Mali - Conflict, unrest and population displacement (DG ECHO Partners) (ECHO Daily Flash of 22 May 2024)

  • On 19 May, a non-state armed group intercepted two vehicles in Timbuktu region, in northern Mali, and the nine civilians aboard were kidnapped and assassinated. It is the first incident directly targeting civilians reported in the region since the start of 2024, although Timbuktu has been highly affected by increasing violence due to enhanced military operations and attacks by non-state armed groups.
  • The escalation of violence has led to an upward trend of internal displacements in the area, mostly preventive, to the urban areas of Timbuktu and Nianfunke. Only in 2024, over 15,000 displaced people have been assisted in the Timbuktu region.
  • The overall tendency in 2024 shows a significant increment of protection incidents. Under the 2024 Humanitarian Response Plan (HRP), protection is one of the main areas of concern. USD 82.8 million are requested to assist 1.6 million people in need of protection assistance in Mali. However, the sector is only funded at 14.2%; the overall HRP is funded up to 12.3%.
