DHA-GENEVA SITUATION REPORT NO.1

SITUATION

1. UNSEASONABLY LOW TEMPERATURES AND HEAVY SNOWSTORMS CONTINUE IN AREA OF 150'000 SQUARE KILOMETRES IN ZAVKHAN, GOBI-ALTAI, BAYANKHONG OR AND UMNO-GOBI PROVINCES OF WESTERN MONGOLIA SINCE 14 MARCH, RESULTING IN UP TO 160 CENTIMETRES OF SNOW ON THE GROUND. SNOW NOT LIKELY TO MELT BEFORE MID-MAY. AFFECTED POPULATION OF 100'000 PERSONS LIVES UP TO 500 KILOMETRES FROM PROVINCIAL CENTRES AND LARGE AREAS CAN STILL NOT BE REACHED BY ROAD OR EVEN HELICOPTER. FIRST GOVERNMENT ESTIMATES INDICATE SO FAR LOSSES OF AT LEAST 5 HUMAN LIVES AND 350,000 OUT OF 1,500.000 HEADS OF LIVESTOCK.

APPEAL FOR INTERNATIONAL ASSISTANCE

2. ON 7 APRIL 1993 THE GOVERNMENT OF MONGOLIA REQUESTED THE UNITED NATIONS, THROUGH THE UNITED NATIONS RESIDENT CO-ORDINATOR, TO ISSUE AN APPEAL FOR INTERNATIONAL ASSISTANCE.

NATIONAL RESPONSE

3. GOVERNMENT HAS MOBILIZED OWN EMERGENCY SERVICES AND INITIALLY DISPATCHED 100 CIVILIAN RELIEF WORKERS, 4 HELICOPTERS AND MORE THAN 100 HEAVY MILITARY TRUCKS FOR DELIVERY OF FOOD, WINTER CLOTHES AND ANIMAL FODDER TO AREAS ACCESSIBLE SO FAR. GOVERNMENT HAS MADE COUNTRY-WIDE APPEAL FOR MOBILIZATION OF ALL AVAILABLE RESOURCES.

INTERNATIONAL RESPONSE

4. THE UNITED STATES GOVERNMENT IS PROVIDING USD 25'000 FOR LOCAL PROCUREMENT OF FOOD, CLOTHING AND MEDICAL SUPPLIES THROUGH THE US EMBASSY IN ULAN BATOR.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

5. THE GOVERNMENT SO FAR IDENTIFIED FOLLOWING MOST URGENT NEEDS.

- STAPLE FOOD FOR 4'000 FAMILIES (23'000 PERSONS) FOR 20 DAYS,

- EXTRA WARM CLOTHES FOR AT LEAST 1'000 PERSONS,

- DAIRY PRODUCTS AND FODDER FOR 720'000 HEADS OF ADULT LIVESTOCK AND 200'000 NEWLY BORN ANIMALS,

- AMBULANCE VEHICLES ABLE TO TRAVEL LONG DISTANCE UNDER DIFFICULT ROAD CONDITIONS,

- SHORT WAVE RADIO EQUIPMENT TO RE-ESTABLISH COMMUNICATIONS WITH REMOTE AREAS.

- FUEL SUPPLIES TO REPLENISH THE STOCKS INTENDED FOR AGRICULTURAL WORK IN SPRING AND NOW DEPLETED DUE TO RELIEF OPERATIONS.

SITUATION

1. FURTHER DETERIORATION OF THE SITUATION RESULTED FROM SHARP DROP OF NIGHT TEMPERATURES REACHING MINUS 25 TO MINUS 40 DEGREES CENTIGRADE, COVERING THE AFFECTED WESTERN AREA OF MONGOLIA UNDER A THICK LAYER OF ICE. ACCESS ROADS TO REMOTE AREAS REMAIN BLOCKED. METEORO LOGISTS DO NOT EXPECT SUBSTANTIAL IMPROVEMENT OF SITUATION WHICH THEY DESCRIBE AS WORST IN PAST HALF CENTURY.

2. GOVERNMENT CONFIRMS LOSS OF SO FAR 7 HUMAN LIVES AND 380'000 HEADS OF LIVESTOCK WITH INFORMATION FROM MOST SEVERELY AFFECTED LOCATIONS STILL NOT AVAILABLE. TOTAL LIVESTOCK LOSS ALONE IS NOW ESTIMATED AT USD 10'000'000.

INTERNATIONAL RESPONSE

3. THE FOLLOWING CONTRIBUTIONS HAVE BEEN CONFIRMED IN ADDITION TO THAT OF THE US GOVERNMENT:

4. FOOD REQUIREMENTS DEFINED BY GOVERNMENT:

1'250 METRIC TONS (MT) WHEAT FLOUR,
45 (MT) RICE,
35 (MT) MILLET,
10 (MT) MILK POWDER,
100 MT BUTTER/BUTTER OIL,
40'000 TINS CANNED MEAT,
27 MT TEA BLOCKS.

5. NON FOOD REQUIREMENTS:

30'000 METRES COTTON CLOTH,
6'000 PAIRS WORKING BOOTS,
3'000 PAIRS BOOTS FOR CHILDREN,
70'000 PIECES MATCHES.

6. ALL ABOVE ARE FOR DISTRIBUTION IN BAYANKHONGOR, GOBI-ALTAI AND ZAVKHAN PROVINCES.

5. SPRING PLANTING SEASON EXPECTED TO BE SEVERELY AFFECTED BY WEATHER CONDITIONS AND BY SHORTAGES OF SUPPLIES INCLUDING FUEL, RESULTING NEEDS BEING IDENTIFIED.

SITUATION

1. TEMPORARY RISE IN TEMPERATURE AND RESULTING IN PARTIAL THAW OF SNOW WAS FOLLOWED BY SHARP DROP IN TEMPERATURES. AFFECTED AREAS ARE COVERED WITH THICK SHEET OF ICE WHICH BLOCKS ACCESS TO ANY FOOD FOR THE 1.5 MILLION HEADS OF LIVESTOCK IN THE AFFECTED AREAS. 700'000 HEADS EQUAL NEARLY 50 PERCENT OF YAKS, GOATS, SHEEP AND COWS ARE REPORTED DEAD, RESULTING IN LOSS OF THE ONLY INCOME OF MOST OF THE POPULATION IN THE AFFECTED PROVINCES. INFORMATION FROM REMOTE AREAS STILL NOT FULLY AVAILABLE AS SOME LOCATIONS STILL REMAINING UNACCESSIBLE.

INTERNATIONAL RESPONSE

2. IN ADDITION TO CONTRIBUTIONS OF DHA (EMERGENCY GRANT) AND THE GOVERNMENTS OF THE US AND OF JAPAN, FOLLOWING CONTRIBUTIONS HAVE BEEN REPORTED TO DHA:

UNDP (EMERGENCY GRANT) - (CASH) - USD 50'000

WHO (EM.KITS, SPARES) - (KIND) - USD 67'000

GOVERNMENT OF CHINA - (CASH/KIND) - USD 170'250 (STAPLE FOOD)

GOVERNMENT OF DENMARK - (CASH) - USD 50'000 (THROUGH DHA)

GOVERNMENT OF THE UK - (CASH) - USD 50'000 (THROUGH DHA)

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

3. LARGE UN-MET NEEDS REMAIN FOR THE PROVISION OF ANIMAL FODDER AS WELL AS STAPLE FOOD FOR THE POPULATION WHO HAS LOST ALL INCOME AND FOR RELATED LOGISTICS AS MORE AREAS ARE EXPECTED TO BECOME ACCESSIBLE FOR DISTRIBUTION OF RELIEF GOODS. THE SITUATION IS EXPECTED TO REMAIN CRITICAL FOR A LONG PERIOD AFTER THE ONSET OF LATE SPRING WITHIN THE COMING MONTH.
