Description
The NAMEM has issued several early warnings on snow storms from 10 Feb 2024 that the occurrence of the hazardous storms reaching the maximum speed of 34 m/s in the west, south, central, and east parts of the country. Between 13-17 Feb 2024, there have been a total of 5 heavy snowstorms that occurred in 15 provinces, intensifying the current Dzud/coldwave condition for herder communities directly affecting 251 people and 1 casualty, 42 missing people have been reported as of 17 Feb 2024. From this, 230 people including 63 children, and 81 vehicles that were blocked by the storm have been rescued by the search and rescue team. According to NEMA, there are 3 house roofs, 30 fences, and 7 vehicle windows that have been severely damaged in Govi-Altai (west) province. Regarding the heavy snowstorms, road access between the Capital city in six directions has been closed including Uvurkhangai (central), Umnugovi (south gobi), Dungovi (south), Khentii, Dornod, and Sukhbaatar (east) between 17-18 February 2024 as a preventative measure.
As of the first half of February 2024, the maximum snow thickness is 46cm, the maximum precipitation (snowfall) is 17mm in the west, the air temperature is minimum (-16.6) and maximum (-42) Celsius in the western and central parts of the country. The livestock mortality rate has reached 611,914, and 14,707 herder households are on the Otor movement (internal migration) by 09 February 2024. Additionally, EOC is unable to open road access to 13,573 herder households in remote areas, requiring the government's efforts to clear 38,444-kilometer roads as of 15 February 2024. Ongoing government efforts were made to clear the 23,451-kilometer roads that were blocked by snow. However, the snowstorms and heavy snowfall intensifies the government efforts.
Due to the intensified Dzud/coldwave impact, the Mongolian government has declared a heightened level (second level of Dzud Disaster) of Dzud/coldwave Disaster Readiness nationwide on 14 Feb 2024. The EOC is developing a heightened level of response procedures for the relevant agencies.

As of 17 Feb 2024, a total of 269 out of 271 people affected by the snowstorms have been rescued by a search and rescue team. A total of 39 out of 42 missing people in 18 soums of 9 provinces have been reported as rescued. However, the NEMA search and rescue team has been deployed to 5 locations in Dornod, Sukhbaatar, Khovd, and Tuv provinces to search for the four missing people since 16 Feb 2024.
