MADAGASCAR - TORRENTIAL RAINS
INFORMATION REPORT NO. 1
07 JANUARY 1987

SITUATION

1. OVER LAST 10 DAYS HEAVY RAINS LINKED TO CYCLONE HAVE FLOODED SEVERAL RICE-PRODUCING AREAS.

2. SITUATION MOST SERIOUS ANTANANARIVO AND SURROUNDINGS. RICE FIELDS AND HOUSES INUNDATED, DIKE ROAD CLOSED, 15,000 PEOPLE HOMELESS. LOCAL AUTHORITIES AND RED CROSS ACTIVE.

3. RICE FIELDS IN AMBATOLAMPY-ANTSIRABE AREA ALSO FLOODED. CONSEQUENCES FOR HARVEST DEPEND ON HOW LONG RICE REMAINS UNDER WATER.

4. SO FAR GOVT HAS NOT REQUESTED INTERNATIONAL ASSISTANCE.

SITUATION

1. CONTINUAL AND INTERMITTENTLY TORRENTIAL RAINS 1-6 JAN IN HIGH PLATEAU REGION HAVE BURST DAMS AND CANALS AND FLOODED LOWLANDS WITH UP TO 3 METERS WATER.

2. MINISTRY OF INTERIOR ESTIMATES 28,223 PEOPLE TEMPORARILY DIS LODGED. NO CASUALTY FIGURES YET AVAILABLE BUT LIKELY TO BE LOW AS FLOODING GRADUAL. MANY BANCO HOUSES DESTROYED FROM SOAKING. VICTIMS BEING TREATED AND FED WITH ASSISTANCE LOCAL NGO'S LED BY RED CROSS. GOVT PROVIDING SHELTER AND DOES NOT REQUEST INTERNATIONAL APPEAL.

REQUIREMENTS

3. RED CROSS DECLARES URGENT NEED FOR 30 TONS RICE, 2 TONS POWDERED MILK, 200 KGS SOAP, 10 LITERS BENZOATE OF BENZYLE, VARIOUS ANTISEPTICS, DISINFECTANTS, ANTIMALARIA PILLS AND 12,000 SLEEPING MATS WHICH CAN ALL BE PURCHASED LOCALLY.

SITUATION

1. FLOODS SUBSIDING AND SITUATION SLOWLY RETURNING TO NORMAL. UNDP HAS DISTRIBUTED 5 TONS RICE, SOAP, MILK, CORNED BEEF, BLANKETS AND OTHER PRIORITY ITEMS TO MOST-AFFECTED PEOPLE. FURTHER EFFORTS UNDER WAY BUT IT WILL TAKE TWO MONTHS BEFORE SITUATION COMPLETELY NORMAL DUE MONSOON SEASON AND DESTRUCTION DRAINAGE SYSTEM.

2. LOCAL RED CROSS CARING FOR HOMELESS IN 7 RELIEF CENTERS. LRCS DELEGATION HAS SUPPLIED 7 TONS RICE, POWDERED MILK, 1 TON CLOTHING, SOAP AND VARIOUS COMMODITIES.

3. GOVT REPORTS 2 DEAD AND 40,220 DISPLACED.

4. UNLESS SITUATION DETERIORATES, THIS IS LAST REPORT ON PRESENT EMERGENCY.
