1. PRESENT ESTIMATES NUMBER 3.3 MILLION PEOPLE AFFECTED AND DISPLACED APART FROM 750,000 REFUGEES WHO HAVE LEFT THE COUNTRY.

2. UN INTER-AGENCY MISSION CONSISTING OF UNDP, UNICEF, UNHCR, WFP, FAO, WHO, AND UNDRO IS NOW REVIEWING IN MOZAMBIQUE NEEDS IN ALL SECTORS IN ORDER TO LAUNCH COMPREHENSIVE INTERNATIONAL APPEAL FOR 1988/89 AND TO ORGANIZE CONFERENCE TO SOLICIT INTERNATIONAL SUPPORT FOR CONTINUATION OF RELIEF AND REHABILITATION ACTIVITIES IN MOZAMBIQUE.

3. AFTER JOINT REVIEW OF 1987 ACTIVITIES AND CURRENT NEEDS, UNDRO HAS BEEN REQUESTED BY GOVT OF MOZAMBIQUE (GOM) AND UN SPECIAL COORDINATOR FOR EMERGENCY RELIEF OPERATIONS (UNSCERO) TO CONTINUE EMERGENCY ASSISTANCE PROGRAMME ALONG THE LINE CARRIED OUT IN 1987:

BACKGROUND ON PROGRAMME ITEMS I-V

5. (I) IN 1987 UNDRO LEASED (15 AUG. 87 TO 30 APRIL 88) A SEVEN- PASSENGER CESSNA 402 FROM THE NGO AIR SERV INTERNATIONAL THIS AIRCRAFT CARRIED OUT EMERGENCY ASSESSMENTS VITAL TO RELIEF OPERATIONS WHICH COULD ONLY BE MADE BY AIR. DURING FIRST SIX MONTHS OF OPERATION AIRCRAFT MADE THIRTY TRIPS USING 277 FLIGHT HOURS.

A ONE-YEAR EXTENSION OF THIS TRANSPORT AIR SERVICE IS URGENTLY REQUIRED IN ORDER TO ASSIST GOM EMERGENCY SERVICES, UNSCERO, DONORS AND NGOS IN THEIR RELIEF ACTIVITIES.

II) IN APRIL 87, GOM CREATED THE NATIONAL EXECUTIVE COMMISSION FOR EMERGENCY (CENE) TO MANAGE AND MONITOR THE EMERGENCY PROGRAMME. UNDRO WAS REQUESTED TO SET UP A COMPUTERIZED INFORMATION SYSTEM, AMONG OTHERS TO FACILITATE REPORTING TO DONORS ABOUT USE MADE OF THEIR CONTRIBUTIONS.

WITH SUPPORT OF SWISS DISASTER RELIEF UNIT, UNDRO DISPATCHED TO MOZAMBIQUE TWO COMPUTER EXPERTS AND COMPUTER EQUIPMENT. FOLLOWING TASKS INITIATED IN 1987 WILL HAVE TO BE PURSUED IN 1988 WITH APPROPRIATE CO-OPERATION FROM GOM OFFICES AND DONORS:

A) RECORDING ON COMPUTER FULL RELEVANT DATA ON CONTRIBUTIONS, INCLUDING ACTUAL TIME OF ARRIVAL, MODE OF TRANSPORT AND DIS TRIBUTION DETAILS.

B) ESTABLISH COMPUTERIZED DATA ON AFFECTED AND DISPLACED POPULATION, REQUIREMENTS, STORAGE AND LOGISTICAL FACILITIES FOR RELIEF OPERATIONS.

C) TRAINING OF GOVERNMENTAL STAFF ON PROGRAMME MODIFICATIONS AND COMPUTER USE.

THIS WILL REQUIRE HIRING A COMPUTER EXPERT FOR ONE YEAR, WHO WILL WORK IN CENE'S OFFICE.

III) UP TO 30 DISTRICTS WITH LARGE NUMBERS OF AFFECTED AND DISPLACED PEOPLE ARE VIRTUALLY ISOLATED AS THEY ARE NOT LINKED WITH NATIONAL COMMUNICATIONS NETWORK. UNDRO WILL ASSIST IN SETTING UP COMPREHENSIVE SYSTEM OF LONG-RANGE FREQUENCY RADIOS BETWEEN AFFECTED DISTRICTS' CAPITALS, PROVINCIAL CAPITALS AND MAPUTO. THIS WILL PERMIT TRANSMISSION OF INFORMATION ON PREVAILING FIELD CONDITIONS, OUTSTANDING NEEDS, AS WELL AS TIMELY DELIVERY AND DISTRIBUTION OF RELIEF AID.

ACCORDING TO PRELIMINARY GOM ESTIMATE, PROGRAMME WOULD COST APPROXIMATELY US DLRS 400,000. THIS WILL INCLUDE PROVISION OF RADIO TRANSCEIVERS, ANTENNAE, BATTERIES, AND OTHER EQUIPMENT. AN EXPERT WILL REVIEW TECHNICAL AND OPERATIONAL ASPECTS OF THIS PROGRAMME.

IV) FROM AUGUST 1987 TO MARCH 1988, AN UNDRO ROVING EXPERT BASED AT UNSCERO'S OFFICE, MAPUTO, UNDERTOOK SEVERAL MISSIONS WITH WFP AND GOM TO GAZA, INHAMBANE, NIASSA, TETE AND ZAMBEZIA. THIS ACTIVITY WILL BE PURSUED FOR ANOTHER TWELVE-MONTH PERIOD IN ORDER TO ASSIST GOM IN :

A) ASSESSING NUMBER OF PEOPLE AFFECTED AND DISPLACED AT PROVINCIAL AND DISTRICT LEVEL AND THEIR NEEDS WITH REGARD TO HEALTH, EDUCATION, AGRICULTURE, RELIEF ITEMS.

B) IDENTIFYING ON THE SPOT LOGISTICAL MEANS (ROADS, STORAGE CAPACITY, ETC.) TO IMPROVE ACCESS TO AID.

C) DEVELOPING PLANS FOR DISTRIBUTION OF RELIEF AND ENSURING THEIR IMPLEMENTATION.

D) CARRYING OUT OTHER EMERGENCY ASSESSMENTS,IF AND WHEN REQUIRED.

TOTAL COSTS OF THE EXPERT FOR TWELVE MONTHS ARE ESTIMATED AT US DLRS 71,000. THIS INCLUDES PURCHASE AND RUNNING COSTS OF ONE VEHICLE (TO BE SHARED WITH EXPERT MENTIONED IN PARAGRAPH 5, II).

V) IN 1987, UNDRO PROVIDED TO UNSCERO AN UNDRO DELEGATE WHO ACTED AS HIS KEY COLLABORATOR FOR THE EMERGENCY PROGRAMME. THIS DELEGATE'S SERVICES (COSTING US DLRS 60,000 FOR ONE YEAR) CONTINUE TO BE REQUIRED IN ORDER TO:

- ASSIST, ON BEHALF OF UNDRO, UNSCERO IN CO-ORDINATION OF FIELD RELIEF OPERATIONS.

- IDENTIFY AND MONITOR PROJECTS AND PROGRAMMES, IN PARTICULAR UNDRO-FUNDED PROJECTS, IN COOPERATION WITH GOM, UN SYSTEM, DONORS AND NGOS.

- GATHER AND REVIEW DATA FROM GOVERNMENTAL AND FIELD ORGANIZATIONS AND ASSIST IN PREPARATION OF EMERGENCY REPORTS FOR USE OF DONOR COMMUNITY.

- COOPERATE WITH GOM ON ANALYSIS OF DONORS' RESPONSE TO EMERGENCY NEEDS AND ON ASSESSMENT OF OUTSTANDING REQUIREMENTS.

- DIRECT AND SUPERVISE THE WORK OF UNDRO FIELD EXPERTS.

1. FOLLOWING INVITATION ADDRESSED BY UN SECGEN DATED 3 APRIL 1988 TO INTERNATIONAL COMMUNITY, DELEGATIONS FROM 37 COUNTRIES, 2 INTERGOVERNMENTAL ORGANIZATIONS, 10 UN AGENCIES, 41 INTERNATIONAL AND NATIONAL NGOS, AS WELL AS REPS FROM ALL THE PROVINCES AT-TENDED A PLEDGING CONFERENCE IN MAPUTO ON 26-27 APRIL BASED ON APPEAL PREPARED JOINTLY BY GOVERNMENT OF MOZAMBIQUE AND UN ON PRIORITY REQUIREMENTS FOR PERIOD 1988-89.

2. CONFERENCE OPENED BY PRESIDENT JOAQUIM ALBERTO CHISSANO AND CO-CHAIRED BY PRIME MINISTER MARIO MACHUNGO AND USG FOR SPECIAL POLITICAL QUESTIONS, A FARAH.

3. UN SECGEN'S MESSAGE WAS TRANSMITTED, STRESSING NEED TO CON-TINUE EMERGENCY OPERATIONS ON SCALE COMMENSURATE WITH REQUIRE-MENTS OF COUNTRY AND, WHERE POSSIBLE, EMERGENCY ASSISTANCE SHOULD BE INTEGRATED WITHIN FRAMEWORK OF REHABILITATION AND RECOVERY PROGRAMMES.

4. VICE-MINISTER P. RATILAL, CO-ORDINATOR OF NATIONAL EXECUTIVE COMMISSION FOR EMERGENCY, GAVE OVERVIEW OF PRESENT SITUATION AND EMPHASIZED EXTREME HARDSHIPS EXPERIENCED BY DISPLACED AND AF-FECTED POPULATION AS RESULT OF EXTERNALLY INDUCED DESTABIL-IZATION. HE ALSO DETAILED PROGRAMME THAT THE GOVERNMENT WILL LAUNCH WITH ASSISTANCE INTERNATIONAL COMMUNITY. IT IS INTEGRATED INTO THE ECONOMIC REHABILITATION PROGRAMME BEING CARRIED OUT IN THE COUNTRY.

5. DONOR GOVERNMENTS AND REPRESENTATIVES OF UN SYSTEM AND NGOS WHO TOOK THE FLOOR EXPRESSED THEIR UNANIMOUS AND DEEP-FELT SOLIDARITY WITH THE GOVERNMENT AND PEOPLE OF MOZAMBIQUE FOR HUMAN SUFFERING AND PHYSICAL DEVASTATION THEY ARE SUBJECTED TO BY AC-TIONS OF THE EXTERNALLY-SUPPORTED MNR. THE CONFERENCE ENDORSED GOVERNMENT'S APPROACH TO BRIDGE RELIEF AND REHABILITATION. THE GOVERNMENT OF MOZAMBIQUE, UN, AND MANY GOVERNMENT DELEGATIONS ACKNOWLEDGED KEY ROLE OF NGOS WORKING IN THE COUNTRY. THE CON-FERENCE COMMENDED ENERGETIC EFFORTS MADE BY THE GOVERNMENT TO ESTABLISH ADEQUATE MECHANISMS FOR THE CO-ORDINATION AND EXECUTION OF ITS EMERGENCY PROGRAMME.

6. COMMITMENTS FOR EMERGENCY ASSISTANCE ANNOUNCED AT CONFERENCE BY COUNTRIES' REPRESENTATIVES AMOUNTED TO APPROX. US DLRS 272 MILLION. A PRELIMINARY AND TENTATIVE LIST BY COUNTRY IS PROVIDED BELOW. UNDRO NOW VERIFYING THESE DATA AND MATCHING THEM AGAINST REQUIREMENTS/PROJECTS AS OUTLINED IN THE APPEAL DOCUMENT 'PRI-ORITY REQUIREMENTS FOR THE PERIOD 1988-1989'. DUE TO SPECIFIC FRAMEWORK OF THEIR PROGRAMMES, SEVERAL OTHER REPRESENTATIVES COULD NOT AT THIS TIME ANNOUNCE PLEDGES, BUT INDICATED THESE WOULD BE COMMUNICATED SHORTLY.

1. 5.95 MILLION PEOPLE IN MOZAMBIQUE NEED INTERNATIONAL ASSISTANCE. OF THESE, 1.1 MILLION ARE DISPLACED THROUGHOUT COUNTRY. AN ADDITIONAL 800,000 MOZAMBICANS HAVE FLED TO NEIGHBOURING COUNTRIES.

2. AIRLIFTS TO AREAS OF DIFFICULT ACCESS BECOMING INCREASINGLY NECESSARY. ICRC AIRLIFT RESUMED IN SOFALA PROVINCE AS WELL AS ONE FINANCED BY ITALY.

3. 40 PERCENT OF 8,000 DISPLACED IN CASABANANA (GORONGOSA DISTRICT, SOFALA PROVINCE) SUFFERING FROM MALNUTRITION AND FAMINE-INDUCED DISEASES. AREA BEING SUPPLIED BY AIRLIFT.

4. CASSAVA, SECOND MOST IMPORTANT CROP OF THE COUNTRY (3 MILLION TONS PER YEAR), JEOPARDIZED BY MEALY BUG INFESTATION. GOVERNMENT LAUNCHING US DLRS 1,245,000 PROGRAMME TO CONTROL PEST AND DEVELOP RESISTANT CROPS.

5. GOVERNMENTAL NATIONAL EXECUTIVE COMMISSION FOR EMERGENCY (CENE) ESTABLISHING JOINT MECHANISM WITH UNDRO GENEVA FOR REPORTING ON CONTRIBUTIONS AND IDENTIFYING UNMET REQUIREMENTS BY SECTOR AGAINST SECRETARY-GENERAL'S APPEAL OF 31 MARCH 1988 FOR 1988/1989.

8. WITHIN SG'S APPEAL, UNDRO APPEALED FOR USD 938,000 FOR 1988 PROGRAMME. FOLLOWING RECEIPT CANADIAN CONTRIBUTION, USD 552,000 STILL REQUIRED, MAINLY TO ALLEVIATE ISOLATION AFFECTED DISTRICTS THROUGH STRENGTHENING RELIEF RADIO COMMUNICATIONS AND FOR FIELD ASSESSMENTS OF NEEDS AND RESPONSES.

9. WITHIN SG'S APPEAL, UNICEF SEEKING USD 39.4 MILLION TO MEET MOST BASIC NEEDS OF VULNERABLE POPULATION, PARTICULARLY WOMEN AND CHILDREN, IN NON-FOOD SECTORS. PLEDGES AMOUNTED TO USD 7 MILLION IN MAY 1988, LEAVING A SHORTFALL OF USD 32.4 MILLION.

10. IN MAY 1988, PLEDGES AGAINST THE USD 7,714,000 UNHCR PROGRAMME FOR RETURNEES AMOUNTED TO USD 3.5 MILLION, LEAVING A SHORTFALL OF USD 4.2 MILLION.

11. WFP FIELDED MISSION TO CABODELGADO TO ASSESS REPORTED FOOD SHORTAGES AND CROP FAILURE DUE TO SECURITY AND DROUGHT.

NGO'S

12. AIRLIFT OF 1,600 MT OF FOOD AND OTHER RELIEF COMMODITIES TO NIASSA FOR DISTRIBUTION TO 11,000 NEEDY PEOPLE, WHICH WAS SPONSORED BY FOUR NORDIC CHURCHAID AGENCIES AND THE MENNONITE CENTRAL COMMITTEE, WAS COMPLETED IN APRIL 1988 WITH COOPERATION OF WORLD COUNCIL OF CHURCHES AND LOCAL NGO'S IN MALAWI AND MOZAMBIQUE.

13. OXFAM AIRLIFT NIASSA DUE TO START MID-JUNE.

2. GOVT/UNHCR/WFP MISSION TO TETE END JUNE VERIFIED VOLUNTARY REPATRIATION MOZAMBICANS FROM MALAWI AND THEIR DESIRE RETURN TO PLACE OF ORIGIN AND FIND WORK. LARGE NUMBER MOZAMBICANS CONTINUING FLEE TO NEIGHBOURING COUNTRIES.

3. MINISTRY AGRICULTURE OUTLINED LONG-TERM PLANT PROTECTION PROGRAMME TO PREVENT PEST-INFESTATION. FUNDING UNDER NEGOTIATION WITH UNDP AND FAO. SWEDEN TO FINANCE US DLRS 1 MILLION SHORT- TERM INTERVENTION AGAINST MEALYBUG INFESTATION OF MAPUTO AND NIASSA CASSAVA CROPS, THREATENING OTHER PROVINCES.
