a. 1.1. Evaluation context

The Norwegian Refugee Council (NRC) has been present in Mali since 2013 as part of a mission to protect the rights of internally displaced persons and vulnerable people affected by displacement. NRC works mainly in the regions of Gao, Ménaka, Mopti and Timbuktu, with occasional activities in the regions of Taoudénit, Koulikoro and in the district of Bamako. NRC works mainly in the following sectors: i) education; ii) shelter and infrastructure; iii) water, hygiene and sanitation; iv) information, counseling and legal assistance (ICLA); v) food security; and vi) protection and humanitarian mediation. NRC also implements a large emergency program to respond to the immediate needs of displaced people in the first days of displacement. NRC has commissioned Samuel Hall to evaluate the success of their activities under the two programmes, MLFM1722 and MLFM2005, which took place in the period between October 2020 to December 2021.

b. 1.2. Description of the projects and programmes evaluated

i.1.2.1 Overview of MLFM1722 and MLFM2005

The NRC implemented two separate projects, MLFM1722 and MLFM2005, each with three and two sub-programmes respectively.

MLFM 2005, funded by the Swiss Agency for Development and Cooperation (SDC) oversaw the two sub-programmes “Education” and “ICLA”.

The MLFM 1722 project, funded by the Norwegian Agency for Development Cooperation (Norad) oversaw the implementation of an additional project component, “Abri & Infrastructure''.
MLFM1722 thus saw the implementation of three sub-programmes: Education, ICLA, Abri & infrastructures/EHA.

ii.1.2.2 Targets by sub-programme

Across the two programmes, Education aimed to a) improve attendance, retention and completion of out-of-school children enrolled in accelerated education centres (PAASU) centres who enter the formal education system, b) improving the learning of basic skills of learners to prepare them for their future lives, c) improve the lives of conflict-affected youth who have access to improved livelihoods through vocational training, d) ensuring that out-of-school and out-of-school children are reintegrated into the formal system through alternative education approaches, and e) ensuring that local and community actors are committed to schooling children in a protective environment.

The ICLA sub-programme aimed at supporting beneficiaries to obtain legal and civil identity documents as well as the provision of birth certificates and legal support and training on the importance of civil status documents.

The Abri/infrastructure/EHA sub-programme focused on sanitation and hygiene for the beneficiaries, including medical check-ups and awareness raising sessions on good practices in terms of personal hygiene and health.
