In July 2025, IOM Madagascar conducted a study on the Solution and Mobility Index (SMI) in the region of Boeny, in the north-west of Madagascar. Carried out with the support of the German Development Cooperation (GIZ) as part of the project "Improving the management of internal migration in the context of climate change in host communities" (PROMIC) which aims to improve the management of mobility related to climate change in the Boeny region and promote governance, sustainable management of natural resources, social cohesion, and the fight against inequality and poverty.
This report assesses the stability of 76 localities hosting internally displaced persons (IDPs) from the Great South for climatic reasons. The analysis focuses on four themes: livelihoods and basic services, social cohesion, safety and security, and climate resilience. It identifies the root causes of fragility, challenges and opportunities to guide decision-makers towards sustainable solutions to strengthen the peaceful cohabitation and resilience of host communities and IDPs to achieve a sustainable solution in the Boeny region.
