Internal Displacement in Mexico
In the absence of official data, the Internal Displacement Monitoring Centre (IDMC) reported that by the end of 2023, more than 392,000 people in Mexico were internally displaced due to violence. Estimates from the 2024 National Survey on Victimization and Perception of Public Security (ENVIPE) by the National Institute of Statistics and Geography (INEGI) calculate that some 1,006,800 people had to relocate to protect themselves from crime in 2023.
Legislation
At the national level, a general law on internal displacement has been pending Senate approval since 2020. At the state level, there are four laws in Chiapas, Guerrero, Sinaloa, and Zacatecas. Additionally, Chihuahua,
Guerrero, Sinaloa, and Sonora have criminalized arbitrary displacement.
There are also coordination platforms in Chiapas, Chihuahua, Michoacán, and Sinaloa.
