MOZAMBIQUE GOVERNMENT, DIPLOMATIC MISSIONS, LRCS, ICRC, UNDP/UNDRO/WFP RESIDENT CO-ORDINATOR/REPRESENTATIVE AND WFP DEPUTY REPRESENTATIVE.

BASED ON MISSION ASSESSMENT AND FOLLOW-UP LIAISON WITH WFP, HEADQUARTERS, SITUATION SUMMARIZES AS FOLLOWS:

2. IN INHAMBANE PROVINCE APPROX. 200,000 PERSONS ARE SERIOUSLY AFFECTED BY DROUGHT, ESTIMATED 120,000 OF WHOM ARE IN VILANCULOS DISTRICT. REPORTS OF SERIOUS MALNUTRITION CONFIRMED. EARLY DELIVERY OF FOOD TO AFFECTED AREAS ESSENTIAL WITH ESTIMATED 10,000 TONS TO BE DELIVERED IN 3-4 MONTHS.

3. TRANSPORTATION OF FOOD SUPPLIES EX STOCKS MAPUTO OR BEIRA BY COASTAL ROAD NOT POSSIBLE. GOVERNMENT HAS, THEREFORE, REQUIREMENT FOR PURCHASE OF LANDING CRAFT TYPE VESSEL FOR REGULAR USE IN FOOD SHIPMENTS BUT, IN VIEW OF CURRENT EMERGENCY AND LACK OF FUNDS, SITUATION REQUIRES URGENT CHARTER OF:

AAA) VESSEL APPROX. 1800 TONS TO MAKE 6 TRIPS MAPUTO (OR BEIRA) TO INHAMBANE AND

BBB) TWO LANDING CRAFT TYPE SHIPS 100/150 TON CAPACITY TO TRANSSHIP FROM SANTA CAROLINA OR INHAMBANE TO PORTS/LANDING AREAS AT VILANCULOS, INHASSORO AND NOVA MAMBONE.

4. INLAND TRANSPORTATION FROM PORTS/LANDING AREAS AT INHAMBANE, VILANCULOS, INHASSORO AND NOVA MAMBONE WILL BE UNDERTAKEN BY GOVERNMENT. FEEDING DISTRIBUTION CENTRES PLANNED FOR THE FOUR LOCATIONS FROM WHICH FOOD NEEDS CAN BE SATISFACTORILY MET EVEN WITHOUT TRANSPORTATION INLAND.

5. INITIAL CONTACTS HAVE BEEN MADE RE CHARTER ARRANGEMENTS, OUTSIDE OF GOVERNMENT'S OWN SHIPPING RESOURCES. FUNDING NECESSARY TO SECURE REQUIRED SHIPPING BY UNDP/UNDRO/WFP RESIDENT COORDINATOR/REPRESENTATIVE.

6. EMERGENCY RELIEF PROGRAMME WILL BE UNDER OVERALL SUPERVISON OF UNDP/UNDRO/WFP RESIDENT CO-ORDINATOR IN CLOSE COLLABORATION WITH MINISTRY OF INTERNAL TRADE AND DIRECTOR OF MARINE TRANSPORTS. RED CROSS (LRCS AND ICRC) HAVE OFFERED ASSISTANCE IN MONITORING DISTRIBUTION.

7. TO MEET CURRENT EMERGENCY, ESTIMATED US DLRS 360,000 REQUIRED. THIS IS EXCLUSIVE OF LOADING/UNLOADING COSTS WHICH ARE BEING BORNE BY THE GOVERNMENT AND FUNDS IN LOCAL CURRENCY EX GRAIN SALES FOR EXPENDITURE SUCH AS PILOTAGE, PORT DUES, STEVEDORING AND CREWS. SHOULD THERE BE SHORT-FALL IN FUNDS REQUIRED, QUANTITIES SHIPPED WILL BE ADJUSTED DOWNWARDS. SHOULD FUNDS EXCEED INITIAL ESTIMATED REQUIREMENT, THEY WILL BE PLACED AT DISPOSAL WFP FOR ASSISTANCE TO GOVERNMENT OF MOZAMBIQUE IN SHIPPING FOOD RELIEF SUPPLIES BEYOND RESOURCES OF GOVERNMENT.

1. SHIPMENTS OF EMERGENCY FOOD AID NOW IN MOZAMBIQUE, FROM BILATERAL AND UN SYSTEM DONATIONS, ARE PLANNED TO INCLUDE MAIZE, RICE, WHEAT-FLOUR, VEGETABLE OIL, BEANS AND BISCUITS SO AS TO PROVIDE DIETARY BALANCE.

2. WITH FOOD DELIVERY BY SEA BEYOND NATIONAL RESOURCES, AND DUE SPECIALIZED SHIPPING REQUIREMENTS, ARRANGEMENTS ARE PROCEEDING ON EMERGENCY BASIS THROUGH INTERNATIONAL SUPPORT. CURRENT SITUATION:

A) ARRANGEMENTS CONFIRMED FOR SHIPPING 4,500 TONS MAPUTO TO INHAMBANE PORT FOR FURTHER DISTRIBUTION.

B) LANDING CRAFT, EX SEYCHELLES, ETA BEIRA APPROX 20 OCTOBER. 360 TONS EMERGENCY FOOD BEIRA SET ASIDE FOR IT. DELIVERY BEIRA TO NOVA MAMBONE TO INHASSORO TO VILANCULOS TO INHAMBANE AND VICEVERSA. CRAFT WILL FLY U.N. FLAG.

C) IT HAS BEEN CONFIRMED THAT SHIPPING TRANSPORTATION REQUIREMENTS INCLUDING LANDING CRAFT, CAN BE ACHIEVED WITHIN ORIGINAL ESTIMATE US DLRS 360,000.

3. UNDP/UNDRO/WFP PERMANENT REPRESENTATIVE BEING ASSISTED IN CO-ORDINATION OF OPERATION BY WFP-APPOINTED TRANSPORT EXPERT WHO WILL TRAVEL ABOARD RELIEF VESSELS. NAVIGATION ASSISTANCE BEING PROVIDED BY MINISTRY OF TRANSPORT FOR LANDING CRAFT. ASSISTANCE WILL ALSO BE PROVIDED IN MOZAMBIQUE BY SHIPPING MANAGER, WFP TRANSPORT BRANCH IN LAUNCHING OPERATION.

2. THE EQUIPMENT IS DESTINED FOR MOST SEVERLY AFFECTED DISTRICTS OF CHIBABAVA, MACHANGA, BUZI AND NHAMATANDA IN SOFALA PROVINCE WITH POPULATION 360,000.

3. CONTINUOUS DROUGHT SINCE 1980 HAS CAUSED RIVERS TO DRY UP. GOVERNMENT PLANNING TO SUPPLY WATER BY MEANS GROUND WATER DRILLING. IN SOME AREAS WATER TABLE IS 80 TO 100 METERS BELOW SURFACE NECESSITATING POWERFUL PUMPS. DRILLING RIG ALSO REQUIRED WHERE LAYERS OF ROCK EXIST.

4. GOVERNMENT HAS URGENTLY APPEALED FOR FOLLOWING ITEMS:

A) TWENTY MANUAL PUMPS: FIVE INCH DIAMETER, TWELVE METER WELLS WITH ONE AND HALF INCH PISTON WITH LEATHER PISTON RINGS AND VALVES.

IN LARGE NUMBERS FAMINE-AFFECTED PERSONS CONTINUE TO FLEE INLAND REGIONS TO COASTAL AREAS WHERE SOME EMERGENCY FOOD AND RELIEF SUPPLIES AVAILABLE THROUGH DISTRIBUTION CENTRES ARRANGED BY PROVINCIAL AUTHORITIES. DEATHS FROM ACUTE MALNUTRITION AND NUMEROUS DISEASES RISING TO TENS OF THOUSANDS. ACUTE SHORTAGE OF INLAND TRANSPORTATION HAMPERING RELIEF EFFORTS.

AGRICULTURE

2. RAINFALL MID NOVEMBER INSUFFICIENT TO ALLEVIATE EXTREME DROUGHT AND IMPROVE CURRENT PLANTING SEASON. EXTREMELY HEAVY CROP LOSSES, IN SOME AREAS UP TO 90 PER CENT. IMMEDIATE PROVISION OF SEEDS FROM ABROAD ESSENTIAL.

3. NATURAL PASTURES SERIOUSLY AFFECTED BY DROUGHT. ANIMAL FEED NOT AVAILABLE AND NO FOREIGN EXCHANGE TO PURCHASE FODDER ON INTERNATIONAL MARKET. 500 CATTLE REPORTED DYING DAILY DUE LACK OF PASTURE AND WATER.

4. INDEPENDENT MEDICAL AND NUTRITIONAL SURVEYS BY GOVERNMENT, UN SYSTEM AND BILATERAL EXPERTS CONFIRM SERIOUSNESS SITUATION AND NEED FOR EXTERNAL SUPPORT.

AT SUGGESTION UNDP/UNDRO/WFP RESIDENT CO-ORDINATOR, MINISTER FOR INTERNAL TRADE AND SUPPLIES, ALSO VICE-CHAIRMAN INTER-MINISTERIAL COMMITTEE FOR NATURAL CALAMITIES, ESTABLISHED INFORMAL GOVERNMENT EMERGENCY TEAM COMPRISING MINISTRIES OF AGRICULTURE, INTERNAL TRADE, TRANSPORT AND NATIONAL PLANNING. TEAM MEETING DAILY WITH UN SYSTEM TO CO-ORDINATE INTERNATIONAL ASSISTANCE.

UNDRO/WFP EMERGENCY COASTAL SHIPPING OPERATION

7. COASTAL SHIPPING OPERATION FINANCED BY UNDRO AND IMPLEMENTED BY WFP PROCEEDING EXTREMELY WELL AND AHEAD OF SCHEDULE. AS OF 12 DECEMBER, TOTAL 7,555 MT. EMERGENCY FOOD MOVED IN TWO MONTHS AGAINST ORIGINAL TARGET OF 10,000 MT. IN FOUR MONTHS. TOTAL CASH CONTRIBUTIONS TOWARDS UNDRO'S INTERNATIONAL APPEAL (SITREP NO. 13 OF 15 SEPTEMBER 1983) NOW EXCEED US DLRS 400,000 (ORIGINAL TARGET US DLRS 360,000). RESIDENT CO-ORDINATOR REPORTS THAT COASTAL OPERATION HAS BEEN DECISIVE IN DRASTICALLY IMPROVING EMERGENCY SITUATION AND ALLEVIATING HUMAN SUFFERING VILANCULOS, INHASSORO, MAMBONE AND SURROUNDING DISTRICTS.

WORLD FOOD PROGRAMME

8. WFP EMERGENCY OPERATION 1362, APPROVED ON 1/12/83 AND CONSISTING OF 30,600 MT OF EMERGENCY FOOD VALUED AT 8.8 MILLION US DLRS, INCLUDES CASH SUBSIDY US DLRS 765,625 FOR COASTAL SHIPPING OF THESE COMMODITIES UNDER SIMILAR CONDITIONS AS UNDRO/WFP OPERATION.

9. OSRO DEVELOPING COMPREHENSIVE CROP REHABILITATION PROGRAMME INCLUDING IMPORTANT SEED PROCUREMENT COMPONENT TO BE FINANCED FROM FAO'S TCP AS WELL AS FROM VOLUNTARY CONTRIBUTIONS. ESTIMATED COST US DLRS 5 MILLION.
