MADAGASCAR - CYCLONE ALIBERA
UNDRO INFORMATION REPORT NO.1
12 JANUARY 1990

1. SINCE END 1989, AND CONTINUING THROUGH EARLY JANUARY 1990, CYCLONE ALIBERA HAS CAUSED CONSIDERABLE DAMAGE AND LOSS OF LIFE THROUGHOUT COASTAL REGIONS OF THE COUNTRY. THE UNDRO/UNDP RESIDENT REPRESENTATIVE HAS PROVIDED THE FOLLOWING INFORMATION.

2. A TOTAL OF 12 DEATHS HAS BEEN RECORDED (INCL. 10 IN MAHAJANGA ON WEST COAST). ON ISLAND OF SAINTE MARIE SEVERE DAMAGE WAS RECORDED, AND ON COAST AT NOSY-VARIKA MANY PUBLIC BUILDINGS, INCLUDING HOUSING, SCHOOLS, HAVE BEEN DESTROYED, LEAVING OVER 1,000 PERSONS IN NEED OF SHELTER.

3. OTHER PROVINCES AFFECTED BY CYCLONE INCLUDE FIANARANTSUA AND VILLE IHOSY, WHERE 10,000 HA. OF TOBACCO AND COTTON FIELDS SUFFERED DAMAGE. ROADS WERE DISRUPTED (IN PARTICULAR ROUTE NATIONAL RN7) ON SEGMENT SERVING MORARANO, IHOSY, TOLIARY AND IHARINTSENA, AMBALAVO AND FIANARANTSOA. OTHER DAMAGE OCCURRED AT IKONGO, MANANJARY AND MANAKARA WHERE AGAIN MANY PUBLIC AND DOMESTIC BUILDINGS WERE DESTROYED, LEAVING OVER 50 PERSONS WITHOUT SHELTER.

4. TO DATE, THE GOVT HAS NOT REQUESTED INTERNATIONAL ASSISTANCE.

5. UNDRO CONTINUES MONITORING SITUATION IN CONTACT WITH UN AGENCIES.

1. FOLLOWING CYCLONE ALIBERA WHICH STRUCK MADAGASCAR 31 DEC 89/ 1 JAN 90 AND MINISTER OF INTERIOR'S VISIT TO DISASTER SITES, GOVT APPEALED ON 19 JAN 90 FOR INTERNATIONAL ASSISTANCE TO MEET URGENT NEEDS OF VICTIMS AND AFFECTED PROVINCES, ESPECIALLY FIANARANTSOA. CASUALTIES TOTAL 46 DEAD AND 55,346 HOMELESS.

PROVINCE OF FIANARANTSOA

2. IN MANANJARY (WHICH WAS IN EYE OF CYCLONE) WINDS REACHED 250 KM/HOUR AND DEVASTATED 100 PERCENT OF PRIVATE/PUBLIC BUILDINGS. 33,250 PERSONS (95 PERCENT POPULATION) AFFECTED, WITH 10 DEAD AND 2 WOUNDED. HOSPITALS, ADMINISTRATIVE BUILDINGS, MILITARY BARRACKS AND SECONDARY SCHOOL GREATLY DAMAGED. CITY WITHOUT POTABLE WATER. COMMUNICATIONS CUT. SEA ACCESS BLOCKED, PREVENTING PASSAGE OF SUPPLY SHIPS.

3. STRONG WINDS ALSO DAMAGED WALLS AND TORE METAL SHEETING AND ROOFS OFF ADMINISTRATIVE BUILDINGS AND HOSPITALS IN ALMOST ALL OTHER POPULATION CENTERS. 70 PERCENT CITY OF NOSY-VARIKA AND 15 PERCENT IVOHIBE DAMAGED. 4,230 HOUSES DESTROYED IN VOHIPENO.

4. TORRENTIAL RAINS, SWELLING RIVERS AND CANALS OF ENTIRE PROVINCE, CUT 23 NATIONAL/OTHER ROADS. 13 BRIDGES DESTROYED AT VOHIPENO, BRIDGE AND BARGE DAMAGED AT IFANADIANA. AT FARAFANGANA, SEVERAL VILLAGES FLOODED. NUMEROUS AGRICULTURAL LANDS (26,983 HA RICE-FIELDS, PLUS 6,082 HA CORN, COFFEE TREES, BANANA TREES AND VEGETABLES) FLOODED OR DEVASTATED, PRINCIPALLY AT VOHIPENO, IFANADIANA, VANGAINDRANO AND AMBOHIMITOMBO.

5. SOME REPORTS INDICATE NEW ROAD BETWEEN IFANADIANA (FIANARANT- SOA PROVINCE) AND TSARATANANA (MAHAJANGA PROVINCE) COMPLETELY DESTROYED, PREVENTING TRANSIT OF AGRICULTURAL GOODS FROM VILLAGES IN NORTH OF PROVINCE TOWARD MAIN ROAD. ALSO, RAILROAD LINE BETWEEN FIANARANTSOA AND MANAKARA WASHED AWAY, CUTTING ALL REGIONAL TRAIN/ROAD ACCESS TO SEA.

OTHER PROVINCES

6. ALTHOUGH OTHER AREAS MADAGASCAR NOT DIRECTLY HIT BY CYCLONE, FLOODING HAS CAUSED DAMAGE.

NATIONAL RESPONSE

7. IN MANANJARY, LOCAL RELIEF COMMITTEE MOBILIZED TO BRING RELIEF TO WOUNDED, ORGANIZE SUPPLIES AND MAKE EMERGENCY REPAIRS. IN FARAFANGANA 900 VICTIMS BEING LODGED IN PRIMARY SCHOOLS. LOCAL RELIEF COMMITTEE HAS DISTRIBUTED 300 KG RICE.

8. NATIONAL RELIEF COUNCIL HAS SENT RICE, MEDICAMENTS, CARTONS POWDERED MILK AND CASH. BOAT LOADED WITH RICE READY TO PROCEED TO MANANJARY AS SOON AS SEA PASSAGE REOPENS.

9. CYCLONE ALIBERA STRUCK DURING UNDRO/UNDP PROJECT MEETINGS ON 'STRENGTHENING OF NATIONAL SECURITY COUNCIL.' 22 HIGH MALAGASY OFFICIALS HAD JUST COMPLETED A 13-17 DEC 89 TRAINING SESSION ON CIVIL/INDUSTRIAL SECURITY, ORGANIZED JOINTLY BY UNDRO AND 'EUREKA' STUDY/TRAINING CENTER.

10. EXACT QUANTITIES OF FOLLOWING ESSENTIAL GOODS WILL BE SPECIFIED AS SOON AS POSSIBLE:

- CONSTRUCTION MATERIALS: METAL SHEETING, SCREWS, NAILS, CEMENT, 'FER FONDS' (IRON RODS), 'BOIS CARRES' (WOODEN BEAMS) DUE TO RAIN, DAMAGE LIKELY TO INCREASE IF COUNTER-MEASURES NOT TAKEN RAPIDLY

- CASH CONTRIBUTIONS FOR LOCAL PURCHASES

- MEDICAMENTS

- RICE (AT LEAST 2,000 TONS)

11. UNDRO IMMEDIATELY GRANTED USD 15,000 EMERGENCY CASH FOR PURCHASE MOST URGENT NEEDS.
