1. GOVERNMENT HAS APPEALED FOR EMERGENCY ASSISTANCE THROUGH UNDRO AS A RESULT OF SERIOUS DROUGHT WHICH HAS AFFECTED 1.4 MILLION PEOPLE IN THE PROVINCES OF CABO DELGADO, NAMPULA, TETE, MANICA AND, DURING JANUARY TO MARCH, HAS EXTENDED TO THE SOUTHERN PROVINCES.

2. UNDRO REPRESENTATIVE, IN COUNTRY SINCE 8 MARCH, ADVISES THAT SITUATION HAS NOW BECOME CRITICAL. NO RAINS OCCURRED FROM OCTOBER TO DECEMBER 1981. AS CROP PLANTING RESULTED IN FAILURE AND LATE RAINS DID NOT CHANGE SITUATION, 1982 CROP IS LOST. AFFECTED POPULATION WILL REQUIRE EXTERNAL ASSISTANCE UNTIL MAY 1983 HARVEST. LRCS DELEGATE VISITED THE AFFECTED AREAS IN NAMPULA PROVINCE AND CONFIRMED THAT SITUATION IS VERY SERIOUS.

3. THE FOLLOWING ARE THE IMMEDIATE REQUIREMENTS AS PRESENTLY ESTIMATED BY GOVERNMENT AND SUPPORTED BY FAO REPRESENTATIVE:

4. ASSESSMENT MISSION WITH UNDRO CO-ORDINATION, SCHEDULED FOR 23-24 MARCH, WILL SUBMIT DETAILS ON RELIEF REQUIREMENTS. IT IS ANTICIPATED THAT MEDICINES AND VITAMINS WILL BE NEEDED BECAUSE IN THE TWO MAIN AFFECTED AREAS, COASTAL ZONES OF NAMPULA AND CABO DELGADO, LIMB PARALYSIS CAUSED BY THE IMPROPER PREPARATION OF CASSAVA HAS BEEN REPORTED.

5. DROUGHT HAS CAUSED LOSS OF 50 PER CENT OF CASHEW NUT PRODUCTION WHICH IS ONE OF THE MAIN SOURCES OF FOREIGN CURRENCY. IN ADDITION TO NEEDS FOR DROUGHT-AFFECTED PEOPLE, GOVERNMENT ESTIMATES 1982 CEREAL IMPORTS AT 364,000 TONS AS A RESULT OF BELOW NORMAL CROP.

6. FINANCIAL ASSISTANCE IS NEEDED. UNDRO HAS ALREADY CONTRIBUTED ITS MAXIMUM GRANT OF US DLRS 30,000 FOR INTERNAL TRANSPORTATION AND DISTRIBUTION OF RELIEF SUPPLIES.

7. UNDRO HAS OPENED A SPECIAL ACCOUNT FOR THE MOZAMBIQUE OPERATION. CASH CONTRIBUTIONS TO THIS ACCOUNT SHOULD BE MADE AS FOLLOWS:

UNDRO REPRESENTATIVE SURVEYED MOST AFFECTED AREA (MEMBA DISTRICT IN THE NAMPULA PROVINCE), WITH GOVERNMENT OFFICIALS AND FAO REPRESENTATIVE. 1979-82 DROUGHT IS IDENTIFIED AS THE MOST SERIOUS IN LAST 75 YEARS.

IN SPITE OF JANUARY-FEBRUARY RAINS SITUATION STILL CRITICAL. MANY CROPS UNDER-DEVELOPED DUE TO DELEYED PLANTING. CULTIVATED AREAS CONSIDERABLY REDUCED. PEOPLE SURVIVING ON UNMATURED CROPS AND VEGETABLES THUS UNDERMINING PROSPECTS FOR MAY-JUNE HARVEST.

POPULATION OF MEMBA DISTRICT, ABOUT 140,000, FULLY DEPENDENT ON EXTERNAL ASSISTANCE UNTIL JUNE 1983. SIMILAR SITUATION IN OTHER DISTRICTS OF THE PROVINCE.

ACUTE FOOD SHORTAGE RESULTING FROM THE DROUGHT PERSISTS IN THE NORTHERN PROVINCES OF MOZAMBIQUE WHERE ABOUT 1,4 MILLION PEOPLE, MOSTLY SUBSISTENCE FARMERS, WILL BE DEPENDENT ON EXTERNAL ASSISTANCE UNTIL JUNE 1983. ALTHOUGH SOME GENEROUS CONTRIBUTIONS HAVE BEEN MADE, THE IMMEDIATE REQUIREMENTS PRESENTED IN UNDRO SITREP NO. 1 ARE FAR FROM BEING MET. FOOD REQUIREMENTS WERE CALCULATED ON THE BASIS OF A RATION OF 350 GRS/DAY PER AFFECTED PERSON FOR A PERIOD OF ONE YEAR. 2. IN CONTRAST, DROUGHT SITUATION IN CENTRAL AND SOUTHERN PROVINCES RAPIDLY DETERIORATING DUE TO LIMITED HARVEST IN 1981/82 EXACERBATED BY CONTINUED DROUGHT DURING CURRENT CROP SEASON.

RAINFALL IN CENTRAL PROVINCES OF MANICA, SOFALA LAST YEAR VERY LOW, WHILE IN LARGE PARTS OF SOUTHERN PROVINCES OF MAPUTO, GAZA AND INHANBANE VIRTUALLY NO RAINFALL. LIMPOPO AND INCOMATI RIVERS, ORIGINATING FROM DROUGHT-STRICKEN ZIMBABWE AND SOUTH AFRICA, REGISTERING LOWEST WATER LEVELS FOR MORE THAN FORTY YEARS.

FOUR MILLION PERSONS AFFECTED, NEARLY THIRD OF COUNTRY'S POPULATION. ALMOST 70 PERCENT LIVESTOCK AFFECTED WITH MORE THAN 100 ANIMALS REPORTED DYING DAILY.

3. IN VIEW DROUGHT SITUATION IN CENTRAL AND SOUTHERN PROVINCES, GOVERNMENT LAUNCHED ON 12 JANUARY INTERNATIONAL APPEAL FOR URGENT FOOD AID OF 100,000 TONS CEREALS AND ASSISTANCE IN LONG-TERM RECOVERY PROGRAMME.

RAINFALL DURING CURRENT RAINY SEASON ONLY 20 - 25 PERCENT OF NORMAL IN NOVEMBER/DECEMBER AND WAS LESS THAN 20 PERCENT IN JANUARY. PROSPECTS FOR FOODCROPS ARE UNFAVOURABLE AND ANOTHER POOR HARVEST ANTICIPATED.

2. COINCIDING WITH DROUGHT AND FAMINE, CHOLERA EPIDEMIC REPORTED IN SOUTHERN PROVINCES. ICRC MISSION IN JANUARY/FEBRUARY CONFIRMED SERIOUSNESS IN GAZA PROVINCE. PROVISION OF MEDICINES AND FOOD NOW IN HAND THROUGH WORLD COUNCIL OF CHURCHES TOGETHER WITH CARITAS AND LWF. LRCS LAUNCHED APPEAL FOR MEDICAL REQUIREMENTS. SITUATION

2. GOVERNMENT INDICATES THAT CURRENT DROUGHT AFFECTS 4 MILLION PEOPLE. OF THESE 1,824,000 IN THE PROVINCES OF MAPUTO, GAZA, INHAMBANE, MANICA, SOFALA AND ZAMBEZI ARE MOST SERIOUSLY AFFECTED.

GOVERNMENT EXPECTS THAT PRESENT CONDITIONS WILL LEAD TO LOSS OF 300,000 TONS CEREALS, 80,000 TONS GROUNDNUTS AND BEANS AS WELL AS 1 MILLION TONS FRESH CASSAVA. APPROXIMATELY 500 CATTLE DIE DAILY DUE TO LACK OF PASTURE AND WATER.

3. IN SOUTHERN MOZAMBIQUE DROUGHT HAS PREVAILED SINCE DECEMBER 1981, RESULTING IN PARTIAL LOSS OF 1981/1982 SUMMER CROP (PLANTED FROM SEPTEMBER TO JANUARY), NEARLY TOTAL LOSS OF 1982 WINTER CROP (PLANTED FROM MARCH TO MAY) AND MOST LIKELY COMPLETE FAILURE OF 1982/1983 SUMMER CROP TO BE HARVESTED IN MAY 1983. RICE PRODUCTION, WHICH NORMALLY SUPPLIES 70 PERCENT OF NATIONALLY MARKETED SUPPLIES, IS PARTICULARLY AFFECTED DUE TO LACK OF WATER FOR IRRIGATION AND HIGH WATER SALINITY IN COASTAL PLAINS. IN 1982, PRODUCTION ONLY ONE QUARTER YEARLY AVERAGE.

4. IN CENTRAL MOZAMBIQUE, RAINFALL DEFICIT OCCURRED DURING CRITICAL PLANTING PERIOD 1982/1983 SUMMER CROPS. 50 TO 90 PERCENT REDUCTION IN PRODUCTION OF MAIN STAPLE FOOD CROPS EXPECTED.

5. RAINFALL RECORDS REPORTED TO FAO INDICATE PRECIPITATION IN SOUTHERN AND CENTRAL MOZAMBIQUE ONLY BETWEEN 10 TO 50 PERCENT OF NORMAL BETWEEN NOVEMBER AND JANUARY. HEAVY RAINS FELL IN MID-FEBRUARY IN SEVERAL AREAS BUT WERE TOO LATE TO BENEFIT CROPS.

FAO ESTIMATES 1983 CEREAL IMPORT REQUIREMENTS AT 560,000 AGAINST 306,000 TONS IN 1982. TAKING INTO ACCOUNT STOCKS, FOOD AID PLEDGES AND ANTICIPATED COMMERCIAL IMPORT, DEFICIT OF ALL CEREALS, STILL TO BE MET IN 1983, IS ESTIMATED AT SOME 360,000 TONS.

6. DEPARTMENT FOR PREVENTION AND RELIEF OF NATURAL DISASTERS IS CO-ORDINATING ACTIVITIES OF VARIOUS MINISTRIES, INCLUDING DISTRIBUTION OF FOOD AID.

1. FAO REPORTS CONTINUING RAINFALL DEFICIT IN MAIN FOOD PRODUCTION AREAS. FOUR MILLION RURAL POPULATIONS ESTIMATED THREATENED BY SERIOUS FOOD SHORTAGES. EXISTING FOOD GAP ESTIMATED AT 270,000 TONS, OF WHICH 130,000 TONS RELATED TO UNFORESEEN CALAMITIES.

2. IN VIEW SERIOUS DROUGHT, GROWING TO CONTINENTAL DIMENSION, FAO HAS LAUNCHED AN INTERNATIONAL APPEAL FOR ASSISTANCE TO DROUGHT STRICKEN COUNTRIES IN AFRICA IN FOOD AID AND REHABILITATION/PROTECTION OF FOOD AND LIVESTOCK PRODUCTION.

3. CHOLERA, COINCIDING WITH DROUGHT IN PROVINCES OF GAZA, INHAMBANE AND MAPUTO. DURING MONTHS JANUARY AND FEBRUARY 5,679 CASES DETECTED. 189 DEATHS. GOVERNMENT SUPPLYING HEALTH CENTERS WITH MEDICINES AND CREATING SPECIAL DEHYDRATION CENTERS IN REMOTE AREAS.

4. IN ADDITION TO CHOLERA, HEALTH SITUATION HAS BEEN DETERIORATING AS RESULT PROLONGED DROUGHT. URGENTLY REQUIRED: MEDICINES AGAINST MALARIA, TUBERCULOSIS, SKIN DISEASES, ANTIBIOTICS AND ANTISEPTICS.

2. DETAILS OF MEDICAL REQUIREMENTS BOTH RELATING TO DROUGHT AND CHOLERA HAVE BEEN PREPARED BY WHO ON BASIS LIST SUBMITTED BY GOVERNMENT.

W.H.O. ADVISES THAT REQUIREMENT RELATING TO DROUGHT CAN BE SUPPLIED USING CASH CONTRIBUTION OF FINNISH GOVERNMENT THROUGH W.H.O (PARA 2 UNDRO SITREP NO.4). UNDRO, THEREFORE, URGES INTERNATIONAL COMMUNITY TO ASSIST IN PROVIDING MEDICAL ITEMS REQUIRED TO COMBAT CHOLERA. THESE ARE BROADLY CLASSIFIED INTO FOLLOWING CATEGORIES:

  1. MEDICAMENTS FOR ORAL REHYDRATION
  2. INTRAVENOUS FLUIDS
  3. MATERIALS FOR DISINFECTION AND WATER TREATMENT
  4. LABORATORY SUPPLIES
  5. ANTIBIOTICS
  6. MATERIALS FOR REHYDRATION CENTERS.

3. ASSISTANCE IS ALSO URGENTLY REQUIRED FOR WATER SUPPLY PROJECT FOR MAPUTO CITY AND PERIPHERY. WATER SUPPLY UMBELUZI RIVER, MAJOR WATER SOURCE FOR MAPUTO, SERIOUSLY REDUCED TO 0.7 CUBIC METER PER SECOND (C.M.S) WITH FORECAST 0.3 C.M.S. BY SEPTEMBER. MAPUTO CITY'S MINIMUM REQUIREMENT ALONE IS 1.2 C.M.S. MAPUTO POPULATION AS WELL AS INDUSTRY AND AGRICULTURE MOST SEVERELY AFFECTED BY WATER SHORTAGE.

PROJECT SHOULD START JULY 1983 WITH IMMEDIATE OBJECTIVE TO SECURE ADDITIONAL 0.5 C.M.S. FOR INDUSTRIAL/AGRICULTURAL PURPOSES IN DECEMBER 1983 BY DRILLING 80 WELLS. GOVERNMENT REQUESTS ASSISTANCE WITH TECHNICAL PERSONNEL, SPARE PARTS, 5,000 METERS PIPES, 750 METERS FILTERS, 1 UNIT MECHANICAL ASSISTANCE, 1 UNIT WELL EVALUATION, 80 PUMPS AND TRANSPORT SUPPORT. HYDROGEOLOGICAL SURVEY ALREADY FINALIZED. PROJECT COST ESTIMATED AT US DLRS 1.5 MILLION. (ALTERNATIVELY THE COSTS OF PURCHASING WATER FROM SWAZILAND ARE ESTIMATED AT US DLRS 4 MILLION FOR 1983).

4. INTERNATIONAL RESPONSE

WORLD COUNCIL OF CHURCHES HAS LAUNCHED APPEAL FOR ASSISTANCE TO DROUGHT AND CHOLERA VICTIMS IN SOUTHERN AND CENTRAL PROVINCES.

SITUATION

1. FAO REPORT INDICATES POOR FOOD SUPPLY PROSPECTS FOR 1983/84. FOLLOWING ALMOST COMPLETE FAILURE OF 1983 MAIN SEASON CROP (SEE UNDRO SITREP NO. 7), EXTENSIVE CAMPAIGN LAUNCHED IN MARCH TO INCREASE PLANTING IN SECOND CROP SEASON. THIS ALSO FAILED DUE TO LACK OF RAIN AND IRRIGATION. 1983 CEREAL IMPORT REQUIREMENT ESTIMATED AT APPROX. 600,000 TONS AGAINST 306,000 TONS IN 1982. CURRENT DROUGHT WORST IN MANY DECADES.

2. IN ADDITION TO BASIC FOOD SUPPLY, ASSISTANCE URGENTLY REQUIRED FOR IMPLEMENTATION WATER SUPPLY PROJECT FOR MAPUTO AND PERIPHERY (PARA. 3, UNDRO SITREP NO. 9). AT REQUEST OF GOVERNMENT, UNDRO AGAIN CALLS ON THE INTERNATIONAL COMMUNITY TO GIVE PARTICULAR ATTENTION TO THIS PROJECT.

3. CHOLERA, ASSOCIATED WITH PROLONGED DROUGHT, HAS CONTINUED SINCE LATE 1982.

4. W.H.O. HAS PROVIDED ALL MEDICAL REQUIREMENTS RELATING TO DROUGHT AT COST US DLRS 183,486 USING CASH CONTRIBUTION FROM GOVERNMENT OF FINLAND. ALSO PROVIDED, THROUGH REGIONAL OFFICE FOR AFRICA, 100,000 LITRES ORAL REHYDRATION SALTS FOR CHOLERA TREATMENT AT COST US DLRS 23,500.

5. WORLD COUNCIL OF CHURCHES (WCC) REPORTS THAT IN RESPONSE TO APPEAL FOR US DLRS 500,000 FOR MOZAMBIQUE CHOLERA/FAMINE, TOTAL US DLRS 338,327 HAS BEEN PLEDGED/RECEIVED. CHRISTIAN COUNCIL OF MOZAMBIQUE (CCM) AND OTHER MEMBER CHURCHES WORKING IN CLOSE CO-OPERATION WITH GOVERNMENT IN FOOD DISTRIBUTION AND OTHER RELIEF ASSISTANCE.
