1. CONFIRMED PLEDGES AT MID-JUNE 89 FALL FAR SHORT OF REQUIREMENTS 89/90 APPEAL AND ARE LESS THAN HALF THOSE AT MID-JUNE 88. FUNDS LACKING FOR AIRLIFTS (ONLY MEANS OF ACCESS TO VICTIMS IN MANY AREAS) AND IMPORTANT SECTORS LIKE ROAD REHABILITATION TOTALLY UNFUNDED. DONORS URGED TO SPECIFY PLEDGES (INCLUDING THOSE AT NY CONFERENCE) IN RELATION TO APPEAL'S SECTORAL NEEDS.

2. WITH CRITICAL FOOD STOCK SITUATION AND DELAYS IN SHIPMENTS, BREAK IN GRAIN SUPPLIES IN PROVINCES SUCH AS ZAMBEZIA AND NAMPULA POSSIBLE WITHIN 2-3 MONTHS. DONORS ARE ASKED TO SPEED UP FOOD DELIVERIES.

3. GRAIN SHORTAGE NAMPULA PROVINCE TEMPORARILY EASED BY DIVERTING STOCKS FROM BEIRA TO NACALA. 600 TONS FOOD AND RELIEF SUPPLIES DELIVERED TO MEMBA DISTRICT (NAMPULA). SINCE APRIL 89, 600 TONS SUPPLIES AIRLIFTED TO 8 DISTRICTS ZAMBEZIA PROVINCE INACCESSIBLE BY ROAD, INCLUD ILE AND GILE.

4. GOVT'S NATIONAL CONFERENCE ON EMERGENCY (MAPUTO, 29 MAY- 1 JUNE 89) WITH PARTICIPANTS FROM ALL PROVINCES REVIEWED SYSTEMS OF INFORMATION AND CONTROL, STAFF SELECTION, LINKS WITH ECONOMIC REHABILITATION PROGRAMME.

5. ALTHOUGH REPORTED IMPROVING OVER 1988, FOOD DISTRIBUTION TO DISTRICTS IN FIRST PART 1989 STILL 65-70 PERCENT OF TARGET.

6. PROGRAMME OF EXCHANGING COMMODITIES DONATED BY WFP AND BILATERAL DONORS FOR LOCALLY PRODUCED FOOD INITIATED IN CABO DELGADO AFTER SUCCESSFUL IMPLEMENTATION IN INHAMBANE.

B) LOGISTICS

7. UNDP/NETHERLANDS-FUNDED LOGISTICS ADVISOR REPORTING FOR WORK WITH GOVT.

8. WITH CANADIAN FUNDING, UNDRO EXTENDING AIRCRAFT CHARTER THROUGH 30 APRIL 90 FOR EMERGENCY ASSESSMENTS, COORDINATION, PLANNING AND MONITORING ACTIVITIES.

C) HEALTH

9. IN MANICA PROVINCE, WHO SPONSORED 3-WEEK SEMINAR FOR HEALTH DISTRICT DIRECTORS. IN MAY 89, UNICEF/GOVT HELD 10-DAY COURSE FOR TRADITIONAL BIRTH ATTENDANTS AND COMMUNITY HEALTH WORKERS.

10. 3 REGIONAL TRAINING SEMINARS/WORKSHOPS (SOUTH, CENTRE AND NORTH) FOR HEALTH AND EMERGENCY BEING ARRANGED BY MINHEALTH/WHO WITH UNDP SUPPORT.

D) EDUCATION

11. WITH UNICEF SUPPORT, MINEDUCATION STAFF ATTENDED COURSE FOR CARE CHILDREN PSYCHOLOGICALLY TRAUMATIZED BY WAR.

E) RELIEF AND SURVIVAL

12. 9 JUNE 89 TRIPARTITE AGREEMENT BETWEEN SWEDEN, GOVT AND UNDRO PLANS REHABILITATION EMERGENCY STOCKPILE WAREHOUSE IN MAPUTO, PROVISION OF EQUIPMENT/TRAINING TO GOVT STAFF IN STOCKPILE MANAGEMENT.

F) RETURNEES

13. FROM MALAWI 1,088 MOZAMBICANS RETURNED TO TETE, 1,500 REPORTED ARRIVED IN ZAMBEZIA. 311 RETURNEES ARRIVED MANICA FROM ZIMBABWE. AIR/ROAD TRANSPORT OF RETURNEES CONTINUED TO AREAS OF ORIGIN.

14. GOVT/UNHCR/WFP MISSIONS REVIEWED SITUATION AT BORDER WITH MALAWI, NEEDS NEW ARRIVALS AND VIABILITY ESTABLISHMENT RETURNEE VILLAGE AT DONDO DISTRICT, SOFALA.

1. DUE TO DELAYS IN CONFIRMATION AND DELIVERY OF PLEDGES, MINISTRY OF FOREIGN AFFAIRS CONVENED MEETING 3 JULY WITH AMBASSADORS OF DONOR COUNTRIES. CHAIRMAN, MINISTER OF CO-OPERATION WARNED THAT UNLESS DONATIONS PLEDGED MATERIALIZED SOON MOZAMBIQUE'S FOOD CRISIS WOULD REACH ALARMING PROPORTIONS. EXPRESSING GOVT'S PREOCCUPATION ON SERIOUS DANGER OF RAPID DETERIORATION OF NUTRITIONAL STATE OF PEOPLE IN AREAS WHERE ACCESS DIFFICULT, DONORS WERE URGED TO PROVIDE FUNDS FOR CONTINUED AIRLIFTS, LOGISTICS RESOURCES, ROAD REHABILITATION/MAINTENANCE AND PROTECTION VEHICLES. MINISTER OF CO-OPERATION ANNOUNCED THAT MR. ALFREDO GAMITO, VICE-MINISTER AGRICULTURE, WOULD SUCCEED DR. PRAKASH RATILAL AS CENE CO-ORDINATOR STARTING 10 JULY 1989.

2. CLEARLY IDENTIFIED MOZAMBICAN RED CROSS CAR WAS ATTACKED 17 JUNE MANHICA DISTRICT 60 KMS NORTH OF MAPUTO, CAR DAMAGED BUT OCCUPANTS UNINJURED. SIX PEOPLE KILLED 9 JULY IN MAGANJANE AREA BELINE DISTRICT GAZA PROVINCE. TRAIN WAS ATTACKED 23 JUNE NHAMATANDA DISTRICT ON BEIRA CORRIDOR. GOJOMBE COMMUNAL VILLAGE WAS ATTACKED GONDOLA DISTRICT MANICA PROVINCE BURNING 56 HOMES AND LOOTING SHOPS.

3. ESCALATION BANDIT ACTIVITY TETE PROVINCE OVER LAST TWO MONTHS PARTICULARLY DISTRICTS CHANGARA AND COHORA BASSA WITH 18 VILLAGES SACKED, 900 HOUSES BURNED, 43 CIVILIANS KILLED AND 397 KIDNAPPED. ELECTRICITY PYLONS DESTROYED AND SIX HEALTH POSTS PILLAGED. ATTACK IN NIASSA PROVINCE ON MAVAGO DISTRICT CENTRE TOOK PLACE 1 JULY BURNING 750 HOUSES. OCCUPATION ATTEMPT FAILED.

I) FOOD AID

4. ATTENTION DRAWN TO LOW LEVEL OF EMERGENCY COMMITMENT PARTICULARLY SHORTFALL IN MAIZE FOR 'RELIEF' DISTRIBUTION, WITH ONLY 25 PERCENT PLEDGED AGAINST REQUIREMENT. ON OTHER HAND, DISTRIBUTION (BOTH 'MARKET' AND 'RELIEF' SECTORS) HAS INCREASED 28 PERCENT OVER PROJECTED 1989/90 APPEAL DOCUMENT, AND IS LIKELY TO FURTHER INCREASE WITH ARRIVAL OVER NEXT SIX MONTHS OF 200 TRUCKS AND TRACTORS PLEDGED 1988/89. THEREFORE, AT GOVT REQUEST WFP FIELDING REVIEW MISSION 31 JULY - 4 AUGUST TO REASSESS FOOD NEEDS AND MODIFY CALL-FORWARD REQUIREMENTS TO CORRELATE WITH EXISTING DISTRIBUTION CAPACITY. MINISTER OF CO-OPERATION STRESSED THAT GIVEN TIME NECESSARY TO ENSURE ARRIVALS, IMMEDIATE COMMITMENTS AND SHIPPING ARRANGEMENTS FOR MINIMUM 50,000 MT MAIZE FOR 'RELIEF' AND 100,000 MT CEREALS FOR 'MARKET' MUST BE MADE.

II) LOGISTICS

5. TWO DPPCCN ZAMBEZIA CONVOYS CARRYING 240 MT FOOD SUCCEEDED TO REACH ILE DISTRICT FROM MOCUBA WHICH SINCE MID 1988 HAS BEEN INACCESSIBLE EXCEPT BY AIR. ROAD OPEN TO GILE DISTRICT FROM ALTO MOLOCUE. CONVOYS OF RELIEF SUPPLIES AND AGRICULTURAL IMPLEMENTS ALSO REACHED LUGLA DISTRICT FROM MOCUBA. SIMILARLY, NAMARROI, INACCESSIBLE SINCE 1984, RECEIVED SUPPLIES BY CONVOY. DPCCN ZAMBEZIA FACING SERIOUS TRUCK SHORTAGES AFTER HAVING 19 PROVINCIAL TRANSPORT VEHICLES ATTACKED AND DESTROYED SINCE MARCH.

6. SEVERE SHORTAGES FORECAST FOR COMING MONTHS CONCERNING THIS SECTOR. MINISTER OF CO-OPERATION POINTED OUT THAT OUT OF USD 63 MILLION NEEDED ONLY USD 3.2 MILLION RECEIVED. HIGH PRIORITY ROAD REHABILITATION/MAINTENANCE PROJECTS HAVE NOT YET RECEIVED ANY FIRM COMMITMENTS.

7. ALSO URGENT NEED FOR AIRLIFT FUNDS TO SUPPLY INACCESSIBLE AREAS. AIRLIFT REPORTS INDICATE ALL FUNDS EXHAUSTED. AIRLIFT REQUIREMENTS ESTIMATED AT COST USD 8.75 MILLION FOR TRANSPORT OF 12,800 MT FOOD OVER NEXT 6 MONTHS.

8. LOGISTICS AND SECURITY CONSTRAINTS CAUSING DELAY IN COMPLETING SECOND PHASE REHABILIATION NACALA RAILWAY LINE FROM LICHINGA TO CUAMBA IN NIASSA PROVINCE. HOWEVER, ALTHOUGH ONLY PARTIALLY REHABILITATED, LINE RUNNING FROM NACALA PORT TO MALAWI NOW OPERATIONAL UNDER MILITARY ESCORT. SEVERAL TRAINS FROM NAMPULA CITY TO MALEMA AND CUAMBA WHERE SUBSTANTIAL AGRICULTURE PRODUCE AWAITING TRANSPORT, BUT JOURNEYS STILL RISKY AND TAKE 8 DAYS TO COMPLETE.

II) HEALTH

9. OVERALL NUTRITIONAL STATUS REPORTED FROM SEVEN PROVINCES SHOWS PROVINCIAL AVERAGE RATES RANGING FROM 6 PERCENT TO 21 PERCENT INSUFFICIENT GROWTH IN CHILDREN, WITH AT LEAST EIGHT DISTRICTS' AVERAGE RATES OVER 30 PERCENT. EIGHT DISTRICTS ARE MATUTUINE (SOUTHERN MOST DISTRICT OF MAPUTO PROVINCE), GONDOLA, BARUE AND GURO (WESTERN BORDER IN MAICA PROVINCE), MOMA, ANGOCHE AND MEMBA (COASTAL AREA OF NAMPULA), AND LAGO (MOST NORTHERN DISTRICT BY LAKE NIASSA IN NIASSA PROVINCE).

10. WHO CONDUCTED IN COLLABORATION WITH MINISTRY OF HEALTH AND REGIONAL HEALTH DEVELOPMENT CENTRE THREE WORKSHOPS. WORKSHOPS OPENED OPERATIONAL PHASE OF WHO MANAGEMENT ASSISTANCE PROGRAMME TO MINISTRY OF HEALTH.

11. UNICEF RAN SIX SEMINARS AND TRAINING SESSIONS FOR HEALTH PERSONNEL IN MANICA FOCUSED ON IMPROVED CARE FOR WOMEN AND CHILDREN AFFECTED BY WAR. 15 DISTRICT DIRECTORS ATTENDED EPIDEMIOLOGY SEMINAR CONCENTRATING ON IMPROVED CONTROL CAPACITY OF HIGH RISK EPIDEMIC OF WAR-AFFECTED POPULATION. UNICEF ALSO CONCENTRATING IN MANICA PROVINCE ON EDUCATION AND WATER SECTORS.

III) RELIEF AND SURVIVAL

12. ALL LOCAL PURCHASE AND IMPORT ITEMS FOR SMALL EMERGENCY STOCKPILE ZAMBEZIA HAVE BEEN PURCHASED BY UNICEF.

13. TOTAL FUNDING FOR UNICEF SECURED FOR INTEGRATED RURAL DEVELOPMENT FOR DISPLACED POPULATION ILE DISTRICT ZAMBEZIA (USD 427,000 OF WHICH USD 117,000 OVER INITIAL REQUIREMENT) WHICH WILL BE USED TO PROVIDE ASSISTANCE TO SOME 30,000 AFFECTED BY ATTACK ON ILE LAST FEBRUARY.

14. AIRCRAFT MADE AVAILABLE TO EMERGENCY COMMISSION, UNSCERO, GOVERNMENTAL RELIEF STRUCTURES AND NGO'S WHO REQUIRE AIR TRANSPORT TO CARRY OUT ACTIVITIES RELATED TO THEIR EMERGENCY PROGRAMME.

SITUATION

1. FRELIMO PARTY FIFTH CONGRESS HELD 24-31 JULY TO DEFINE GOVERNMENT POLICY. CENTRAL COMMITTEE REPORT PRESENTED BY PRESIDENT CHISSANO INCLUDES CHAPTER ON EMERGENCY PROGRAMME WHICH CITES LOGISTIC PROBLEMS, SECURITY DIFFICULTIES IN RURAL AREAS, WEAK MANAGEMENT, SLOW ARRIVAL OF PLEDGES AND NON-EXISTANT FOOD RESERVES AS PRINCIPAL OBSTACLES TO OBTAINING MAXIMUM EFFICIENCY IN IMPLEMENTING EMERGENCY PROGRAMME. MULTISECTORAL APPROACH OF EMERGENCY PROGRAMME REAFFIRMED AS ESSENTIAL TO LINK EMERGENCY WITH REHABILITATION AND DEVELOPMENT. MORE RIGOROUS CONTROLS OF DISTRIBUTION CALLED FOR AND STATED THAT GOVT SHOULD PUNISH THOSE RESPONSIBLE FOR THEFT AND ABUSE OF GOODS DESTINED FOR EMERGENCY.

2. WFP REVIEW MISSION 31 JULY TO 4 AUGUST CONCLUDED THAT LOW LEVEL PLEDGING AND LATE ARRIVAL FOOD SHIPMENTS DURING FIRST QUARTER OF 1989/90 APPEAL PERIOD CAUSED DIFFICULTIES FOR GOVT TO MEET BASIC FOOD REQUIREMENTS OF AFFECTD PEOPLE. SERIOUS FOOD SHORTAGES COULD OCCUR BY END OF CALENDAR YEAR IF DONOR PLEDGES AND ARRIVALS DO NOT INCREASE DRAMATICALLY. WHILE MARKET DISTRIBUTION LOWER THAN PROJECTED, RELIEF DISTRIBUTION CAPACITY INCREASED OVER WHAT WAS EXPECTED. INCREASE ATTRIBUTED TO POSITIVE EFFECTS OF PERSONNEL TRAINING, USE OF PRIVATE TRANSPORT, SMALL INCREASE IN VEHICLE FLEET AND FUNDING FOR COASTAL TRANSPORT.

A) SMALL INCREASE IN LOCAL PRODUCTION FOR MARKET SALES OCCURED IN CASE OF MAIZE AND BEANS BUT DECREASED FOR RICE. LOCAL PRODUCTION AVAILABLE FOR SALE REMAINS ONLY MINUTE PROPORTION OF TOTAL MARKET AND RELIEF REQUIREMENTS AND CANNOT BE REGARDED SIGNIFICANT IN TERMS OF NATIONAL SELF-SUFFICIENCY.

B) RECOMMENDATIONS MADE BY MISSION REQUEST DONORS MAKE IMMEDIATE ADDITIONAL PLEDGES AGAINST APPEAL FOR COMMODITIES LISTED BELOW IN ORDER TO AVOID SERIOUS FOOD SHORTAGES AT END OF CALENDAR YEAR:

IV) CONSIDERATION SHOULD BE GIVEN BY DONORS TO PRESENT AND PREDICTED INFLUX OF RETURNEES CONCERNING ADDITIONAL PLEDGES TO MEET INCREASED NEEDS FOR FOOD AID AND LOGISTICS RESOURCES SO THAT GOVT, WILL BE ABLE TO ACCOMMODATE RETURNEES ADEQUATELY.

3. DPCCN (DISASTERS CONTROL OFFICE)/UNDP/WFP/UNDRO MISSION TO ZAMBEZIA PROVINCE, SECOND AND THIRD WEEK AUGUST, CONFIRMS 15,000 DISPLACED PERSONS IN RECENTLY LIBERATED NABURI LOCALITY OF PEBANE DISTRICT REQUIRING IMMEDIATE RELIEF ASSISTANCE. NO EXISTING FOOD STOCKS OR LOCAL AGRICULTURAL PRODUCTION. URGENT SUPPLIES OF FOOD, CLOTHING, SOAP ETC. REQUIRED. REGION SEEN AS INACCESSIBLE BUT SUPPLY ROADS BEING STUDIED. AIRLIFT BY EMERGENCY HELICOPTERS OF INITIAL 50 MT FOOD TO BE CARRIED OUT STARTING 28 AUGUST, AS WELL AS SENDING OF TECHNICAL TEAM TO REPAIR DAMAGED AIRSTRIP AND MEDICAL TEAM TO CARRY OUT VACCINATION OF POPULATION.

4. INCREASE IN DESTABILIZATION ATTACKS REPORTED WITH TOTAL 216 PEOPLE KILLED AND 256 WOUNDED IN FIVE PROVINCES. GAZA PROVINCE, 83 CIVILIANS KILLED AND OVER 200 SERIOUSLY WOUNDED IN ATTACK 18 JULY ON TCHANWANE VILLAGE, 15 KMS FROM MANDLAKAZE DISTRICT CENTER. IN COMMUNAL VILLAGE 10 KMS OUTSIDE PROVINCIAL XAI-XAI 57 PEOPLE KILLED AND 15 WOUNDED. MOZ RED CROSS PROVIDED FIRST ASSISTANCE TO SURVIVORS.

5. LOOTING AND SABOTAGE CONTINUED WITH DESTRUCTION OF PHARMACIES, SABOTAGE OF ELECTRICITY TRANSMISSION LINES FROM SOUTH AFRICA TO MAPUTO AND FROM CHIMOIO. BEIRA-ZIMBABWE RAILWAY LINE JUST OUTSIDE OF BEIRA SABOTAGED 30 JULY. FOUR RELIEF TRUCKS CARRYING RELIEF GOODS INCLUDING 16 TONS SPARES FOR TRUCKS WERE ATTACKED 17 AUGUST AND BURNT ON MAXIXE TO INHAMBANE ROAD 20 KMS OUTSIDE INHAMBANE.

2. GOVT MILITARY OPERATIONS LAST TWO MONTHS LIBERATED SEVERAL DISTRICTS IN MANICA, SOFALA AND ZAMBEZIA PROVINCES. IN SOFALA PROVINCE, MILITARY FORCES RETOOK TOWNS OF MURRACA AND SENA IN CAIS DISTRICT, AS WELL AS MANY LOCALITIES IN DISTRICTS OF OF CHEMBA, MARINGUE, GORONGOSA AND MUANZA. AIRSTRIP STILL UNUSABLE, ACCESS ONLY POSSIBLE BY HELICOPTER. LOCAL AUTHORITIES ORGANIZED PEDESTRIAN COLUMN TO CARRY IN SUPPLIES FROM COAST, BUT SYSTEM HIGHLY INSUFFICIENT.

6. IN GAZA PROVINCE, MABALANE DISTRICT SEAT, ATTACKED ON 13 AND AND 31 AUGUST, MACIA IN BILENE DISTRICT ATTACKED ON 14 AND 24 AUGUST AND MASSIGIR ON 14 AUGUST, RESULTING IN TOTAL 16 KILLED AND AT LEAST 11 SERIOUSLY WOUNDED.

7. IN NAMPULA PROVINCE, BANDITS KILLED 16 CIVILIANS AND WOUNDED 20 OTHERS IN ATTACK 12 AUGUST ON COMMUNAL VILLAGES NACUNE AND NATIPA IN ANGOCHE DISTRICT, LOOTING AND BURNING 150 HOMES. ALSO ATTACK ON NETIA IN MONAPO DISTRICT WITH 2 PEOPLE KILLED AND 98 HOMES DESTROYED.

8. IN NIASSA PROVINCE 200 HUTS BURNED AND ONE PERSON KILLED WHEN BANDITS ATTACKED MALICA, 12 KM FROM PROVINCIAL CAPITAL OF LICHINGA.

9. IN TETE PROVINCE DPCCN (DISASTERS CONTROL OFFICE) LOST 4 TRUCKS IN AMBUSHES NEAR KAZULA IN CHIUTA DISTRICT ON 17 AUGUST AND TWO OTHER GOVT VEHICLES DESTROYED ON 25 AUGUST IN SAME AREA. ALSO ATTACK REPORTED ON BENGA IN AREA OF ACCOMMODATATION CENTRES FOR RETURNEES NEAR TETE CITY.

10. SINCE WFP MISSION'S RECOMMENDATIONS TO PROVIDE 274,000 MT IMMEDIATE ADDITIONAL FOOD AID, 90,000 MT HAVE BEEN PLEDGED, LEAVING A GAP OF 184,000 MT. GOVT ALSO SUBMITTED REQUEST TO WFP FOR 45,000 MT ADDITIONAL FOOD AID TO ASSIST DISPLACED AND AFFECTED POPULATIONS.

11. AREAS WITH LARGE CONCENTRATION OF DISPLACED PEOPLE REPORTED TO FACE SEVERE FOOD SHORTAGES INCLUDE NABURI LOCALITY IN ZAMBEZIA PROVINCE, NORTHERN DISTRICTS OF INHAMBANE PROVINCE, MASSINGIR DISTRICT IN GAZA PROVINCE, TOWNS OF MURRACA AND SENA AS WELL AS MANY LOCALITIES IN DISCTRICTS OF CHEMBA, MARINGUE, GORONGOSA, MUANZA, CAIA, MARROMEU, CHIBABABAVA IN SOFALA PROVINCE, MACHAZE DISTRICT IN MANICA PROVINCE. MOST CRITICAL DISTRICTS IN NAMPULA PROVINCE REMAIN MEMBA, ERATI, MORRUPULA, NAMAPA AND MOMA.

II) LOGISTICS

12. AIRLIFT OPERATIONS CONTINUE TO BE REQUIRED TO SUPPLY FOOD AND RELIEF ITEMS TO CRITICAL AREAS OTHERWISE INACCESSIBLE, E.G. MACHAZE, CAIA, CHIBABAVA, MARROMEU, NABURI.

13. REHABILITAION MAXIXE-HOMOINE ROAD CARRIED OUT BY GOVT/WFP/UNDP/ILO COMPLETED MID AUGUST AND CONTRIBUTING TO ENHANCE
ECONOMIC REHABILITATION ACTIVITIES IN AREA.

14. WFP VESSEL IDUN TRANSPORTED 1,240 TONS RELIEF SUPPLIES FROM BEIRA TO PEBANE, ZAMBEZIA PROVINCE. IN FRAMEWORK JOINT WFP/USAID OPERATION TO REHABILITATE SMALL VESSELS IN SOFALA, TOTAL OF 284 TONS RELIEF GOODS DELIVERED TO BUZI AND MACHANGA DISTRICTS.

III) AGRICULTURE

15. WITH EXCEPTION OF TETE AND SOFALA, ALL PROVINCES REPORTED INCREASED PRODUCTION OF MAIZE FOR MARKETING THIS YEAR: IN MANICA TOTAL OF 14,000 TONS EXPECTED, IN ZAMBEZIA 10,000 TONS, IN NAMPULA 10,000 TONS, IN CABO DELGADO 14,000 TONS. TOTAL QUANTITY TO BE MARKETED EXPECTED 50 PERCENT ABOVE 1988 RESULTS.

16. HOWEVER, DISTRIBUTION HAMPERED BY LACK OF TRUCKS AND HIGH TRANSPORT COSTS. GOVT REQUESTING DONORS TO PURCHASE AND/OR SWAP FROM THESE LOCAL STOCKS AND PROVIDE ADDITIONAL WAREHOUSES AND TRUCKS/TRACTORS.

IV) HEALTH

17. NUTRITIONAL SURVEYS CARRIED OUT BY MINISTRY OF HEALTH AND WHO SHOWING THAT 50 PERCENT REDUCTION OF MINIMUM FOOD RATIONS IS TAKING PLACE ON ALARMING SCALE IN RELIEF FOOD DISTRIBUTION. HIGH MALNUTRITION FIGURES FOUND IN SURVEYS CARRIED OUT AMONG DISPLACED PEOPLE IN MANICA AND ZAMBEZIA PROVINCE.

18. WITH FUNDING FROM CANADA, UNICEF CARRIED OUT SHALLOW AND TUBEWELL WATER PROJECT IN INHAMBANE PROVINCE BENEFITING 29,000 PEOPLE. ALSO ONGOING IS EXPANSION RURAL WATER WORKSHOP IN NHAMATANDA DISTRICT, SOFALA PROVINCE.

RETURNEE INFLUX FROM NEIGHBOURING COUNTRIES REGISTERED AS FOLLOWS: 474 RETURNEES, OF WHOM 215 THROUGH GOM/UNHCR ORGANIZED REPATRIATION, ARRIVED IN TETE PROVINCE FROM MALAWI, 97 THROUGH ORGANIZED REPATRIATION ARRIVED IN MANICA PROVINCE FROM ZIMBABWE. AS COAL/OIL BACK-UP INSUFFICIENT TO MEET CITY DEMAND, ROTATING POWER CUTS IN FORCE. FIVE PEOPLE KILLED IN BANDIT ATTACK 23 SEPT MARRACUENE 30 KM NORTH OF CAPITAL.

IN GAZA PROVINCE, ATTACK 16 SEPT TOWN OF CHOKWE, TWO PEOPLE KILLED, HOUSES DAMAGED. 18 SEPT, EIGHT PEOPLE KILLED IN ATTACK AT MANJACAZE. 13 KILLED AND 10 INJURED IN ATTACK 23 SEPT AT CHONGUENE, 20 KM FROM CAPITAL XAI-XAI. 9 OCT, 13 KILLED AND 5 WOUNDED, 4 TRUCKS AND 6 HOUSED BURNT AT NWACHIKOLWANE, 38 KM SE OF CHOKWE TOWN. 10 OCT, 35 KILLED AND UNKNOWN NUMBER INJURED IN AMBUSH AGAINST BUS 14 KM NORTH CHIBUTO DISTRICT CENTRE. 11 OCT BANDITS KILLED 24 PEOPLE, WOUNDED 7 AND BURNT 24 HOUSES IN MACARETANE 10, 30 KM NW OF CHOKWE.

3. IN SOFALA PROVINCE, TWO ATTACKS ON MARROMEU TOWN IN FIRST WEEK OCTOBER, 5 KILLED, 2 INJURED, 46 HOUSES BURNT. BANDIT ATTACK 4 OCT MUANZA ACCOMMODATION CENTRE FOR 4,000 DISPLACED AT DONDO NEAR BEIRA, 375 HOUSES LOOTED AND 70 BURNT DOWN.

4. IN MANICA PROVINCE, SEVERAL ATTACKS MANICA TOWN END SEPT. 9 KILLED, 18 WOUNDED AND 48 HOUSES LOOTED IN ATTACKS 26 SEPT, THREE SUBURBS OF PROVINCIAL CAPITAL CHIMOIO.

5. IN TETE PROVINCE, 9 PEOPLE KILLED, 5 OF WHOM WERE CHILDREN, AT NHANSANGAIRA VILLAGE, CHANGARA DISTRICT. FOLLOWING ATTACK 4 SEPT NEAR TETE CITY DANISH PERSONNEL EVACUATED TO MAPUTO. SITUATION NOW CALM.

9. AS NORTHERN INHAMBANE EXPERIENCES FIRST CEREAL SHORTAGE THIS YEAR, WFP AND DPCCN AGREED TO DIVERT VESSEL IDUN TO VILANCULOS TO DELIVER 601 TONS MAIZE. SAME SHIP DELIVERED 622 TONS MAIZE TO PEBANE, IN ZAMBEZIA IN OCT.

10. IN JOINT COLLABORATION DPCCN, UNHCR AND WFP IN MOZAMBIQUE AND MALAWI, 200 TONS MAIZE ARRANGED FOR DELIVERY TO TSANGANO, TETE PROVINCE. ANOTHER 200 TONS PREPARED FOR DELIVERY TO MUTARARA, TETE PROVINCE, WHICH EXPERIENCING SERIOUS CEREAL SHORTAGES.

11. AGREEMENT TO INITIATE COMMODITY EXCHANGE PROGRAMME BETWEEN DPCCN, WFP AND LOCAL AUTHORITIES IN MOMA, ILHA DE MOCAMBIQUE AND ANGOCHE, IN NAMPULA PROVINCE. THIS PROGRAMME TEMPORARILY HALTED IN NORTHERN INHAMBANE DUE TO LIMITED MAIZE SUPPLY RESERVED FOR DISPLACED PEOPLE.

II) LOGISTICS

12. RECENT JOINT DPCCN/UN/NORAD EVALUATION OF AIRLIFT OPERATIONS IN SOFALA PROVINCE, NAMELY CAIA, CHIBABAVA, CASA BANANA, GORONGOSA AND MARROMEU, REPORTING SOME CASES OF INADEQUATE PROGRAMMING/MANAGEMENT, WITH AIRLIFTS TO AREAS WHICH COULD HAVE BEEN SUPPLIED BY SEA/RIVER, AS WELL AS OUTDATED TARGET POPULATION FIGURES USED TO CALCULATE AIRLIFT REQUIREMENTS. MISSION CONCLUDED THAT PRESENTLY IN SOFALA, ONLY CAIA AND CHIBABAVA REQUIRE CONTINUOUS AIRLIFT, BUT IN NEAR FUTURE MORE DISTRICTS/LOCALTIES COULD REQUIRE AIRLIFT. RECOMMENDATIONS INCLUDE URGENT MEASURES TO IMPROVE PLANNING AND MONITORING.

13. IN ZAMBEZIA PROVINCE, ONE DPCCN SIX-TRUCK CONVOY REACHED GILE FROM NAMPULA END SEPT. ALTOGETHER, FOUR CONVOYS HAVE REACHED ILE DISTRICT OVER LAST THREE MONTHS.

FURTHER 1,153 EXPELLEES FROM SOUTH AFRICA AND 111 FROM SWAZILAND RECEIVED MAPUTO PROVINCE, SOME ALREADY INTEGRATED THEIR DISTRICTS OF ORIGIN, MAINLY IN GAZA PROVINCE. ROAD AND TRANSPORT OF RETURNEES TO AREAS OF ORIGIN CONTINUE AS SCHEDULED.

SITUATION

1. SEVENTH NATIONAL MEETING TOOK PLACE 6-9 NOV. IN MAPUTO, CHAIRED BY MINISTER CO-OPERATION AND ACTING CENE CO-ORDINATOR. MINISTER ALERTED IMMINENT CRITICAL FOOD SHORTAGES DUE TO LOW DONOR RESPONSE TO APPEAL. LACK OF TRUCKS, SECURITY CONSTRAINTS, POOR STATE ROADS/BRIDGES, AS WELL AS DELAYS IN SEEDS/TOOLS PROGRAMME WERE AMONG MAJOR DIFFICULTIES IN IMPLEMENTATION EMERGENCY PROGRAMME REPORTED AT MEETING.

2. PROVINCIAL AUTHORITIES REPORTING INCREASE NUMBER DISPLACED PEOPLE AND PEOPLE IN NEED RELIEF ASSISTANCE REGISTERED IN SEVEN PROVINCES SINCE APRIL DUE TO ESCALATION BANDIT ACTIVITIES AND LARGE NUMBER DESTITUTE PEOPLE FOUND IN AREAS RECENTLY COME UNDER GOVERNMENT CONTROL, MAPUTO, NAMPULA AND NIASSA REPORTING DECREASE IN NUMBER AFFECTED/DISPLACED THANKS GOOD HARVEST AND SUCCESSFUL REINTEGRATION.

3. BANDIT ATTACKS CONTINUED SEVERAL PROVINCES, WITH HIGHEST NUMBER REPORTED CIVILIAN CASUALTIES IN GAZA PROVINCE. FROM EARLY MAY TO DATE, ALTOGETHER 508 CIVILIANS REPORTED KILLED, OVER HALF OF WHOM IN GAZA PROVINCE.

4. ELECTRICITY RATIONING CONTINUING MAPUTO CITY FOLLOWING NEW SABOTAGES POWER LINE NEAR RESSANO GARCIA.

5. DUE TO WORSENING SECURITY SITUATION IN GAZA PROVINCE, HEAVY INFLUX DISPLACED PEOPLE REPORTED IN DISTRICT CAPITALS OF CHOKWE, MASSINGIR, CHIBUTO AND XAI-XAI, WHILE BORDER DISTRICT POPULATION SEEKING REFUGE IN NEIGHBOURING COUNTRIES.

6. IN SOFALA PROVINCE, RECENT OFFENSIVE BY MOZAMBICAN AND ZIMBABWEAN FORCES BROUGHT DISTRICT CAPITAL OF MUANZA, INHAMINGA, CHEMBA AND MARINGUE DISTRICTS UNDER GOVERNMENT CONTROL INVOLVING 30,000 PEOPLE MANY OF WHOM SEVERELY MALNOURISHED. OTHER SERIOUSLY AFFECTED DISTRICTS, WHERE SUSTAINED RELIEF ASSISTANCE NEEDED, ARE CAIA, CHIBABAVA AND MARROMEU.

7. IN MANICA PROVINCE, BANDITS KILLED 7 PEOPLE AND WOUNDED 22 IN ATTACKS 1 AND 2 NOV GONDOLA TOWN ON BEIRA CORRIDOR, 20 KMS EAST OF CHIMOIO. IN ATTACK 13 NOV SUBURB PROVINCIAL CAPITAL CHIMOIO 4 PEOPLE KILLED AND 10 WOUNDED.

8. IN ZAMBEZIA PROVINCE, 7 PEOPLE KILLED IN ATTACK 7 OCT ON NICOADALA, 35 KMS NORTH PROVINCIAL CAPITAL QUELIMANE. AT LEAST 5 PEOPLE KILLED IN BANDIT RAID 12 OCT OUTSKIRTS NICOADALA TOWN, MAGANJA DA COSTA DISTRICT CENTRE ATTACKED 10 OCT, 4 PEOPLE KILLED, 153 HOUSES BURNT, SEVERAL GOVT OFFICES LOOTED AND DESTROYED. CURRENTLY, ONLY TWO DISTRICTS IN PROVINCE ACCESSIBLE WITHOUT MILITARY ESCORT.

OPERATIONS (BY SECTOR)

I) FOOD AID

9. TOTAL 1,195 TONS MAIZE DELIVERED FROM BEIRA TO PEBANE BY WFP CHARTERED VESSEL IDUN DURING REPORTING PERIOD. MORE THAN 153,000 PEOPLE IN DISTRESS IN 23 ACCOMMODATION CENTRES ASSISTED BY THIS PARTICULAR SHIPMENT.

10. IN NIPEPE DISTRICT, NIASSA PROVINCE, SERIOUS FOOD SITUATION AFFECTED 4,000 PEOPLE WHO FLED FROM BANDIT HELD HOME VILLAGES. CARITAS PROVIDING ASSISTANCE, WHICH HOWEVER NOT SUFFICIENT, AND ADDITIONAL SUPPORT NEEDED.

II) LOGISTICS

11) AIRSTRIP MASSINGA DISTRICT, INHAMBANE PROVINCE, NOW OPERATIONAL AFTER REHABILITATION WORK DONE IN JOINT COLLABORATION UNICEF, WFP AND PROVINCIAL GOVERNMENT. NABURI AIRSTRIP (PEBANE DISTRICT, ZAMBEZIA PROVINCE) NOW REHABILITATED AND OPEN.

12. SEVEN SMALL BOATS REHABILITATED IN JOINT WFP/USAID PROGRAMME ALREADY DELIVERED 230 TONS RELIEF SUPPLIES FROM BEIRA TO MACHANGA AND BUZI IN SOFALA PROVINCE.

III) AGRICULTURE

13. ACCORDING RECENT AGRICOM FORECAST, 1989 CROP MARKETING PRODUCTION AROUND 150,000 TONS (EXCL. CASHEW). MAIZE FORECAST IS 70,000 TONS, WHICH IS 57 PERCENT ABOVE LAST YEAR. AS OF 30 SEPT, TOTAL OF 112,000 TONS MARKETED, OF WHICH 57,000 TONS MAIZE. SHARE OF FAMILY SECTOR PRODUCTION IN CROPS MARKETED IS 67 PERCENT, FOR MAIZE 73 PERCENT. DESPITE PRECARIOUS SECURITY SITUATION, FAMILY SECTOR SHOWING SIGNIFICANT IMPROVEMENT, WITH CONTINUOUS INCREASE SINCE 1986. HOWEVER IT IS IMPORTANT TO STRESS THAT MARKETED FAMILY SECTOR PRODUCTION DOES NOT NECESSARILY REPRESENT ACTUAL SURPLUS, AS UNSTABLE SECURITY SITUATION MAY LEAD PEASANTS TO SELL CROPS WITHOUT STORING SUFFICIENT RESERVES.

IV) HEALTH
14. VACCINATION COVERAGE SURVEY CARRIED OUT BY MINISTRY OF HEALTH AND UNICEF IN MOSSURIZE DISTRICT, MANICA PROVINCE REVEALS 62 PERCENT OF CHILDREN ARE FULLY IMMUNIZED. MAJORITY OF POPULATION WAS DISPLACED AND AFFECTED BY WAR DURING LAST FIVE YEARS. IN SOFALA PROVINCE, 30 PERCENT VACCINATION COVERAGE ACHIEVED IN DISTRICTS OF CAIA, GORONGOSA, MARROMEU AND NHAMATANDA.

15. FURTHER USD 150,000 EXTRA-BUDGETARY FUNDS ALLOCATED BY FINNIDA FOR WHO'S EMERGENCY INSTITUTIONAL SUPPORT TO MINISTRY OF HEALTH FOR 1989-90.

V) RETURNEES

16. TRIPARTITE COMMISSION (MALAWI/MOZAMBIQUE/UNHCR) ON REPATRIATION HELD SECOND FOLLOW-UP MEETING IN BEIRA AND MAPUTO 30 OCT - 3 NOV. COMMISSION NOTED CONTINUOUS INCREASE IN NUMBER RETURNEES FROM MALAWI, FROM JANUARY TO OCTOBER 1989, AROUND 54,000 REFUGEES REPATRIATED TO TETE, ZAMBEZIA AND NIASSA PROVINCES THROUGH SPONTANEOUS AND ORGANIZED MOVEMENTS.

17. FOR MONTH OF OCTOBER, RETURNEE FIGURES REPORTED AS FOLLOWS: 374 RETURNEES, THROUGH ORGANIZED REPATRIATION, ARRIVE TETE PROVINCE FROM ZIMBABWE AND 181 FROM MALAWI. SIMILARLY, 134 RETURNEES ARRIVED MANICA PROVINCE FROM ZIMBABWE.

18. ORGANIZED INTERNAL MOVEMENTS OF RETURNEES TO AREAS OF ORIGIN PROCEEDED AS SCHEDULED, SOME 1,000 EXPELLEES TRANSPORTED TO GAZA PROVINCE AND 600 INTEGRATED MAPUTO PROVINCE.
