The CCCM Cluster in Mozambique has witnessed massive IDP movements out of temporary displacement sites in Metuge district, Cabo Delgado Province in the last one month. The triggers of these movements have been attributed to lack of humanitarian assistance.

The CCCM Cluster have not had the access to the families who have left the four temporary sites, and no one has information as to their destination. Aware of the psychological stresses the IDPs could be in, If IDPs do not receive assistance where they could have moved to rebuild their lives and create sustainable income opportunities, the movement strain will further drive them to take unconventional ways of meeting their daily survival needs.

The lack of humanitarian assistance can indeed serve as a significant push factor for the abrupt return of internally displaced persons (IDPs). In light of this, humanitarian assistance plays a crucial role in addressing the needs and vulnerabilities of displaced populations, and when it is lacking, several negative consequences can arise, compelling IDPs to consider returning to their places of origin prematurely and potentially under unfavorable conditions.
The CCCM Cluster is concerned that these abrupt and unplanned movements of the IDPs is leading to secondary displacement; a phenomenon that can have significant consequences for the affected individuals and their communities. Notably, the likelihood of increased vulnerability whereby the IDPs will face increased exposure to violence, exploitation, and health hazards. Their coping mechanisms and resources may become further depleted, making them even more vulnerable to Sexual violence and exploitation. Most importantly, the children’s education have been disrupted
