ACF emergency response to flood victims in Sofala

Action contre la Faim has been present in Mozambique since 1992 exclusively in Sofala province (logistic base : Beira). We have been implementing in collaboration with the Mozambican NGO Kulima an agricultural program and a comprehensive program with a water and sanitation component, health education and food security. During 1998 and 1999, Action contre la Faim was an active actor in the emergency cholera intervention (treatment centre in Caia, chlorination and health education program in Beira).
After the floods of last February, Action contre la Faim carried out 3 exploratory missions (reports available):
  • on February 26-27 in Buzi district with Médecins du Monde
  • on March 4 and March 8 in Machanga district
  • on March 14-16 in Chibabava district
Action contre la Faim responded with immediate action by disinfecting existing water points and repairing broken handpumps. A base has been set up in Muxungue (Chibabava district)

1/ WATER AND SANITATION

Analyses of water quality, desinfection, chlorination and emergency rehabilitation of water points (3 mobile teams are on the field).

Chlorine solution distribution for family use to households who do not have access to potable water. Education and awareness on chlorine use. Hygiene education. (18 mobile teams managed by the Kulima will cover the 3 districts).

9 pumps have been rehabilitated in Buzi sede, 3 wells have been disinfected and clorinated in Machanga sede, 1 well has been rehabilitated in Magunde (Chibabava district).

2/ FOOD DISTRIBUTION

In Chibabava district, Action contre la Faim is WFP implementing partner. The target beneficiaries are 17.575 flood affected persons.

The first food distribution will take place in Gonda Machaka on March 26 and target 2.500 affected persons.

3/ NON FOOD ITEMS AND SEED AND TOOLS DISTRIBUTION

The target beneficiaries are

3.500 flood-affected families in Chibabava district who will receive non food items and seed and tools.

5.000 flood-affected families in Buzi district for non food items only (seed and tools will be distributed by other NGOs).

  • Non food items kit includes : 5mx4m/135g/m2 plastic sheeting, 1 soap bar, 5 plastic plates, 5 plastic spoons, 2 plastic bowls, 1 big wooden spoon, 5 medium plastic spoons, 1 10 litters cooking pot, 2 blankets, 10m cisal rope, 20 litters plastic jerry can.
  • Seed and Tools kit includes : 10kg maize, 3 kg beans, 5g tomatoes, 5 g cabbage, 1 long knife, 1 hoes, 1 scythe, 1 axe
4/ NUTRITIONAL AND FOOD SECURITY ASSESSMENT

This assessment is carried out by Kirsten Goacher, experimented in nutrition and food security. The objectives are to evaluate the mortality risk, identify malnutrition cases and assess the food security situation in Chibabava, Buzi and Machanga districts. This survey should last 4 to 6 weeks and the final report will be available.

The assessment has started on March 22 in Gonda area (Chibabava district).

5/ FUNDING

Action contre la Faim is supported by ECHO, the SAH (French Humanitarian Emergency Funding), the "Fondation de France".

COORDINATION

Action contre la Faim is closely working with the Mozambican authorities : INGC, DPOPH, DPS, DPA.

To avoid over lapping of activities, Action contre la Faim co-ordinates with the following NGO's :

- In Buzi district : co-ordination with FHI, Red Cross and Austrian Co-operation for non food items, with Concern for water and sanitation activities.

- In Chibabava district : co-ordination with Concern and Mozambican Christian Council for food, non food items and seeds and tools distribution.

- In Machanga district : co-ordination with THW for water and sanitation activities.

- In the 3 districts : co-ordination with MDM which is in charge of the medical activities.
