UNDRO INFORMATION REPORT NO. 1
15 MARCH 1991

1. UNDRO/UNDP RESIDENT REPRESENTATIVE IN MALAWI REPORTED THAT ON 11 MARCH 1991 FLASH FLOODS STRUCK SOUTHERN MALAWI NEAR PHALOMBE AND CAUSED SUBSTANTIAL DAMAGE TO HOUSES, CROPS, BRIDGES AND TELEPHONE LINES. ACCESS AND COMMUNICATION TO AFFECTED AREA DIFFICULT.

2. BY 14 MARCH, DEATH TOLL ESTIMATED AT NEARLY 500. THOUSANDS OF PEOPLE DISPLACED BY DESTRUCTION OF HOUSES AND BEING SHELTERED IN SCHOOLS AND AGRICULTURAL TRAINING CENTRE.

3. IN CONSULTATION WITH UN AGENCIES, UN ASSESSMENT MISSION SENT TO AREA 14 MARCH. DETAILS OF DAMAGE AND NEEDS WILL BE COMMUNICATED SOONEST. THE GOVERNMENT MAY ORGANIZE VISIT OF DONORS TO AREA NEXT WEEK.

4. UNICEF PROCEEDING WITH INITIAL USD 25,000 CONTRIBUTION FOR EMERGENCY ITEMS AND INTENDS TO FOLLOW UP WITH FURTHER CONTRIBUTION.

5. UNDRO HAS NOT YET RECEIVED REQUEST FOR INTERNATIONAL APPEAL FROM THE GOVERNMENT BUT CONTINUES MONITORING SITUATION THROUGH UNDRO/UNDP RESIDENT REPRESENTATIVE IN CONTACT WITH UN AGENCIES.

SITUATION

1. UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTED FOLLOWING: HEAVY RAINS THAT FELL CONTINUOUSLY ON MULANJE AND MICHESI MOUNTAINS 8 - 10 MARCH RESULTED IN SERIOUS FLOODS AND LANDSLIDES.

2. WHILE WATER FROM MT. MULANJE RAISED LEVEL OF RIVER PHALOMBE ABOVE ITS BANKS AND SWEPT AWAY VILLAGES ON EITHER SIDE OF THE RIVER, HUGE LANDSLIDES ON EASTERN AND WESTERN SIDES OF MT. MICHESI DEMOLISHED EVERYTHING IN THEIR PATH.

DAMAGE

3. ACCORDING TO PRELIMINARY ASSESSMENT, EXTENT OF DAMAGE ESTIMATED AS FOLLOWS:

- 85,000 - 100,000 PEOPLE AFFECTED

- DEATH TOLL ESTIMATED AT 700 - 1,000

- 30,000 HECTARES OF CROPS ESTIMATED TO HAVE BEEN LOST

- TWO VILLAGES (VIZ MWAZALE AND WOPELIWA) COMPLETELY WASHED AWAY WHILE OVER FOURTEEN OTHERS ARE SEVERELY AFFECTED

- APPROX. 1,650 HOUSES ESTIMATED TO HAVE BEEN WASHED AWAY

- 10 BRIDGES AND CONSIDERABLE MILEAGE OF ROADS TOTALLY WASHED AWAY OR RENDERED NONFUNCTIONAL

- PUBLIC BUILDINGS SUCH AS POST OFFICES, CLINICS AND SCHOOLS ARE TOTALLY DESTROYED OR SEVERELY DAMAGED

4. URGENT AND MEDIUM TERM ASSISTANCE REQUIRED ARE FOLLOWING:

MEDIUM TERM NEEDS: FINANCIAL AND MATERIAL ASSISTANCE FOR:

- CONSTRUCTION OF ROADS AND BRIDGES
- CONSTRUCTION OF PUBLIC BUILDINGS
- AGRICULTURAL INPUTS SUCH AS FERTILIZERS, SEEDS ETC

5. ALTHOUGH GOVERNMENT OF MALAWI IS LAUNCHING INTENSIVE RELIEF OPERATION, INTERNATIONAL ASSISTANCE IS URGENTLY NEEDED TO COPE WITH THIS DISASTER. THE GOVERNMENT WILL CONVENE DONORS MEETING TOMORROW, 19 MARCH, DURING WHICH MODALITIES AND NEEDS FOR INTERNATIONAL ASSISTANCE WILL BE DISCUSSED.

6. UNDRO WILL PROVIDE USD 25,000 EMERGENCY GRANT FOR LOCAL PURCHASE OF RELIEF MATERIALS AND ITS TRANSPORT. FURTHERMORE, UNDRO ORGANIZING AIRLIFT OF RELIEF MATERIALS (TENTS, BLANKETS , PLASTIC SHEETINGS AND WATER TANKS) FROM UNDRO PISA WAREHOUSE WHICH IS FINANCED BY GOVERNMENT OF JAPAN.

7. GOVERNMENT OF JAPAN ALSO DECIDED TO PROVIDE CASH USD 300,000 AND TO TRANSPORT NECESSARY MEDICINES.

INTERNATIONAL APPEAL

SITUATION

1. GOVERNMENT OF MALAWI HAS COMPLETED ITS ASSESSMENT OF SITUATION (DETAILS WITH UNDRO), AND OFFICIALLY REQUESTED INTERNATIONAL ASSISTANCE. THE REQUESTED ASSISTANCE IS IN TWO PHASES. FIRST IS EMERGENCY ASSISTANCE (FOOD, TEMPORARY SHELTER, PUBLIC WORKS, HEALTH, POST AND TELECOMMUNICATION) TOTALLING USD 5,896,527. SECOND PHASE IS MEDIUM TERM REQUIREMENTS (FOOD, INFRASTRUCTURE) TOTALLING USD 16,177,631, PLUS CONTINGENCIES FOR GRAND TOTAL OF USD 23,177,867. LONG-TERM NEEDS WILL BE COMMUNICATED TO DONORS AT LATER STAGE.

2. ON 18 MARCH, UNDRO/UNDP RESIDENT REPRESENTATIVE PARTICIPATED IN A JOINT DONOR COMMUNITY FIELD VISIT BY HELICOPTER TO AFFECTED AREA NEAR PHALOMBE, AND CONFIRMED EXTENSIVE DAMAGE TO THE AREA INCLUDING LOSS OF LIFE, DESTRUCTION OF HOUSES, PUBLIC BUILDINGS, ROADS AND BRIDGES AND CROPS.

3. ON 19 MARCH, GOVERNMENT CONVENED DONORS MEETING IN WHICH FOLLOWING ACTIONS WERE AGREED:

- GOVT/DONORS/NGOS WORKING COMMITTE IS TO BE ESTABLISHED TO REVIEW GOVT'S APPEAL IN DETAIL AND DETERMINE PRIORITY NEEDS AS WELL AS COORDINATION ARRANGEMENTS.

- UNDRO IS REQUESTED TO IMMEDIATELY FIELD A TECHNICAL MISSION FOR FURTHER ASSESSMENT.

4. IN RESPONSE TO ABOVE REQUEST, UNDRO ORGANIZING ASSESSMENT MISSION IN COLLABORATION WITH OTHER UN AGENCIES. RELIEF COORDINATION OFFICER ALREADY LEFT FOR LILONGWE YESTERDAY.

5. ACCORDING TO GOVT'S ASSESSMENT, FOLLOWING NEEDS WERE IDENTIFIED:

1. UNDRO RELIEF CO-ORDINATION OFFICER ARRIVED LILONGWE 21 MARCH AND ASSISTED RESIDENT REPRESENTATIVE IN ORGANIZING UN INTER-AGENCY ASSESSMENT MISSION TO THE AFFECTED AREA (PHALOMBE).

2. PURPOSE OF MISSION IS TO UP-DATE LIST OF UNMET NEEDS IN HEALTH, FOOD, AGRICULTURE, SHELTER, WATER, INFRASTRUCTURE AND REFUGEE SECTORS FOR IMMEDIATE EMERGENCY PHASE (3 MONTHS) AS WELL AS FOR MEDIUM TERM PERIOD (9 MONTHS). MISSION WAS COMPOSED OF FOLLOWING : FAO, UNDP, UNDRO, UNHCR, UNICEF, WFP, WHO AND GOVERNMENT.

3. MISSION VISITED AFFECTED AREA 23 - 24 MARCH AND COMPILED FINAL REPORT IN CONSULTATION WITH GOVT. ON 27 MARCH GOM/DONORS/NGOS COMMITTEE ACCEPTED THE REPORT.

4. ACCORDING TO THE REPORT, UNMET NEEDS SUBSTANTIALLY DECREASED DUE TO THE FACT THAT GOVT MADE INTENSIVE EFFORT TO PROVIDE URGENT RELIEF MATERIALS TO AFFECTED PEOPLE. HOWEVER, SINCE GOVT USING THEIR FUNDS EARMARKED FOR OTHER PROJECT, FINANCIAL ASSISTANCE IS URGENTLY NEEDED.

5. IN ORDER TO ENABLE TRANSPORT OF SUPPLIES TO AFFECTED AREA, FIRST PRIORITY OF ASSISTANCE IS GIVEN TO REPAIRS OF ROADS AND BRIDGES. MOST OF NECESSARY RELIEF MATERIALS ARE LOCALLY AVAILABLE.

6. FOLLOWING UNMET NEEDS ARE IDENTIFIED BY UN MISSION.

7. REFUGEE CAMPS IN MULANJE HAVE BEEN AFFECTED TO A CERTAIN EXTENT BY RECENT DISASTER. CAMP IN CHIRINGA WAS HIT DIRECTLY LEAVING 4 DEAD AND APPROXIMATELY 320 FAMILIES HOMELESS. UNHCR IS ACTIVE IN REPAIR OF ROADS AND BRIDGES ON THE WAY TO REFUGEE CAMPS.
