Summary of revisions to the operation

Based on National Institute of Meteorology (INAM) forecast Mozambique Red Cross Society (CVM) activated its Early Action Protocol for cyclone on 8 March 2025. The activation of the Cyclone EAP was based on a preapproved trigger, which allowed for a 2-day lead time to address a mitigate or reduce the series of expected cyclone impacts.

The situation in Nampula province, district of Ilha de Mozambique, Mossuril and Angoche raised significant concerns due to the imminent risk of a cyclone making landfall between 22:00 on 9 March and 10:00 on 10 March. The increase in precipitation in this region created a precarious environment, posing threats to both the local population and livestock.

In response to this imminent cyclone, the Mozambican Red Cross decided to activate the Early Action Protocol for Cyclones. This decision was made on 7 March 2025, and confirmed on 8 March following the confirmation of the forecast issued by the INAM that the cyclone had reached 100 km/h.

In the event of cyclone, approximately 100.000 people could be affected in the district of Mossuril and 150.000 people in the district of Angoche. The operation engaged around 65 volunteers.

The early actions concentrated on communities of Mossuril district, identified as the most severely affected by the cyclone, struggling with limited access to essential services. The intervention took two days, between 8 - 9 March and reached approximately 10,000 thousand individuals, including children, women, the elderly, and people with disabilities.

Due to heavy rain, road conditions and logistical constraints, some household items were distributed after the EAP lead time (some 120 hours later). Part of the stock was with the community on the 9 March; however, distribution of shelter tool kit and WASH kit was not possible due to time constraints; since it was already night, making it unsafe to proceed with the distribution.

Activities in Nampula were conducted by 65 volunteers, 3 local staff, 4 HQ staff, 1 GRC, 1 IFRC and 5 INGD government technicians, who reached the risk areas in advance of cyclone.

With this operations update, CVM are requesting a no cost extension to the operational timeframe, instead of ending on 30 June 2025, the operational timeframe will now finish on 31 July 2025.
