UNDRO SITUATION REPORT NO. 1
30 MAY 1984

1. GENERAL SITUATION

UNDRO EVALUATION MISSION UNDERTAKEN FROM 10 TO 18 MAY 1984. THE 1983/84 GROWING SEASON SHOWS SIGNS OF SERIOUS TROUBLE. THE CAUSES ARE THE SAME AS FOUND THROUGHOUT AFRICA: VERY LOW RAINFALL, CONTINUING DESERTIFICATION, EXCESSIVE DEFORESTATION, EROSION AND BUSH FIRES. IN ADDITION TO KAYES, TOMBOUCTOU AND GAO, WHICH SUFFER FROM DROUGHT EVERY YEAR, THIS YEAR THE REGIONS OF KOULIKOURO, SEGOU AND MOPTI ARE ALSO FACING GRAVE DIFFICULTIES. OVER TWO MILLION PEOPLE ARE AFFECTED. LARGE-SCALE MIGRATION IS GIVING RISE TO REGIONAL IMBALANCES.

2. REACTIONS OF THE MALIAN AUTHORITIES

IN OCTOBER 1983, THE GOVERNMENT APPEALED FOR INTERNATIONAL ASSISTANCE. IT HAS ALSO ESTABLISHED A NATIONAL COMMITTEE FOR AID TO THE DROUGHT VICTIMS AND STRENGTHENED ITS FOOD POLICY.

3. INTERNATIONAL REACTIONS

A) IN DECEMBER 1983, FAO/WFP EVALUATION MISSION RECOMMENDED, INTER ALIA, AID IN THE FORM OF 90,000 TONS OF GRAIN UNDER REGULAR PROGRAMMES AND 86,000 TONS FOR IMMEDIATE NEEDS. WFP WILL HAVE RECEIVED APPROXIMATELY 100,000 TONS OF GRAIN BY JUNE.

B) UNDP HAS OBTAINED 1,085,000 DOLLARS FROM AN EMERGENCY FUND FOR IRRIGATION PROJECTS AND THE INSTALLATION OF MOTORIZED PUMPS.

C) UNSO IS INSTALLING 150 PUMPS.

D) UNICEF IS ORGANIZING TWO MEDICAL TEAMS FOR GAO AND TOMBOUCTOU. TOTAL FINANCING REQUIREMENTS FOR THE HEALTH ACTIVITIES PLANNED FOR 1984 AMOUNT TO TWO MILLION DOLLARS.

E) FAO IS SEEKING FUNDS FOR THE EMERGENCY SUPPLY OF SEED AND TO HELP THE LIVESTOCK SECTOR. MANY PROJECTS ARE NOW IN THE PROCESS OF BEING FINANCED (25 MILLION DOLLARS).

F) WHO IS CONTINUING ITS CAMPAIGN IN THE AFFECTED AREAS BECAUSE OF THE HIGH MORTALITY RATE ASSOCIATED WITH POCKETS OF MEASLES.

G) SEVERAL NON-GOVERNMENTAL ORGANIZATIONS ARE ACTIVE IN MALI. THEY HAVE FORMED A CO-ORDINATING COMMITTEE. THE LEAGUE OF RED CROSS SOCIETIES HAS APPEALED FOR APPROXIMATELY TWO MILLION DOLLARS FOR AN AID PROGRAMME IN GAO.

4. CONCLUSIONS OF UNDRO MISSION

A) TO IMPROVE THE CO-ORDINATION OF ASSISTANCE AND TO MONITOR A SITUATION THAT MAY DETERIORATE STILL FURTHER, UNDRO IS IMMEDIATELY SENDING A REPRESENTATIVE TO BAMAKO FOR THREE MONTHS.

B) URGENT APPEAL FOR 4,000 TONS OF SEED BEFORE THE END OF JUNE TO PERMIT PLANTING AT APPROPRIATE TIME (CONTACT: FAO/ROME - WAGNER).

C) IMMEDIATE DISPATCH OF 100 TONS OF POWDERED MILK FOR THE WORST AFFECTED AREAS AND 100 TONS OF DRYED MEAT (LOCAL PURCHASE AT 3,500 FM/KG).

D) FIFTY THOUSAND BLANKETS (TEMPERATURE 40 DEGREES CELSIUS DURING THE DAY AND 8 DEGREES CELSIUS AT NIGHT).

E) SUPPORT FOR THE LIST DRAWN UP BY WHO/GENEVA (CONTACT: WHO/ GENEVA - DR. GUNN, OR UNDRO).

F) WITH APPROVAL OF MALI AUTHORITIES, UNDRO TO EVALUATE LOGISTIC SITUATION IN MALI: SHORTCOMINGS, REQUIREMENTS.

5. UNDRO RECOMMENDS THAT POTENTIAL DONORS ACT RAPIDLY AND NOTIFY IT OF THEIR INTENTIONS.

6. DONORS ARE INVITED TO CONTACT UNDRO IF THEY WANT HELP IN ORGANIZING TRANSPORT BY AIR, SEA OR OVERLAND WITHIN THE COUNTRY.

1. GENERAL

FOLLOWING THE ASSESSMENT MISSION CARRIED OUT BY UNDRO IN MAY, AN UNDRO DELEGATE WENT TO BAMAKO TO CO-ORDINATE RELIEF OPERATIONS. ONE THIRD OF THE POPULATION IS SERIOUSLY AFFECTED BY THE DROUGHT.

2. LOGISTICS OPERATIONS

AT THE REQUEST OF THE MINISTER OF THE INTERIOR, UNDRO SENT THREE LOGISTICS EXPERTS, PROVIDED BY THE GOVERNMENT OF SWITZERLAND, TO PLAN AND IMPLEMENT THE TRANSPORT OF FOOD SUPPLIES FROM PROVINCIAL STOCKS, BY INDEPENDENT CARRIERS, TO THE MOST ISOLATED REGIONS. THE EXPERTS ARE OPERATING IN THE DISTRICTS OF KAYES, TIMBUCTU, GAO AND MOPTI.

3. ASSESSMENT MISSION OF 8 AUGUST 1984

AT THE REQUEST OF THE MALI AUTHORITIES, A MISSION COMPOSED OF REPRESENTATIVES FROM UNDRO AND UNDP VISITED THE DISTRICTS OF MOPTI, TIMBUCTU AND GAO. MEETINGS WERE HELD WITH PROVINCIAL AUTHORITIES AT EACH STOP.

- MOPTI (5TH PROVINCE):

RAINFALL LATE AND INFERIOR TO THAT OF 1983 BUT IF THE RAINS CONTINUE HARVEST CAN STILL BE SATISFACTORY. THE ASSESSMENT WILL BE MADE IN SEPTEMBER.

- TIMBUCTU (6TH PROVINCE):

ABOVE-AVERAGE RAINFALL IN CERTAIN DISTRICTS BUT THE IMPACT ON GRAZING MEDIOCRE. RIVER LEVELS FAR BELOW THOSE OF 1983 (THE WORST FOR A CENTURY), THREATENING THE HARVESTS OF RICE AND SORGHO. MEDECINS SANS FRONTIERES HAVE INDICATED HIGH RATE OF MALNUTRITION.

GAO (7TH PROVINCE):

THE MOST AFFECTED AREA. WINTER FODDER NON-EXISTENT FOLLOWING TWO YEARS OF DROUGHT. MASSIVE CATTLE LOSSES, FOOD SITUATION CATASTROPHIC (300,000 PERSONS AFFECTED). PROVINCIAL AUTHORITIES HAVE REQUESTED LOGISTICS SUPPORT TO TRANSPORT 2,000 TONS OF SORGHO, TO BE DISTRIBUTED BETWEEN ANSONGHO, BOUREM, KIDAL, GAO AND MENAKA. COST OF THE OPERATION: US DLRS 36,000. GOVT OF SWITZERLAND HAS DONATED US DLRS 17,000, UNDRO US DLRS 5,000 AND THE BALANCE OBTAINED FROM THE PROCEEDS OF EEC FOOD AID SALES.

4. SITUATION REPORTED PRECARIOUS IN NIORO: REPRESENTATIVES FROM CANADA, UNDRO AND EEC WILL VISIT THE AREA ON 19 AND 2O AUGUST.

SITUATION

1. UNDRO DELEGATE REPORTS GENERAL SITUATION VERY SERIOUS DUE TO LATE RAINS IN MAY/JUNE, ONLY TEMPORARY IMPROVEMENT IN JULY. DRY AUGUST IN MOST PARTS OF COUNTRY, TOMBOUCTOU AND BAMAKO EXCEPTED. IMPACT VERY HEAVY ON GRAZING AND LIVESTOCK. FOR LATTER ESTIMATED LOSSES 50 PER CENT IN GAO AND KAYES. HARVEST ALSO SEVERELY AFFECTED. FAO REPORTS OUTLOOK FOR LIVESTOCK AND 1984 HARVEST LESS FAVOURABLE THAN FOR 1983 SEASON. FORTHCOMING WEEKS CRUCIAL.

2. FURTHER JOINT GOVERNMENT/UNDRO/DONOR FIELD MISSIONS. IMMEDIATE DISTRIBUTION APPROX. 5,000 T. ADDITIONAL FOODSTUFFS IN GAO REGION FOR MOST VULNERABLE POPULATION WITH SUPPORT SWISS DISASTER CORPS AND NGOS. SIMILAR ACTION DECIDED UPON FOR NIORO AREA.

3. CO-ORDINATING MECHANISM HAS BEEN ESTABLISHED AT MINISTRY OF INTERIOR WITH SUPPORT OF UNDRO AND PARTICIPATION DONORS AND NGOS TO CO-ORDINATE EVALUATION OF NEEDS AND EXECUTION INTERNATIONAL RELIEF PROGRAMMES.

4. UN/GOVERNMENT/DONORS/NGO MEETING HELD 23 AUGUST. NEED FOR PREVENTIVE ACTIONS IN CERTAIN DESTITUTE REGIONS WAS RECOGNISED TO AVOID DRASTIC WORSENING OF SITUATION. BUDGET FOR APPROX. US DLRS 1,200,000 AND DETAILED PROGRAMMES PREPARED BY MALI/NGO COORDINATION COMMITTEE WILL SOON BE AVAILABLE.

5. CAPACITY PRIVATE TRANSPORT SECTOR BEING EVALUATED WITH SWISS HELP TO ALLOW GOVERNMENT AND UNDRO TO DEVELOP NATIONAL RELIEF TRANSPORTATION PLANS. FURTHER INFORMATION WILL FOLLOW.

6. IN CO-OPERATION WITH UN VOLUNTEERS PROGRAMME, UNDRO PLANS TO APPOINT 4 UNV'S TO ASSIST UNDRO/UNDP REPRESENTATIVE, INTERIOR MINISTRY AND REGIONAL COMMITTEES TOMBOUCTOU AND GAO. WHILE SALARIES ARE COVERED BY UNDP FUNDS, FINANCING FOR APPROX. US DLRS 90,000 IS REQUESTED FOR 3, 4-WHEEL DRIVE VEHICLES AND OPERATIONAL EXPENSES OVER 12 MONTHS. DETAILS WILL BE FURNISHED TO INTERESTED DONORS.

1. JOINT MISSION UNDRO/ASC (SWISS DISASTER CORPS) VISITED DROUGHT AFFECTED AREAS IN GAO AND MOPTI REGIONS.

2. AS A RESULT OF SCARCE AND IRREGULAR RAINFALL 84 (SITREPS 2-3) HARVEST INSUFFICIENT. FAO/WFP/UNDRO MISSION PRESENTLY EVALUATING AGRICULTURAL PRODUCTION AND LIVESTOCK. IT APPEARS THAT CONTINUING EMERGENCY AID NEEDED ESPECIALLY FOR DESTITUTE NOMADIC POPULATIONS IN SAHEL WHICH EXHAUSTED RESOURCES FOR FOOD PURCHASES. POPULATION OF MOST AFFECTED REGIONS (KAYES, TIMBUCTOU, GAO) APPROX 1.5 MILLION PEOPLE.

3. ACCORDING TO SURVEY BY MEDECINS SANS FRONTIERES (MSF), SERIOUS NUTRITIONAL DEFICIENCIES IN AFFECTED AREAS. PERCENTAGE OF CHILDREN 0-5 YEARS FOUND BELOW 80 PER CENT OF NORM OF WEIGHTHEIGHT RATIO AS FOLLOWS: TIMBUCTOU: 18-52 PER CENT, GOURMARHAROUS: 27-70, DIRE: 12-47, NIAFUNKE: 7-18, GOUNDAM: 15-38, NARA: 10-34.

4. ASSISTANCE ALSO NEEDED TO PROVIDE BASIC MEANS OF PRODUCTION TO THE DROUGHT-STRICKEN POPULATION WHOSE RESOURCES HAVE BECOME COMPLETELY EXHAUSTED: TOOLS, SEEDS, DRILLING FOR MARKET GARDENING.

5. LOGISTICs OPERATION (SITREP 2) CONDUCTED BY UNDRO/ASC TEAM WILL BE COMPLETED SECOND HALF OCTOBER. DETAILED INFORMATION ON RESULTS WILL FOLLOW.

6. VERY PRECARIOUS CONDITIONS OF GAO FERRY CUTS OFF THAT REGION FROM REST OF COUNTRY WITH SERIOUS ECONOMIC LOSSES ON TOP OF THOSE CAUSED BY DROUGHT. CONSTRUCTION OF 2 FERRIES (60 T. EACH) VERY URGENT IN ORDER TO COMPLETE MAIN ROAD LINK MOPTI-GAO (COULD POSSIBLY BE CARRIED OUT LOCALLY IN KOULIKORO, ENGINES TO BE IMPORTED).

7. FOOD AID SITUATION ACCORDING TO WFP AT 15.10.84: TONNAGE RECEIVED OR DUE MT 171,400 (EQUIVALENT TO CEREALS MT 182,400). 83/ 84 NEEDS WERE SET AT MT 193,000 BY 1983 FAO/WFP MISSION. DEFICIT MT 10,600 WITH MT 14,000 DUE NOV/DEC. 84.

SITUATION

1. UNDRO/WFP/FAO MULTI-DONOR MISSION: THREE TEAMS, TO STUDY IN PARTICULAR STOCK-BREEDING, AGRICULTURAL PRODUCTION, EMERGENCY RELIEF/LOGISTICS, COMPLETED THEIR FIELD SURVEY. MISSION CONSIDERED AGRICULTURAL PRODUCTION INFERIOR TO THAT OF 1983. TOTAL FOOD AID REQUIRED: 202,000 MT. CEREALS PLUS 2,000 MT. DSM WHICH WOULD INCLUDE, AMONG OTHERS, 10,000 MT. OF CEREALS FOR EMERGENCY STOCKS AND 100,000 MT. CEREALS FOR THE NATIONAL RELIEF COMMITTEE FOR DROUGHT VICTIMS, OF WHICH 30,000 MT. OF CEREALS PLUS 2,000 MT. DSM FOR FREE DISTRIBUTION.

2. PRACTICALLY ALL NORTHERN REGIONS DISASTER STRICKEN AND THE POPULATION SITUATION EXTREMELY WORRYING NECESSITATING AN INCREASE IN DISTRIBUTION OF FREE FOOD. IN PARTICULAR DISTRIBUTION AT THE DISTRICT/VILLAGE LEVELS SHOULD CONTINUE, AND EVEN BE INCREASED.

3. CRITICAL PERIOD FOR BRIDGING THE GAP IN 1985 WILL START IN APRIL (1-2 MONTHS EARLIER THAN IN 1984). CONSEQUENTLY THE ARRIVAL OF INTERNATIONAL RELIEF SHOULD BE ADVANCED.

4. SEED REQUIREMENTS ANNOUNCED IN OUR SITREP NO. 4 CONFIRMED BY URGENT REQUEST FROM NGO/CO-ORDINATION COMMITTEE FOR 100 MT. POTATO SEEDS FOR CULTIVATION NEAR PONDS, WATER HOLES, RIVERS. FINANCING NECESSARY FOR PURCHASE (US DLRS 30,000), AIR TRANSPORT (US DLRS 100,000) AND INTERNAL DISTRIBUTION (US DLRS 10,000). DONORS, EVEN THOSE WISHING TO MAKE A PARTIAL CONTRIBUTION TO THIS APPEAL, ARE REQUESTED TO CONTACT UNDRO IMMEDIATELY.

5. GIVEN THE PRESENT DELAY OF AROUND 5 DAYS, TRANSPORT CAPACITY OF GAO FERRY SHOULD BE INCREASED TO 125 MT./DAY. POSSIBLE LOCAL CONTRUCTION OF 40 MT. FERRY. ESTIMATED COST INCLUDING MOTOR: US DLRS 150,000.

PROGRAMME VALUED AT 4,200,000 SWISS FRANCS. FINANCING RECEIVED: 5,500,000 SWISS FRANCS (FROM EEC AND NATIONAL SOCIETIES). LRCS STUDYING POSSIBILITY OF NEW APPEAL FOR 4,000 MT. RICE IN FAVOUR OF 100,000 ADULTS.

1. FREE DISTRIBUTION OF CEREALS - GAO REGION

AS INDICATED IN SITREP NO. 2 PARA 3 AND SITREP NO. 4 PARA 5, AT THE REQUEST OF THE GOVERNMENT, A LOGISTICS OPERATION DIRECTED BY UNDRO AND ASC WAS CARRIED OUT IN GAO TO DISTRIBUTE 2,000 TONS OF CEREALS. THIS QUANTITY HAS BEEN SHARED OUT IN EACH CIRCLE (DEPARTMENTS) AND THE CEREALS IMMEDIATELY DISTRIBUTED TO THE POPULATION. ON THE BASIS OF AN AGREEMENT MADE WITH ROAD TRANSPORTERS CO-OPERATIVE OF GAO, PRIVATE VEHICLES WERE USED FOR TRANSPORTATION THANKS TO CONTRIBUTIONS BY ASC, USAID, CNAVS AND UNDRO, THIS PROJECT WAS COMPLETED IN NOVEMBER.

2. UNDRO DELEGATE'S MISSION TO MENAKA, GOSSI, TIMBUCTOO AND MOPTI, 16 TO 23 NOVEMBER

(A) MORE THAN 400,000 DROUGHT-AFFECTED IN GAO REGION (25 PER CENT TOTAL POPULATION). MONTHLY EMERGENCY AID NEEDS ESTIMATED AT 4,000 TONS, OF WHICH 3,000 TONS FOR FREE DISTRIBUTION, AND IN A FEW MONTHS' TIME, 6,000 TONS, OF WHICH 4,000 FOR FREE DISTRIBUTION. THE REGROUPING AROUND GAO OF APPROX 15,000 PEOPLE WITH NO RESOURCES IS BECOMING ALARMING. THEY RECEIVE VERY LITTLE AID. OUTBREAKS OF MEASLES IN THESE CAMPS CAUSING DEATHS.

(B) MOPTI REGION - NO RICE HARVEST - SITUATION SERIOUS - 500,000 AFFECTED. POPULATION REGROUPED AROUND THE TOWN IS ESTIMATED AT 72,000 AND AROUND GOSSI AT 10,000.

(C) TIMBUCTOO REGION - 170,000 CONSIDERED DISASTER-STRICKEN. VERY LITTLE POPULATION REGROUPED AROUND TOWNS.

(D) GENERAL CONCLUSIONS: URGENT NEED LARGE QUANTITIES FREELY DISTRIBUTED FOOD IN GAO, MOPTI, AND TIMBUCTOO REGIONS. FREE DISTRIBUTION OF EMERGENCY AID AT REGIONAL AND VILLAGE LEVEL WOULD BE ADMINISTERED PREFERABLY BY ORGANIZATIONS SPECIALIZING IN LOGISTICS AND SUPERVISON OF DISTRIBUTION.

3. FAO/WFP/UNDRO MISSION

MISSION REPORT WILL BE ISSUED SHORTLY. DETAILS OF THE CONCLUSIONS (UNDRO SITREP NO. 5, PARA 1) ARE AVAILABLE EITHER FROM UNDRO/ GENEVA OR FAO/OSRO/ROME.

1. THE MALIAN AUTHORITIES HAVE CONFIRMED, THROUGH THE INTERMEDIARY OF THE UNDRO DELEGATE, THAT THE SITUATION IN MOPTI AND GAO, WHERE 900,000 PEOPLE ARE DISASTER-STRICKEN, IS VERY SERIOUS. IMMEDIATE AID OF 4,000 TONS OF CEREALS IS URGENTLY NEEDED FOR THESE TWO REGIONS. AT PRESENT THERE REMAINS 1,420 T. IN MOPTI AND 830 T. IN GAO.

2. THE REPORT OF THE FAO/WFP MISSION OF THE EVALUATION OF THE FOOD SITUATION IN MALI, IN WHICH UNDRO HAS PARTICIPATED, WILL BE PUBLISHED AS SOON AS POSSIBLE.

3. THE EMERGENCY PROGRAMME TO PROMOTE MARKET GARDENING IN THE AFFECTED ZONES AMOUNTS TO 247,000,000 CFA (APPROX US DLRS 525,531) FOR EQUIPMENT (INCLUDING THE MOTOR-DRIVEN PUMPS), 150,000,000 CFA (APPROX US DLRS 319,148) FOR SEEDS AND 13,000,000 CFA (APPROX US DLRS 27,659) FOR PESTICIDES.

2. FURTHER TO FAO/WFP/UNDRO MISSION'S ESTIMATE OF FOOD AID NEEDS FOR 84/85 AT 202,000 MT CEREALS (SITREP 5 PARA 1), WFP INFORMS PLEDGES ANNOUNCED BY DONORS TOTAL 81,500 MT, OF WHICH 36,000 MT ARRIVING BETWEEN JANUARY/MARCH 85.

3. FAO/WFP/UNDRO MISSION ALSO RECOMMENDED THREE PRIORITY ACTIONS:

A) FREE EMERGENCY AID TO FARMERS AND DESTITUTE PEOPLE.

B) REHABILITATION CEREAL PRODUCTION CAPACITY WITH SUPPLY OF 24,000 MT SEEDS, DRAUGHT ANIMALS AND TOOLS.

C) CHANGE OF AGRICULTURAL PRODUCTION SYSTEM TO PUMPING IRRIGA TION, CULTIVATION OF NIGER BANKS, LAND UTILIZATION IN SOUTH MALI.

4. SITUATION IN GAO REGION OF PARTICULAR CONCERN WITH NEED FREE DISTRIBUTION RELIEF NEEDS TO 70,000 PEOPLE STARTING FEBRUARY. CEREAL STOCKS AVAILABLE INSUFFICIENT, TO BE INCREASED. ALSO MEDECINS SANS FRONTIERES REQUIRES URGENTLY AT LEAST 40 MT DSM TO RESPOND TO NUTRITIONAL DEFICIENCY VULNERABLE GROUPS IN NUMEROUS 'CERCLES' WHO CANNOT BE ASSISTED DUE TO LATE ARRIVAL 100 MT DSM. AIRFREIGHT TO BE CONSIDERED.

LOGISTICS

5. INTERNATIONAL AID TABLES AND DISTRIBUTION PLANS TO 'CERCLES' ARE KEPT UP-TO-DATE BY UNDRO DELEGATES, IN LINE WITH FAO/UNDRO/ WFP MISSION'S RECOMMENDATIONS WHICH UNDERLINED GREAT IMPORTANCE OF:

A) DISTRIBUTION OF FOOD AID SHIPMENTS VIA DAKAR, ABIDJAN AND LOME ACCORDING TO DESTINATION POINTS IN MALI. FOR GAO REGION PORT OF LOME TO BE USED EXCLUSIVELY. DONORS ARE THUS REQUESTED TO INFORM UNDP/UNDRO/WFP IN BAMAKO DIRECTLY OR THROUGH THEIR HEADQUARTERS, OF EXACT ARRIVALS SCHEDULE AND DESTINATION OF RELIEF AID APPROVED OR BEING CONSIDERED.

B) INTERNAL DISTRIBUTION PLANS BY 'CERCLE' TO BE ADJUSTED ON BASIS MOVEMENT NEEDY POPULATION.TO THIS END TEAM OF FOUR UNV'S WITH POSSIBLE REINFORCEMENT BY NETHERLANDS VOLUNTEERS AND SWISS EXPERTS WILL BE OPERATIONAL STARTING FEBRUARY 1985 TO COVER AFFECTED REGIONS IN ADDITION TO NGO REPRESENTATIVES ON THE FIELD WHO, HOWEVER, LACK TRANSPORTATION MEANS.

6. DONORS TECHNICAL COMMITTEE IN BAMAKO UNANIMOUSLY RECOGNIZED IMPORTANCE TO PROVIDE ABOVE MENTIONED TRANSPORTATION MEANS. 4 WD VEHICLES WITH TRAVEL, FUEL AND MAINTENANCE FUNDS NEEDED. BUDGET US DLRS 15,000 FOR PURCHASE AND US DLRS 2,000 MONTHLY COSTS. TOTAL FOR 6 MONTHS: US DLRS 27,000 X 5-10 VEHICLES.

HEALTH PROBLEMS DEVELOPED RESULTING FROM INFLUX AFFECTED POPULATION IN SOUTH AND AROUND CITIES. 1,000 MT CEREALS STOCKED IN MOPTI HAD TO BE URGENTLY TRANSPORTED TO GAO AND TIMBUCTOO WHERE NEEDS PARTICULARLY PRESSING.

2. ACCORDING TO WFP/ROME, 40,000 MT FOOD AID, IN PORTS DAKAR, ABIDJAN AND LOME, AWAITING TRANSPORTATION TO MALI. EXPECTED ARRIVALS FOR MALI IN MAY-JUNE WILL TOTAL 64,500 MT CEREALS. STOCKS AVAILABLE IN MALI INSUFFICIENT UP TO NOW TO COVER PRESENT NEEDS.

RELIEF NEEDS

3. MEDECINS SANS FRONTIERE (MSF) STARTED EXECUTION OF DECENTRALIZED ACTION PROGRAMME DESIGNED TO ALLOW ACCESS TO MEDICAL CARE INCLUDING VACCINATIONS BY NEEDY POPULATION, THROUGH PROVISION OF NECESSARY SUPPLIES FOR PREVENTIVE AND CURATIVE CARE TO LOCAL HEALTH PERSONNEL AND SUBSEQUENT REGULAR REPLENISHMENT. OUT OF 6-MONTH'S BUDGET OF US DLRS 958,000, US DLRS 463,000 ALREADY FINANCED BY FRANCE (GOVERNMENT AND NGO'S), NETHERLANDS, SWITZERLAND, EEC, UNICEF, UNDRO AND OXFAM (UK).

4. DONORS IN POSITION TO FINANCE THIS URGENT PROGRAMME ARE INVITED TO CONTACT UNDRO. MEDICAMENTS AND VACCINS (US DLRS 251,000), STAFF (US DLRS 16,400), LOGISTICS AND TRANSPORTATION (US DLRS 148,000), LOCAL STRUCTURES SUPPORT (US DLRS 79,000) REMAIN TO BE FUNDED.

5. SUPERVISION OF DISTRIBUTION AND USEFULNESS OF ALL INTERNATIONAL RELIEF ARE DEPENDENT ON MOVEMENT POSSIBILITIES OF REGIONAL TEAMS: TO THIS END DONORS ARE INVITED TO CONSIDER PROVISION OF FOUR 4WD VEHICLES FOR RELIEF AGENCIES. VETERINAIRES SANS FRONTIERE REQUEST US DLRS 53,000 FOR CONTINUATION DRIED MEAT PROGRAMME WHICH PROVED VERY BENEFICIAL IN PROVIDING SUBSISTANCE MEANS TO POPULATION.

6. LRCS' NUTRITIONAL PROGRAMME NOW ASSISTING 290,000 PEOPLE IN GAO. LEAGUE NEEDS ADDITIONAL CONTRIBUTIONS FOR SFR 5.4 MILLIONS TO CONTINUE PROGRAMME FROM MAY TO SEPTEMBER.

SITUATION

1. GENERAL CONDITION OF DROUGHT-STRICKEN POPULATION KEEPS DETERIORATING AS CRITICAL PERIOD PRECEDING NEXT HARVEST BEGINS AND FAMILY RESERVES RUNNING OUT RAPIDLY. SEASONAL RAINS NOT YET ARRIVED. HEALTH SITUATION MORE AND MORE CRITICAL BECAUSE OF INCREASED VULNERABILITY OF UNDERNOURISHED POPULATION.

2. DUE TO DELAY IN TRANSPORTATION OF RELIEF ASSISTANCE TO MALI (AVERAGE 15,000 MT/MONTH FOR LAST THREE MONTHS), STOCKS IN REGIONS ARE EXTREMELY LOW. EXCEPTIONAL MEASURES MIGHT THEREFORE BE NECESSARY TO CREATE SUFFICIENT DECENTRALISED RESERVES BEFORE RAINY SEASON.

3. WFP REPORTS UP TO 11 JUNE 85, 72,000 MT CEREALS SHOULD HAVE BEEN TRANSPORTED TO MALI FROM DAKAR, ABIDJAN, LOME AND ADDITIONAL 23,000 MT EXPECTED BEFORE END JUNE. PRESENT OFFTAKE CAPACITY TO MALI 21,000 MT/MONTH BEING INCREASED. WFP REQUESTS THAT ALL SHIPMENTS BE SENT TO ABIDJAN.

4. INTERNAL DISTRIBUTION ALSO DELAYED DUE TO LACK OF VEHICLES AND BAD CONDITION OF ROADS.

HEALTH

5. CHOLERA EPIDEMIC SITUATION WORSENING: 1,085 CASES RECORDED IN 85 (296 DEATHS) (TOTAL SINCE 1984: 2,878 CASES OF WHICH 704 DEATHS). WORST-HIT REGIONS ARE: MOPTI, TIMBUKTU AND SEGOU.

IN FACT FIGURES MIGHT BE HIGHER AS COMMUNICATION WITH REGIONS DIFFICULT. PROSPECTS PARTICULARLY WORRYING AS RAINY SEASON WILL WORSEN HEALTH SITUATION AND FURTHER ISOLATE POPULATION IN REGIONS. THIS CALLS FOR RAPID UPGRADING OF DECENTRALIZED RELIEF STOCKS.

PRIORITY OBJECTIVES

6. IMMEDIATE CONCERTED ACTION NECESSARY TO ENSURE:

A) CONSIDERABLE INCREASE IN EMERGENCY STOCKS IN SUBREGIONS PARTICULARLY IN REGIONS TIMBUKTU (TO BE CUT OFF BY RAINS), GAO KAYES, MOPTI. 4,000 MT TO BE TRANSPORTED TO TIMBUKTU BEFORE END JUNE.

B) STIMULATION OF AGRICULTURE AND MARKET GARDENING PRODUCTION AS RAINS WILL ALLOW IT.

C) PREVENTIVE AND CURATIVE HEALTH CARE.

D) PROVISION OF SAFE WATER FOR POPULATION NEEDS AND MARKET GARDENING.

E) CREATION OF INCOME GENERATING ACTIVITIES.

7. NEEDS TO BE COVERED:

A) SEEDS (TO BE DISTRIBUTED BEFORE MID-JULY):

- MILLET/SORGHUM/MAIZE 3,589 MT - SORGHUM AND MAIZE AVAILABLE IN IVORY COAST (FOUR WEEKS DELAY)

- RICE 2,031 MT PARTIALLY AVAILABLE IN NIGER.

B) INCREASE IN INTERNAL TRANSPORTATION CAPACITY FOR SECONDARY DISTRIBUTION: 60 TO 80 MEDIUM-DUTY TRUCKS PART OF WHICH FOURWHEEL DRIVE.

C) HEALTH - SEE MEDICAL PROJECTS PROPOSED IN SITREP NO. 9 OF 2 MAY 1985, PARAS. 3 TO 7.

D) NEED OF AIR TRANSPORTATION TO BE CONSIDERED FOR SELECTED RELIEF ITEMS SUCH AS SEEDS TO AREAS WHERE NEEDS ARE PARTICULARLY ACUTE.

THE FOLLOWING SITUATION REPORT IS ISSUED IN CONSULTATION WITH THE UNITED NATIONS OFFICE FOR EMERGENCY OPERATIONS IN AFRICA (OEOA).

SITUATION

1. UNDRO RESIDENT REPRESENTATIVE REPORTS THAT JULY RAINS WERE SUFFICIENT AND WELL DISTRIBUTED. AGRICULTURAL PRODUCTION WILL BE LIMITED DUE TO NON-COVERAGE SEEDS REQUIREMENT (SEE SITREP NO. 10, PARA 7, 14 JUNE 85). ACCORDING TO FAO GERMINATION IS NORMAL.

2. POPULATION RETURNING TO AREAS OF ORIGIN. HEALTH CONDITIONS DETERIORATING.

3. ACCORDING TO WFP 148,000 MT CEREALS ARRIVED IN MALI AGAINST 252,000 MT PLEDGED. APPROX 48,000 MT AWAITING OFF-TAKE FROM HARBOURS AND AT LEAST PART WILL REACH DESTINATION ONLY AT HARVEST TIME. CONSEQUENTLY APPROPRIATE MEASURES WILL HAVE TO BE TAKEN TO PROTECT LOCAL PRODUCTION.

LOGISTICS

4. INTERNAL TRANSPORT AND DISTRIBUTION TO NEEDY POPULATION ARE SERIOUSLY HAMPERED BY CONDITION OF TRACKS DUE TO RAINS AND SEVERAL DISTRICTS ARE CUT OFF. LACK OF TRUCKS AND FUEL SLOWS DOWN DISTRIBUTION. SUPPLY TO TIMBUCTOO IS PARTICULARLY CRITICAL. RIVER NIGER NAVIGABLE DOWNSTREAM FROM MOPTI.

5. ALGERIAN AIRLIFT USING 4 C-130 AIRCRAFT CARRIED 630 MT CEREALS FROM MOPTI TO TIMBUCTOO BETWEEN 21 JUNE AND 11 JULY. AIRLIFT RESUMED BETWEEN 25 JULY AND 5 AUGUST WITH TARGET OF 1,000 MT.

6. ITALIAN AIRLIFT STARTED 29 JULY WITH ONE DC8 AIRCRAFT FROM DAKAR TO BAMAKO, CAPACITY APPROX 80 MT PER DAY FOR ONE MONTH. WILL BE FOLLOWED BY ONE C-130 AIRCRAFT FROM BAMAKO TO GAO FROM 6 TO 12 AUGUST (900 MT EXPECTED) AND TO TIMBUCTOO STARTING 13 AUGUST (900 MT EXPECTED).

7. TRUCK FLEET MANAGED BY UNDRO/ASC INCLUDING 18 TRUCKS, GIFT OF ITALY, AND 20 TRUCKS, GIFT OF OPEC (OF WHICH 10 RENTED TO CARE), PARTICIPATING IN SECONDARY DISTRIBUTION IN CO-ORDINATION WITH ABOVE-MENTIONED AIRLIFTS.

SITUATION REPORT NO. 12

THIS SITUATION REPORT IS ISSUED IN CONSULTATION WITH OEOA.

1. AT THE INVITATION OF THE GOVERNMENT OF MALI, THE UN DISASTER RELIEF CO-ORDINATOR, ACCOMPANIED BY THE CHIEF OF THE RELIEF AND PREPAREDNESS BRANCH, VISITED MALI FROM 14 TO 19 OCTOBER. THE COORDINATOR VISITED THE REGIONS OF TIMBUCTOO AND GAO, AND ON 15 OCTOBER 1985, MET WITH PRESIDENT MOUSSA TRAORE.

2. THE SALIENT POINTS ARISING FROM THIS MISSION WERE THE RECOGNITION OF THE VITAL IMPORTANCE OF INTERNATIONAL ASSISTANCE RENDERED TO THE DROUGHT-AFFECTED POPULATION IN MALI SINCE MAY 1984 (AMOUNTING TO US DLRS 126 MILLION CONTRIBUTED BY 16 GOVTS AND 44 INTER-GOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS) AS WELL AS THE PRESENT NEED TO ENSURE AN EFFECTIVE TRANSITION FROM EMERGENCY ASSISTANCE TO DEVELOPMENT.

SITUATION

3. RAINFALL REGISTERED IN 1985 UNTIL MID-OCTOBER 85-120 PER CENT OF LONG-TERM AVERAGE. MOST CROPS BEING HARVESTED OR ABOUT TO BE HARVESTED. FAO CROP ASSESSMENT MISSION ESTIMATED TOTAL CEREAL PRODUCTION FOR 1985/86 MARKETING YEAR PROVISIONALLY AT 1,171,000 MT COMING CLOSE TO 1981/82 RECORD LEVELS. IN GAO AND TIMBUCTOO REGIONS RAINFALL BELOW AVERAGE AND HARVEST PROSPECTS LESS FAVOURABLE. MULTIPLYING GRASSHOPPER POPULATION IN NORTH-WESTERN AREAS (NIORO, NARA, MOPTI) SPREADING TO TIMBUCTOO REGION CAUSING DAMAGE TO CROPS. BIRD INFESTATION REPORTED IN CENTRAL DELTA.

4. GOOD CONDITIONS OF PASTURES AND LIVESTOCK IN MOST AREAS. PASTURE CONDITION POOR NORTH AND NORTH-EAST OF HOMBORI.

5. PART OF DISPLACED POPULATION RETURNED TO THEIR AREAS OF ORIGIN.

6. SITUATION STABILIZED WITH RESPECT TO MENINGITIS AND MEASLES. VACCINATION AGAINST MEASLES AND TUBERCULOSIS CONTINUING THROUGHOUT THE COUNTRY. CHOLERA EPIDEMIC BEING PROGRESSIVELY CONTAINED (SEP- TEMBER: 121 CASES, 17 DEATHS, AUGUST: 115 CASES, 23 DEATHS, JULY: 466 CASES, 90 DEATHS).

7. LARGE-SCALE FREE DISTRIBUTIONS BEING PHASED OUT BY END OCTOBER TO PROTECT LOCAL AGRICULTURAL PRODUCTION. SUPPLEMENTARY FEEDING REDUCED. LATE FOOD AID WILL BE USED MAINLY FOR FOOD FOR WORK PROGRAMMES. CONTINUED NEED FOR FREE DISTRIBUTION AND NUTRITIONAL PROGRAMMES BEING EVALUATED.

NATIONAL AND INTERNATIONAL RESPONSE

8. CONDITIONS OF ROAD NETWORK SLIGHTLY IMPROVED. MAIN TRANSPORT UNDERTAKEN ON RIVERS. PERSISTENT DELAYS IN FUEL SUPPLY AFFECTING TRANSPORT OPERATIONS.

9. AS AT 29 OCTOBER, 206,000 MT OF CEREAL FOOD AID ARRIVED IN MALI WHICH IS 82 PER CENT OF 250,000 MT PLEDGED. 4,800 MT OF NON-CEREALS DELIVERED AGAINST 6,700 MT PLEDGED. FOOD AID BACKLOG IN PORTS, AND FOOD AID EXPECTED IN NOVEMBER AMOUNTING TO 25,650 MT.

10. UNTIL END OF SEPTEMBER, ITALIAN/OPEC TRUCK FLEET MANAGED BY UNDRO/ASC WITH ASSISTANCE OF PRIVATE TRUCKERS ORGANIZED AND SUPERVISED TRANSPORT OF TOTAL 15,300 MT CEREALS FOR FREE DISTRIBUTION (5,700 MT GAO, 5,500 MT TIMBUCTOO, 4,100 MT MOPTI). IN ADDITION, 11,700 MT TRANSPORTED TO MOPTI IN COOPERATION WITH OPAM (OFFICE DES PRODUITS AGRICOLES DU MALI).

11. LRCS DISTRIBUTING DRY AND PREPARED FOOD RATIONS IN 161 NUTRITIONAL CENTRES REACHING APPROXIMATELY 135,000 PERSONS PER MONTH. TOTAL CONTRIBUTIONS RECEIVED OR ANNOUNCED SINCE BEGINNING OF OF LEAGUE OPERATIONS SF 7,909,774. NEEDS TO BE MET 2,800,000.

UNMET NEEDS

12. - RE-ESTABLISHMENT OF NATIONAL SECURITY STOCKS WHICH CURRENTLY AT VERY LOW LEVEL (TOTAL 10,600 MT AGAINST THEORETICAL 38,000 MT. SECURITY STOCK IN MOPTI 5,300 MT. TIMBUCTOO AND GAO NIL) PREFERABLY WITHIN NEXT 3 MONTHS TAKING ADVANTAGE OF PERIOD WHEN NIGER IS NAVIGABLE AND
TRANSPORT COSTS ARE LOWEST.

- US DLRS 104,000 TO FIGHT INSECT INFESTATION OF GRAINS.

- SEEDS FOR VEGETABLE GARDENING FOR CULTIVATION DURING LEAN PERIOD.

- BASIC DRUGS AND VEHICLES FOR PREVENTIVE HEALTH MEASURES IN 6TH AND 7TH REGION.

OTHER OUTSTANDING NEEDS CURRENTLY UNDER REVIEW.
