JOINT OEOA/UNDRO APPEAL FOR THE PROVISION OF EMERGENCY ASSISTANCE TO THE PEOPLE'S REPUBLIC OF MOZAMBIQUE
I. INTRODUCTORY REMARKS

1. FROM 4 TO 10 NOVEMBER 1985, OEOA/UNDRO LED MULTI-AGENCY MISSION INCLUDING HQS REPRESENTATION FROM UNICEF AND WFP VISITED MOZAMBIQUE TO:

A) REVIEW COUNTRY SITUATION WITH REPRESENTATIVES GOVERNMENT (GOM) AND CONCERNED UN AGENCIES, NGOS, BILATERAL DONORS, AND

B) PREPARE UPDATED LIST EMERGENCY REQUIREMENTS FOR AFFECTED POPULATION.

LOCAL REPRESENTATIVES UNDP, UNICEF, WFP, WHO, FAO, UNHCR GAVE FULL SUPPORT TO AND PARTICIPATED IN MISSION'S WORK AS REQUIRED. CARE DIRECTOR CONTRIBUTED NGO COMMUNITY PERSPECTIVE AND PLAYED KEY NOTE PARTICULARLY IN REVIEW/ASSESSMENT GOM'S CURRENT EMERGENCY-RELATED LOGISTICS REQUIREMENTS.

2. MISSION'S MAJOR CONCLUSIONS AS FOLLOWS:

A) 1984/85 RAINY SEASON, WITH NORMAL PRECIPITATION OVER MUCH OF COUNTRY, EFFECTIVELY ENDED SEVERE DROUGHT CONDITIONS IN SIX MOST AFFECTED PROVINCES (SEE LIST PARA C BELOW). DROUGHT POCKETS HOWEVER REMAIN NOTABLY IN GAZA PROVINCE. MOREOVER, GENERALIZED POOR SOIL CONDITIONS DUE PRECEDING 3-4 DROUGHT PERIOD, LACK SEEDS/TOOLS, DEBILITATED STATE POPULATION HAVE NEGATIVELY AFFECTED AGRICULTURAL OUTPUT ALL PROVINCES. ADDITIONAL FOOD SHORTAGES MAY CONSEQUENTLY DEVELOP BEFORE AVAILABILITY APRIL 86 HARVEST.

B) SERIOUS, PERSISTING EMERGENCY CONDITIONS AFFECTING GREATER PART COUNTRY NOW DUE PRIMARILY TO EXTERNALLY SUPPORTED ARMED INSURGENCY. DISRUPTIVE ACTIONS CARRIED OUT RANDOM FASHION AND AIMED MAINLY AT COUNTRY'S PHYSICAL INFRASTRUCTURE, AGRICULTURAL PRODUCTION POTENTIAL, LOGISTICAL CAPABILITIES ARE HAVING INCREASINGLY WIDESPREAD DESTABILIZING EFFECT THROUGHOUT COUNTRY ALTHOUGH FELT PRIMARLY AND ACUTELY BY VULNERABLE RURAL POPULATIONS.

3. IN FULL RECOGNITION ABOVE CONSIDERATIONS AND BASED ON MISSION'S RECOMMENDATIONS, DIRECTOR OEOA AND COORDINATOR UNDRO ARE APPEALING TO INTERNATIONAL COMMUNITY FOR URGENT PROVISION EMERGENCY ASSISTANCE TO GOM FOR PERIOD UPTO 30 APRIL 1986, AS OUTLINED SECTIONS II TO VII BELOW, TO HELP ALLEVIATE PLIGHT AFFECTED POPULATION.

II. FOOD AID REQUIREMENTS

A. CEREAL REQUIREMENTS

3. SINCE PRESENTATION ABOVE ESTIMATES, GOM HAS INITIATED DISCUSSION WITH SEVERAL DONORS IN RESPECT NUMBER ADDITIONAL IMPORTANT PLEDGES. WHEN FINALIZED, THESE WILL CONSIDERABLY REDUCE ABOVE REQUIREMENTS ALTHOUGH SUBSTANTIAL GAP TO REMAIN. ALSO POSSIBLE THAT CURRENTLY UNQUANTIFIED ADDITIONAL REQUIREMENTS MAY DEVELOP EARLY 1986, DEPENDING ON RATE AT WHICH LAST HARVEST BEING CONSUMED.

4. UNDER MOST OPTIMISTIC ASSUMPTIONS, ALREADY APPARENT GOM TO FACE SERIOUS CEREAL SHORTAGES FROM JANUARY TO APRIL 1986. PRORATING MONTHLY REQUIREMENTS ON BASIS CURRENT CEREAL DEFICIT ESTIMATE FOR PERIOD 1 OCTOBER 1985 - 30 APRIL 1986 MINIMAL CEREAL REQUIREMENTS FOR JANUARY-MARCH 86 AS FOLLOWS:

B. SUPPLEMENTARY FEEDING FOR VULNERABLE GROUPS

1. VULNERABLE GROUPS REQUIRING SUPPLEMENTARY FEEDING (CHILDREN, PREGNANT AND LACTATING WOMEN, ELDERLY) CONSTITUTE 23 PER CENT OF TOTAL POPULATION - OR APPROXIMATELY 500,000 OF 2,146,300 AFFECTED PEOPLE. WHILE THESE GROUPS ALREADY UNDER GREAT PHYSIOLOGICAL STRESS, THEIR CONDITION LIKELY WORSEN FURTHER AS RAINY SEASON PROGRESSES UNLESS MINIMAL SUPPLEMENTARY FOOD REQUIREMENTS MET.

2. ON BASIS GOM'S DAILY RATION REQUIREMENTS CONSISTING 150 GR MAIZE MEAL, 100 GR DRIED SKIM MILK, 50 GR VEGETABLE OIL, 25 GR SUGAR FOR PERIOD 120 DAYS (JAN-APR.85), FOLLOWING AMOUNTS SUPPLEMENTARY FOODS URGENTLY NEEDED.

III. LOGISTICAL SUPPORT FOR EMERGENCY ACTIVITIES

1. SEA TRANSPORT

DISTRIBUTION FOOD AID AND OTHER RELIEF ITEMS TO AFFECTED POPULATION COASTAL AREAS SOFALA, GAZA, INHAMBANE PROVINCES CURRENTLY CARRIED BY WFP OPERATED FLAT BOTTOM VESSEL. PROSPECTS AND REQUIREMENTS TO KEEP THIS KEY OPERATION GOING AS FOLLOWS:

A) OPERATING COSTS FUNDED TO MID-JANUARY 1986,

B) FUNDING REQUIRED TO KEEP OPERATION GOING UNTIL END APRIL 1986: US DLRS 250,000, AND

C) SOME DONORS, CONCERNED WITH COST BUILD-UP HAVE INDICATED INTEREST IN ACQUISITION VESSEL ON PERMANENT BASIS (LEASE-PURCHASE AGREEMENT) BY END APRIL 1986. COST REQUIREMENT: US DLRS 800,000. NORAD HAS INDICATED ITS WILLINGNESS CONTINUE, IN PRINCIPLE, TO COVER OPERATING COSTS VESSEL DURING DURATION LEASE PURCHASE AGREEMENT, UNDER ITS BILATERAL ASSISTANCE PROGRAMME WITH GOM.

2. AIR TRANSPORT

A. CONTINUING SUPPORT TO EMERGENCY RELIEF AIRLIFT FOR HIGH VALUE/LOW VOLUME CARGO

1. AIRLIFT IN OPERATION SINCE JUNE 1985 IS MANAGED BY DEPARTMENT FOR PREVENTION, CONTROL AND COMBAT NATURAL CALAMITIES (DPCCN) AND ASSOCIATED CARE LOGISTIC SUPPORT UNIT. AIRLIFT SERVES GOVERNMENT DEPARTMENTS CONCERNED, UN AGENCIES, NGOS AND FACILITATES MOVEMENT HIGH VALUE/LOW VOLUME EMERGENCY CARGO FROM MAPUTO AND BEIRA TO PROVINCIAL CAPITALS AND INACESSIBLE DISTRICTS HEADQUARTERS/TOWNS.

2. UNICEF PROVIDING US DLRS 600,000 FOR CONTINUED AIRLIFT CAPACITY AT RATE 100 MT/MONTHS FROM DECEMBER 1985 ONWARDS. HOWEVER, IN RECOGNITION CONTINUED INCREASE EMERGENCY RELIEF MATERIAL ARRIVING MOZAMBIQUE AND LIMITATION LOCAL TRANSPORT CAPACITY DUE SECURITY AND CAPACITY CONSTRAINTS, ADDITIONAL MINIMUM INCREASE IN AIRLIFT OPERATIONAL CAPACITY OF 100 MT/MONTHS FOR 12 MONTHS URGENTLY REQUIRED. COST: US DLRS 600,000.

3. NGO MEDECINS SANS FRONTIERE HAS RESUMED ITS OPERATIONS AT REQUEST GOM AND PROVIDING CRITICAL BACK UP MEDICAL SUPPORT TO MINHEALTH. IN ORDER OPTIMIZE ITS ASSISTANCE, MEDECINS SANS FRONTIERE NEEDS ADDITIONAL FINANCIAL ASSISTANCE TO HELP COVER COSTS HIRING SMALL AIRCRAFT TO CARRY MEDICAL ASSISTANCE TO REMOTE AREAS COUNTRY. COST: US DLRS 10,000/MONTH FOR SIX MONTHS: US DLRS 60,000.

3. ROAD TRANSPORT

1. DURING 1985, DPCCN ESTABLISHED A CENTRAL LOGISTICAL SUPPORT UNIT IN MAPUTO AND BRANCHES IN EACH OF AFFECTED PROVINCES. DPCCN NOW HAS MAJOR RESPONSIBILITY FOR CO-ORDINATING RECEIPT, DESPATCH AND TRANSPORTATION OF ALL EMERGENCY RELIEF SUPPLIES TO DROUGHT AND INSURGENCY VICTIMS. AT PRESENT DPCCN MANAGES AND MAINTAINS 143 TRUCKS AND TRAILERS, 33 LIGHT TRANSPORT VEHICLES OPERATING IN ALL AFFECTED AREAS OF COUNTRY. AN ESTIMATED 40,000 MT CEREALS, 8,000 MT SUPPLEMENTARY FOODS, OVER 100 CONTAINERS NONFOOD MATERIALS COMMITTED OR EXPECTED TO PASS THROUGH DPCCN ROAD TRANSPORT INFRASTRUCTURE BETWEEN NOW AND END APRIL 86. MOREOVER, GIVEN PREVAILING CONDITIONS IN COUNTRY, DPCCN LIKELY EXPAND ITS ACTIVITIES INTO NEW AREAS DURING SAME PERIOD.

2. IN ORDER MEET EXPANDING TRANSPORT, MAINTENANCE AND STORAGE REQUIREMENTS AS WELL AS VEHICLE FLEET ATTRITION DUE DESTRUCTION BY INSURGENTS AND NORMAL WEAR/TEAR, DPCCN URGENTLY IN NEED FOLLOWING CONTRIBUTIONS:

IV. EMERGENCY HEALTH REQUIREMENTS

1. GOM'S EMERGENCY-RELATED ACTIVITIES IN HEALTH SECTOR GEARED TO FOUR FOLLOWING MAJOR OBJECTIVES: A) NUTRITIONAL REHABILITATION SEVERELY MALNOURISHED PEOPLE, INCLUDING ESTABLISHMENT MULTISECTORAL FOOD AND NUTRITION INFORMATION SYSTEM FOR FORECASTING FUTURE REQUIREMENTS, B) EFFECTIVE DRUG DISTRIBUTION TO PERIPHERAL HEALTH UNITS IN MOST AFFECTED AREAS, C) STRENGHTHENING OF BASIC HEALTH SERVICES OFFERED AT PRIMARY AND OTHER LEVELS, D) INCREASED SUPPORT TO ORPHANS AND ABANDONED CHILDREN THROUGH PROTECTION AND FAMILY REINTEGRATION ACTIVITIES.

2. TO HELP MEET ABOVE OBJECTIVES FOLLOWING IMMEDIATE PRIORITY REQUIREMENTS DRAWN TO URGENT ATTENTION DONOR COMMUNITY:

A. THERAPEUTIC FEEDING

INITIAL TARGET GROUP OF CRITICALLY MALNOURISHED CHILDREN (1.2 PER CENT OF TOTAL AFFECTED POPULATION) HAS BEEN IDENTIFIED, REQUIRING DAILY INDIVIDUAL SUPPLEMENTARY RATION OF 125 GR OF DSM, 60 GR OF VEGETABLE OIL AND 50 GR OF SUGAR. WITH AVERAGE TREATMENT PERIOD FOR THERAPEUTIC FEEDING 20 DAYS, TOTAL QUANTITIES OF FOOD REQUIRED ARE:

- DSM: 68.0 TONS
- VEGETABLE OIL: 33.0 TONS
- SUGAR: 28.0 TONS

PROPOSED PROGRAMME TO BE IMPLEMENTED IN PERIPHERAL HEALTH UNITS AS WELL AS CENTRAL, PROVINCIAL AND RURAL HOSPITALS, BY PERSONNEL ASSIGNED TO THESE UNITS, AND TRAINED IN ADMINISTRATION THERAPEUTIC FEEDING TECHNIQUES. AFTER 20 DAY PERIOD IN HEALTH UNITS, CHILDREN TO BE RETURNED THEIR FAMILIES AND COVERED THEREAFTER BY SUPPLEMENTARY FEEDING PROGRAMME VULNERABLE GROUPS.

N.B.: FOR SIMPLIFICATION PURPOSES, ABOVE-MENTIONED QUANTITIES OF DSM, VEGETABLE OIL AND SUGAR (129.0 TONS) HAVE BEEN INCLUDED IN 'FOOD AID' SECTION OF THIS APPEAL.

B. BASIC DRUGS

BASIC EMERGENCY DRUG REQUIREMENTS LISTED BELOW CALCULATED TO MEET NEEDS RURAL AFFECTED POPULATION. REQUESTED DRUGS TO BE UTILIZED AND DISPENSED PRIMARILY IN RURAL AND PROVINCIAL HOSPITALS TO TREAT PATIENTS REFERRED THEM BY BASIC HEALTH STRUCTURE IN PERIPHERAL AND RURAL AREAS. 1. WATER AVAILABILITY/QUALITY DETERIORATING STEADILY DURING LAST FOUR YEARS IN DROUGHT PRONE AND URBAN AREAS WHERE BOTH DROUGHT AND INSURGENCY AFFECTED POPULATION INCREASINGLY SEEKING REFUGE. FOUR PROPOSALS PRESENTED BELOW CONSIDERED MOST URGENT REQUESTS IN FIELD POTABLE WATER SUPPLY BUT DO NOT COVER TOTALITY NEEDS THIS SECTOR.

A) PROVISION CHEMICALS FOR WATER TREATMENT IN URBAN AND PERI-URBAN AREAS: US DLRS 994,100

RENEWED AND SYSTEMATIC TREATMENT WATER SUPPLY URGENTLY REQUIRED FOR COUNTRY'S MAIN URBAN CENTERS WHERE CROWDING DUE NATURAL GROWTH PLUS INFLUX DISPLACED PERSONS ACCELERATING OVERALL DETERIORATION LIVING CONDITIONS WITH SIGNIFICANT INCREASE WATERBORNE DISEASES AFFECTING PARTICULARLY VULNERABLE GROUPS. REQUEST COVERS 1986 REQUIREMENTS FOR FOLLOWING TOWNS: MAPUTO, GAZA, INHAMBANE, SOFALA, MANICA, TETE, ZAMBEZIA, NAMPULA, CABO DELGADO, NIASSA. CHEMICALS REQUIRED: 2,860 TONS ALUMINUM SULPHATE, COST: US DLRS 529,100, 120 TONS HYPOCHLORIDE, COST: US DLRS 192,000, 210 TONS CHLORINE GAS, COST: US DLRS 273,000.

B) BOREHOLE RECOVERY AND EXPANSION IN MANICA AND SOFALA PROVINCES: US DLRS 2,100,000

BOTH NORTHERN AND SOUTHERN DISTRICTS ABOVE PROVINCES ARID UNDER NORMAL CIRCUMSTANCES. DROUGHT SERIOUSLY AGGRAVATED SITUATION BY CAUSING LOWERING WATER TABLE WITH RESULTING DRYING UP SOME BOREHOLES AND MAJORITY SHALLOW/MEDIUM DEPTH WELLS. PROJECT TO MAKE AVAILABLE TWO DRILLING RIGS PLUS TECHNICAL ASSISTANCE TO HELP CLEAR SILTED BOREHOLES AND DRILL NEW ONES ESPECIALLY IN CONNECTION (A) SPONTANEOUS REGROUPING FARMING COMMUNITIES DUE INSURGENT ACTIVITIES, (B) GOM'S EXTENSIVE RURAL DEVELOPMENT ACTIVITIES NOW BEING PLANNED FOR GORONGOSA AND OTHER AREAS SOFALA/MANICA PROVINCES RECENTLY FREED FROM INSURGENT CONTROL.

C) REHABILITATION TETE WATER SYSTEM: US DLRS 485,500

SUBSTANTIAL NUMBER DROUGHT AFFECTED PEOPLE STILL RESIDING TETE RECENTLY SWOLLEN BY LARGE INFLUX RURAL POPULATION FLEEING DEPREDATIONS ARMED INSURGENTS RECENTLY DISLODGED GORONGOSA AREA.

AVAILABLE SURFACE WATER POLLUTED BY DETERIORATED TOWN SEWERS AND CROWDING. ASSISTANCE REQUIRED TO RESTORE/IMPROVE EXISTING DISTRIBUTION SYSTEM, INCREASING ITS OUTREACH INTO PERI-URBAN AREAS WHERE DISPLACED POPULATION LOCATED.

D) REHABILITATION WATER SYSTEMS IN NINE CRITICALLY AFFECTED DISTRICT CENTERS AND TOWNS, MAPUTO PROVINCE: US DLRS 400,000

MAPUTO PROVINCE IS CURRENTLY MAIN TARGET ARMED INSURGENCY WHICH CAUSING GROWING INFLUX PEOPLE INTO RURAL TOWN CENTERS WHERE, AS IN CASE TETE, DETERIORATED AND OVERTAXED WATER SUPPLY SYSTEMS CANNOT COPE ADDITIONAL DEMAND. PROPOSED PROJECT ACTIVITIES ESSENTIALLY TO HELP REHABILITATE/IMPROVE EXISTING SYSTEMS. PROJECT TO START INITIALLY BOANNE AND MARRACUENE WHERE CONDITIONS ADEQUATE AND WILL SUBSEQUENTLY EXTEND SEVEN OTHER TOWNS WITH GOM SUPPORT TO PROVIDE SECURITY.
