MALDIVES - TIDAL WAVES
SITREP NO. 1
13 APRIL 1987

1. UNDRO/UNDP RESIDENT CO-ORDINATOR HAS REPORTED ON THE SERIOUS DAMAGE TO THE ENTIRE ARCHIPELAGO OF THE MALDIVES FOLLOWING THE HIGHEST TIDAL WAVES EXPERIENCED FOR YEARS ON 11 APRIL 1987. THE GOVERNMENT HAS REQUESTED UNDRO TO APPEAL FOR INTERNATIONAL ASSISTANCE.

2. ONE THIRD OF THE CAPITAL 'MALE' WAS AFFECTED BY SEVERE FLOODING WHICH RESULTED IN PHYSICAL DAMAGE TO BREAKWATERS, RETAINING WALLS, COASTAL ROADS, HULULE INTERNATIONAL AIRPORT, ACCESS HARBOUR, FUEL JETTY, RADIO ANTENNAE. A NUMBER OF HOUSES DESTROYED RESULTING IN SOME 300 PEOPLE BEING EVACUATED AND HOMELESS. NO LOSS OF LIFE REPORTED. MALE AIRPORT IS OPEN ONLY FOR DAYTIME FLIGHTS. FURTHER FLOOD DAMAGE REPORTED ON AT LEAST 16 ISLANDS BELONGING TO THE GROUP.

3. GOVERNMENT RELIEF EFFORTS CONCENTRATED ON PERSONAL ASSISTANCE TO VICTIMS, (FOOD, CLOTHING, SHELTER, DISINFECTION, ETC.)

4. NEEDS

TYPHOID VACCINES, DISINFECTANTS, CEMENT AND FUEL, SUFFICIENTLY AVAILABLE IN KIND. HOWEVER, GOVERNMENT REQUESTING FINANCIAL CONTRIBUTIONS FOR RELIEF ACTION. EXPERTS TO ASSESS DAMAGE AIRPORT AND FINANCIAL ASSISTANCE TO REPAIR SAME.

5. UNDRO CO-ORDINATOR HAS APPROVED AN EMERGENCY GRANT OF US DLRS 10,000. FOR IMMEDIATE RELIEF.

6. DONORS ARE REQUESTED TO INFORM UNDRO DIRECTLY, PREFERABLY BY TELEX (28148 UNDR CH) OF THEIR CONTRIBUTIONS AND VALUE.

1. UNDRO/UNDP COORDINATOR REPORTS THAT ALTHOUGH UNCLEAR WHAT CAUSED TIDAL SWELLS, SEA CONDITIONS CALMER ALLAYING FEARS FURTHER FLOODING.

2. GOVERNMENT HAS ESTABLISHED A COMMITTEE TO ASSESS DAMAGE. CLEANING UP OPERATIONS, HUMANITARIAN RELIEF ACTION, AND REPAIRS TO COASTAL DEFENCES BEING UNDERTAKEN. ALL WELL IN HAND. LONGER TERM ACTION TO RESTORE SITUATION TO NORMAL ASSESSED AS FOLLOWS:

(A) RESTORING SITUATION TO NORMAL INCLUDING REPAIRS TO HULULE AIRPORT ESTIMATED AT 6 MILLION DOLLARS. CERTAIN PERCENTAGE OF RECLAIMED LAND HAS ALSO BEEN LOST. 13 OUT OF 19 ATOLLS AFFECTED, BUT CENTRE OF MOST DAMAGE WAS MALE. GOVERNMENT PROVIDING FINANCE FOR LOSS OF PRIVATE HOUSES. NUMEROUS BOATS LOST - NOT ASSESSABLE AS YET.

(B) URGENT REPAIRS TO AIRPORT PROGRESSING WELL AND NIGHT FLIGHTS POSSIBLY RESUMED BY END OF WEEK.

(C) ASSISTANCE OFFERED BY INDIA, PAKISTAN AND UNITED KINGDOM.

(D) TECHNICAL EXPERTISE IN FORM OF ASSESSMENT MISSION HAS BEEN ASSURED BY THE NETHERLANDS.

1. FOLLOWING IS FINAL SITREP.

2. SITUATION

SITUATION IN MALDIVES IN AFTERMATH OF FLOOD EMERGENCY IS STABLE. PRACTICALLY ALL DISPLACED PERSONS HAVE BEEN REACCOMMODATED IN THEIR HOMES. REPAIR WORK ON COASTAL DEFENCES STILL ONGOING. THREAT OF FURTHER DAMAGE ESPECIALLY TO AIRPORT AND ALSO TO SORE RECLAIMED AREAS OF MALE STILL A CONCERN. THIS PROBLEM REQUIRES LONGER TERM ACTION. THEREFORE ESTIMATES OF REHABILITATION COSTS REMAIN IN ORDER OF USD 6 MILLION. CASH CONTRIBUTIONS IN THIS RESPECT ARE WELCOMED.

HEALTH SITUATION STILL NOT FULLY STABILIZED.

3. NEEDS

TWO IMMEDIATE NEEDS STILL NOT MET AND SUPPORT FROM DONOR COMMUNITY WILL BE APPRECIATED. (A) GARBAGE DISPOSAL IN MALE IS OUT OF HAND. DIFFICULT FOR THE GOVT TO CONTROL THE HEALTH PROBLEM AT ITS ORIGIN. PENDING STUDY OF LONG TERM SOLUTION, HABITAT NAIROBI HAS ADVISED THAT THE MOST EFFECTIVE IMMEDIATE SOLUTION IS A COMPACTING/BALING SYSTEM FOR DISPOSAL INTO DEEP SEA, SUFFICIENT TO HANDLE 12 TONS PER DAY. EQUIPMENT WOULD INCLUDE SMALL BARGE WITH MOUNTED CRANE FOR SEA TRANSPORT OF BALES. AS DELIVERY TIME CRUCIAL PRIORITY DELIVERY WOULD BE NECESSARY. TOTAL COST ESTIMATED AT USD 175,000 MAXIMUM. BALING EQUIPMENT IS PRODUCED WIDELY IN INDUSTRIAL COUNTRIES. THE BOAT WITH CRANE WOULD BE PROCURED LOCALLY. IF SUFFICIENT CASH CONTRIBUTIONS MADE, GOVT INTENDS PURCHASE THIS EQUIPMENT FROM SUITABLE SUPPLIER. PLEASE NOTE BALING UNIT (UK POUNDS 110,000) HAS BEEN IDENTIFIED FOR EARLY DELIVERY FROM UNITED KINGDOM.

(B) THE STOCK OF CHLORINE IS RUNNING OUT. PROSPECT OF REPLENISHMENT BY SURFACE SHIPMENT UNLIKELY BEFORE ONE MONTH. GOVT REQUESTS FIFTEEN TONS OF CHLORINE AND 20,000 CAPSULES VIBRAMYCIN AND AIR TRANSPORT TO MALE AS SOON AS POSSIBLE.
