Since the beginning of 2025, 24 humanitarian partners have delivered cash and voucher assistance (CVA) across Mozambique, providing a combined US$23.6 million supporting 956,000 people in nine provinces, based on reporting from humanitarian organisations. The support has targeted needs arising from cyclones, conflict, and drought, with the highest funding allocated to cyclone-affected populations ($11.7 million), conflict-affected communities ($7.5 million), and drought-affected areas ($4.4 million). Nampula received the largest share of assistance ($11.5 million), followed by Cabo Delgado ($7.5 million), overall nationwide.
Nampula recorded the highest number of organisations implementing CVA activities (10), mostly in relation to Jude cyclone humanitarian response. Cabo Delgado, Tete, Gaza, Manica, Niassa, Inhambane, and Sofala also reported active partners, with coverage ranging between one and eight organisations. Paper vouchers accounted for most transfers (71 per cent), followed by e-vouchers (16 per cent) and mobile money (12 per cent).
While this overview does not reflect all activities underway, it demonstrates advances in cash and voucher assistance in Mozambique. At present, most assistance is delivered through voucher-based modalities aligned with national systems, in close collaboration with INGD, SDPI, and local authorities at district and administrative post levels.
Communities continue to express strong acceptance of cash as a response option, highlighting considerable potential for expansion and for introducing more flexible, multi-purpose cash assistance once validated for emergency response. Through stronger government engagement and improved reporting lines and collective coordination, including sustained dialogue on varied cash delivery approaches, this potential can be more fully achieved in the national context.
