In April 2025, the presence of explosive devices continued to spread significantly. Out of the 74 incidents incidents reported nationwide, 42% occurred in the Ségou region, and 12% in Sikasso and Mopti. Since the beginning of this year, an unprecedented trend in the presence of explosive devices (EDs) has been observed, particularly in central regions.
This month was also marked by this trouble involving humanitarian personnel, notably the armed robbery of an NGO mission in the Kani Bozon municipality (Bankass circle, Bandiagara region). Three staff members onboard were released after being robbed. On April 28, an attack targeting humanitarian actors was reported. Three humanitarian staff and one employee from a government technical service were lost on National Road 16 (RN16) after departing from Sofara (Mopti region). The circumstances of their disappearance remain unclear. In the Ségou region, the use of kamikaze drones in the Niono circle against regular armed forces and civilians has caused panic and fear among the local population, prompting population displacements from Dogofry. Early signs of access restrictions (blockades) emerged in the Toridaga commune (Niono circle), with the destruction of a key bridge on the Tougoucoura–Tigabougou route with threats against residents urging them to abandon their villages. In the Gao region, armed actors—typically active in central Mali—set fire to GSM network infrastructure in the locality of Chabaria, approximately 35 km west of Bourem on the Bourem–Bamba axis (RN33). This incident is expected to disrupt humanitarian cash transfer operations in the surrounding localities. In Mopti, the situation in Boni remained uncertain following intensified military operations in the Haïré commune (Boni area), shortly after the lifting of the access restriction (blockade) in the area. Despite the removal of the blockade, humanitarian actors have not yet gained access to Boni. However, efforts are underway to organize a humanitarian mission in early May. A potential access restriction also looms over the village of Nouh Bozo, located in the Dourou commune, Djenné circle (Mopti region). Since March, this village has been under pressure from armed groups due to its refusal to comply with their directives. This situation may further increase humanitarian needs in the area.
