Operational Updates
• WFP continued to provide three daily hot meals to refugees in Refugee Accommodation Centres (RACs) across Moldova. In March, WFP supported 1,372 refugees in 24 RACs. In locations with Governmentapproved kitchens, WFP provides commodity vouchers valued at 100 Moldovan Leu (MDL) (~USD 5) per person per day for food purchases. In RACs without kitchen facilities, WFP contracts for catering services to provide meals. In March 2025, eight RACs offered on-site cooking, while 16 used catering services.
• WFP distributed 90 snacks and hot meals to Ukrainian refugees entering Moldova through Palanca and Otaci borders.
• WFP continued to distribute bi-monthly cash-based assistance to Moldovan households hosting Ukrainian refugees, helping to offset some of the accommodation-related financial burdens. In March, WFP assisted 5,003 households (12,443 beneficiaries). Households hosting 1 to 4 refugees received MDL 3,900 (USD 217). Those with more than four received MDL 4,800 (USD 268).
• As part of the Memorandum of Understanding (MoU) between WFP and the Ministry of Labour and Social Protection (MLSP), the partnership aims to improve the RESTART reform ("Reforma sistemului de asistență socială"), which is led by MLSP. The focus is on providing targeted technical support to enhance the national social protection system. This initiative aims to enhance the skills and knowledge of social sector professionals, thereby improving service delivery for vulnerable families, particularly in remote areas.
MLSP identified priority institutions and target groups based on internal capacity assessments for the RESTART reform. In March, WFP held Training for Trainers (ToT) sessions to help social institution professionals train their peers. In total, 2,208 participants took part in the training sessions, which covered all 10 Territorial Agencies for Social Assistance across the country.
