CONTEXT

Following the floods that affected Maputo, Gaza and other flood-affected areas of the country, the MLHCP, through its member organizations, especially those involved in Camp Ccoordination and Camp Management (CCCM) and direct field observations and data collection within the scope of the Rapid Gender Analysis (RGA), has been closely monitoring the evolution of the situation in accommodation centers and return areas.

We have observed an accelerated process of closure of accommodation centres across several floodaffected provinces, including Gaza and Maputo, reflecting the Government’s official position to proceed with centre closures, which – while understandable from an administrative and logistical point of view – raises significant concerns regarding the minimum conditions for return and the sustainability of the humanitarian response.

In Maputo Province and City, the process of closing accommodation centers has occurred at an accelerated rate given the start of the school year. In Maputo Province, of the approximately 35 accommodation centers active at the peak of the emergency, only 7 remain active. In Maputo City, of the 29 centers activated, 11 remain operational. This movement has resulted in the return of families to areas that are still flooded or structurally unsafe given the destruction of property, often in contexts where the principle of voluntary return is not consistently assured, and without harmonized criteria for safe return, alongside non-standardized return kits that vary depending on location, centre management or the ad hoc availability of assistance. This context raises significant concerns regarding the quality, equity and sustainability of the ongoing humanitarian response and calls for immediate corrective action.
