Since the beginning of 2025, 26 humanitarian partners delivered cash and voucher assistance (CVA) across Mozambique, disbursing a total of US$27.9 million to support 904,000 people in nine provinces, according to partner reporting. Assistance addressed needs arising from cyclones, conflict and drought. The largest share of funding was allocated to cyclone-affected populations ($12 million), followed by conflict-affected communities ($9 million) and drought-affected areas ($4.5 million). Nampula received the highest allocation overall ($12.9 million), followed by Cabo Delgado ($7.5 million).
Nampula also recorded the highest number of organisations implementing CVA activities (10), largely linked to the Cyclone Jude response. Cabo Delgado, Tete, Gaza, Manica, Niassa, Inhambane and Sofala likewise reported active partners, with the number of organisations per province ranging from one to eight. Paper vouchers accounted for the majority of transfers (67 per cent), followed by mobile money (19 per cent) and e-vouchers (14 per cent).
While not exhaustive of all activities undertaken during the year, these figures reflect continued progress in the scale and coordination of CVA in Mozambique in 2025. Most assistance was delivered through voucher-based modalities aligned with national systems, in close collaboration with INGD, SDPI and local authorities at district and administrative post levels.
Communities consistently expressed strong acceptance of cash as a response modality, reinforcing its relevance and effectiveness. The 2025 experience highlighted the potential to further expand and diversify cash approaches, including the introduction of more flexible, multi-purpose cash assistance in emergency contexts. Strengthened government engagement, improved reporting mechanisms and sustained collective coordination will remain essential to consolidate gains and enhance the effectiveness of CVA in future responses.
