Ukraine refugee response: Since March 2022, Montenegro has been granting temporary protection to Ukrainians and hosts the largest refugee community relative to its population in Europe.
Asylum: UNHCR supports Montenegro to strengthen asylum procedures, improve reception standards and develop a friendly socio-economic integration environment for refugees.
Statelessness: UNHCR and the authorities are working to close the ex-Yugoslavia refugee chapter and improve statelessness determination procedures.

UNHCR advocates with national authorities to further strengthen identification and referral procedures, improve the decision making process and develop integration prospects to foster self-reliance of refugees.
Statelessness
Montenegro is progressing towards the full implementation of the remaining five out of seven statelessness pledges, by further enhancing the statelessness determination procedure (SDP) and implementing fully functional birth registration procedures for people born in Montenegro.
Ex-Yugoslav refugees
With UNHCR’s assistance, refugees from the former Yugoslavia with unresolved legal status decreased from 319 at the end of 2021 to 45 by end-June 2024; UNHCR aims to resolve all pending cases in 2024.
